According to Nguyen Thanh Lam, Secretary of the Party Committee and Chairman of the People's Council of Chau Phong commune, if resolutions are only disseminated through formal meetings or implementation documents, they can easily fall into the trap of learning for the sake of knowing, rather than being translated into action to bring about change. Recognizing this, the Chau Phong commune Party Committee developed a Party Branch Activity Newsletter as an official information channel to convey the Party's policies and resolutions to each branch and each Party member through concise, easily accessible content that is relevant to the practical tasks at the grassroots level. Through this, Party members not only grasp the policies but also clearly see their responsibilities, tasks, and goals to be achieved. "The quality of Party branch activities is a measure of the leadership capacity and fighting strength of the Party organization. The Party Branch Activity Newsletter was created to systematize policies, guide the content of monthly activities, and disseminate good practices and effective models for other branches to learn from and replicate," said Mr. Nguyen Thanh Lam.

In these newsletters, many key contents of the Resolution of the 14th National Party Congress, the Resolution of the 1st Provincial Party Congress, and the Resolution of the 1st Chau Phong Commune Party Congress for the 2025-2030 term are conveyed concisely and clearly, linked to specific tasks of the locality. Development targets are also clearly quantified, such as an average annual growth rate of 10%, a health insurance coverage rate of over 95%, building a drug-free commune by 2030, and developing new Party members at a rate of 3% per year… Through this, each Party branch and each cadre and Party member has a basis to concretize their tasks in the implementation process.
What the Chau Phong Commune Party Committee pays special attention to is the principle of "clear responsibilities, clear tasks, clear accountability." Accordingly, each cadre and Party member must shift from a mindset of studying resolutions to a mindset of implementing resolutions, using the results of task implementation as a measure of the quality of Party activities.
According to the Chau Phong Commune Party Committee, for resolutions to be implemented effectively, the Party branches must first be strong, their activities must be substantive, and closely linked to the lives of the people. This is also the goal that the Party Branch Activity Newsletter aims for. From the content of the newsletter, Party branches have a basis to focus on discussing issues relevant to local realities, such as developing high-tech agriculture, digital transformation in administrative reform, building advanced new rural areas, maintaining security and order, or developing community tourism associated with the Cham Village. Resolutions, therefore, are no longer general statements but become concrete issues in each residential area and each field of work. Each Party member clearly sees their responsibility in carrying out political tasks in the locality.
Mr. Nguyen Huu Dien, Head of the Party Building Committee of Chau Phong Commune Party Committee, said: "For resolutions to be implemented effectively, first and foremost, Party branch meetings must be substantive. Party branch meeting bulletins help each branch to self-reflect, self-examine, and enhance its leadership role at the grassroots level. They also serve as a basis for inspection, supervision, and improving the quality of Party activities."
The noticeable effect is that party members no longer approach resolutions by simply listening and memorizing, but instead directly apply them to their daily work. Party branch secretaries reflect on their leadership responsibilities in their residential areas, mass organization officials review the effectiveness of their mobilization efforts, and party members in charge of specialized fields have the opportunity to self-assess the level of completion of their assigned tasks.
