Dong Hoa commune currently has 32 Party branches and 2 Party committees. Previously, Party branch activities in some areas were merely 형식적인 (formalistic), lacking diverse content; discussion and democratic participation among Party members were sometimes lacking in certain areas. Recognizing these limitations, the commune Party committee has identified the renewal of Party branch activities in accordance with Directive No. 50-CT/TW as a central and continuous task in grassroots Party building.
Based on that practical need, the Dong Hoa Commune Party Committee selected the Party Branch of Hamlet 9 Cho as the model branch for its regular meetings. The model branch's regular meetings were organized systematically and according to proper procedures, from preparing the content and conducting the meeting to recording, monitoring, and evaluating the results after the meeting. Notably, the Commune Party Committee invited the secretaries, deputy secretaries, and Party committee members from other hamlet branches to attend and observe directly. This helped cadres and Party members better understand how to organize Party branch meetings in the right direction, especially in selecting key topics relevant to the local community. The issues discussed were all related to the hamlet's political tasks, such as: building new rural areas, protecting the environment, maintaining security and order, and caring for the people's lives.
Nguyen Van Ngan, Secretary of the Party Branch of Hamlet 9, Cho Nguyen Van Ngan, said: “When the Commune Party Committee trusted us to choose us as a model Party branch, we recognized it as both an honor and a responsibility. The Party branch proactively prepared the content of the meetings, selecting issues relevant to the lives of the people in the hamlet for discussion. Through this, Party members demonstrated their roles and responsibilities, boldly contributing opinions, making the meetings truly practical and effective.”
Through monitoring the model activities, many hamlet Party branches in Dong Hoa commune have drawn practical lessons. Notably, they emphasize the importance of thorough preparation of meeting content, focusing on key issues; linking Party branch meetings to the resolution of pressing and prominent problems at the grassroots level; and strengthening thematic meetings in a practical, easy-to-understand, and easy-to-implement manner. After each model meeting, the commune Party committee organizes discussions and evaluations, highlighting achievements and areas needing adjustment or supplementation so that Party branches can apply the findings appropriately to their specific conditions.
Participating in the activities of the model Party branch, many Party members expressed their agreement and high appreciation for this new approach. Party member Le Thanh Loc shared: “Compared to before, Party branch meetings have undergone many noticeable changes. The content is carefully prepared, focusing on specific issues of the hamlet, making it easy for Party members to understand and contribute ideas. The atmosphere of the meetings is democratic and open, creating high unity within the Party branch. Through these meetings in the spirit of Directive No. 50-CT/TW, I am more aware of my role and responsibility in implementing the resolution, linking words with actions.”
Evaluating the effectiveness of the model of exemplary Party branch meetings, the Standing Deputy Secretary of the Party Committee and Chairman of the People's Council of Dong Hoa commune, Truong Minh Dieu, affirmed: “Through this model, the commune Party Committee hopes that subordinate Party branches will learn how to organize meetings in accordance with regulations, in line with reality, promoting collective intelligence and the exemplary role of cadres and Party members. In the coming time, we will continue to monitor, evaluate, and draw lessons to replicate the model; strengthen guidance and support for Party branches to innovate the content and form of meetings. The overarching goal is to enhance the leadership capacity and fighting strength of grassroots Party organizations so that each Party branch meeting truly becomes a forum for leadership, education , and training of Party members.”
