Mr. Nguyen Dinh Hung, Head of the Provincial Market Management Department, said that the unit currently has 87 officers and civil servants in 8 Market Management teams and specialized departments. Most of the officers have been well-trained and basically meet the requirements of the task. However, the strong development of e-commerce has posed many challenges. The situation of trading in counterfeit goods, goods of unknown origin, and infringement of intellectual property rights on platforms such as Facebook, TikTok, Zalo, etc. is increasingly common, affecting the business environment and consumer rights. Meanwhile, the work of checking and handling violations in the online environment faces many difficulties due to the characteristics of virtual trading spaces, warehouse locations and delivery times are difficult to determine, evidence is easily changed, and intermediary payment transactions are difficult to trace.

Statistics show great pressure on the market management force. In the first 10 months of this year alone, the provincial market management force inspected and handled 144 violations in the field of e-commerce, fined 2.3 billion VND, and destroyed goods worth over 2.5 billion VND.
Recognizing the above difficulties, the Provincial Market Management Department has identified training and professional capacity building as a key task, especially skills in handling violations in the e-commerce environment. The training subjects are mainly young inspectors - the core force directly implementing the tasks of monitoring, collecting information and handling violations in the e-commerce environment. In the training courses, trainees are imparted with practical experience in handling typical cases, and are instructed in skills to verify information and fight against the tricks of trading in counterfeit and poor quality goods online.
Since the beginning of 2025, the Provincial Market Management Department has organized many conferences and professional training courses. Notably, the training workshop on distinguishing genuine and fake goods was held on September 12, 2025, with the participation of 100 delegates including team leaders, departments, controllers, specialists of the Provincial Market Management Department; representatives of Quang Ninh Customs Region VIII and the Provincial Police.

At the workshop, delegates were informed of new legal documents related to handling administrative violations; skills to identify and combat counterfeit goods in the e-commerce environment; and instructions on how to distinguish genuine and counterfeit goods of 14 major brands represented by S&O Intellectual Property LLC. Also within the framework of the workshop, Pham and Lien Danh Law LLC shared how to identify counterfeit goods of some famous brands such as Honda, UNIQLO, Shiseido and Mitutoyo... Vietnam Education Publishing House also provided instructions on how to identify genuine textbooks and school equipment.
In parallel with internal training, the Department has sent more than 30 officers to attend training courses organized by the Ministry of Industry and Trade, the Provincial People's Committee and departments and branches. The content focuses on the law on handling administrative violations, skills in applying information technology in collecting and storing violation data, procedures for handling confiscated assets, etc. Thereby helping officers update modern knowledge and apply it effectively in practice.
Thanks to the good implementation of training, the quality of the staff and civil servants of the Provincial Market Management Department has been increasingly improved. Since the beginning of the year, the unit has inspected, detected and handled 209 violations, with a total fine of more than 4.62 billion VND; the value of the violated goods destroyed was more than 5.43 billion VND. In addition, through coordination with the People's Committees at the commune level, the Market Management force inspected 61 cases, handled 59 cases, and imposed fines of over 297 million VND. Local interdisciplinary inspection teams also handled 86 cases, with fines of 254.45 million VND.
Promoting training and professional development has contributed to increasing the effectiveness of preventing and combating counterfeit goods and trade fraud in the province, especially in e-commerce activities.
