Increase access to credit capital to support people and businesses in developing production and business.

Ensuring adequate credit supply to serve the economy and the safety of the credit institution system.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 18/CD-TTg dated March 5, 2024 on credit growth management in 2024.

Accordingly, the Prime Minister requested the State Bank of Vietnam to preside over and coordinate with relevant agencies: Immediately implement management solutions to continue reducing lending interest rates in conjunction with enhancing access to credit capital to support people and businesses in developing production and business, ensuring adequate supply of credit capital and healthy foreign currency, with focus and key points, serving and meeting the capital needs of the economy and ensuring the safety of the credit institution system.

Prime Minister directs to accelerate the allocation and disbursement of public investment capital

Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 24/CD-TTg dated March 22, 2024 on accelerating the allocation and disbursement of public investment capital in 2024.

Accordingly, the Prime Minister requested ministries, central and local agencies to resolutely and proactively handle and remove obstacles and difficulties in a timely and effective manner according to their assigned functions, tasks and authorities; implement a mechanism for assigning tasks, assigning responsibilities, and coordinating clearly and specifically on authority and responsibility among agencies and units in completing project investment procedures. Continue to promote and improve the effectiveness of the Special Working Group on Public Investment Disbursement headed by the Chairman of the Provincial People's Committee.

Strengthen discipline and order in disbursing public investment capital; have strict sanctions according to regulations for investors, project management boards, organizations and individuals who intentionally delay the progress of capital allocation, implementation and disbursement of public investment capital; promptly replace cadres, civil servants and public employees who are weak in capacity, slow, causing harassment and trouble; resolutely handle negative and corrupt behaviors in public investment management.

Prime Minister requests to strengthen measures to manage the gold market

Prime Minister Pham Minh Chinh signed Official Dispatch No. 23/CD-TTg dated March 20, 2024 requesting to strengthen measures to manage the gold market.

Accordingly, the Prime Minister requested the State Bank of Vietnam to preside over and coordinate with relevant agencies to continue to closely monitor the developments of world and domestic gold prices to promptly implement solutions according to regulations to stabilize the gold market; comprehensively assess, carefully analyze and have effective, timely, and regulated solutions according to market principles to immediately handle the high gap between domestic and international gold bar prices in recent times, not to "goldenize" the economy, not to negatively impact exchange rates, interest rates, the money and foreign exchange markets, and national financial and monetary security and safety...

Strictly implement regulations on electronic invoices in petroleum business and retail.

Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 26/CD-TTg dated March 26, 2024 on strengthening measures to manage petroleum products and strictly implementing regulations on electronic invoices for petroleum trading and retail activities.

In particular, the Prime Minister requested the Minister of Industry and Trade to direct petroleum businesses and petroleum retail businesses nationwide to properly and fully comply with the provisions of the law on petroleum trading; strictly implement regulations on electronic invoices for petroleum trading and retail activities, especially in issuing electronic invoices at petroleum retail stores for customers for each sale at petroleum retail stores and providing electronic invoice data according to regulations.

The Minister of Finance directs tax authorities to coordinate with the police and other relevant agencies to step up inspection and examination of the implementation of regulations on electronic invoices, the issuance of electronic invoices at petrol and oil retail stores in accordance with the provisions of law, the direction of the Government in Resolution No. 28/NQ-CP dated March 5, 2024 and relevant directions of the Prime Minister; promptly and strictly handle according to the provisions of law if not implemented or intentionally not implemented;...

The Prime Minister directed to urgently clarify the cause of the accident on the Cam Lo - La Son highway.

Deputy Prime Minister Tran Luu Quang signed Official Dispatch No. 20/CD-TTg dated March 11, 2024 of the Prime Minister on overcoming the consequences of a particularly serious traffic accident on the Cam Lo - La Son expressway in Thua Thien Hue province.

In particular, the Prime Minister requested the Chairman of the People's Committee and Head of the Traffic Safety Committee of Thua Thien Hue province to directly chair a conference with relevant agencies and forces to assess the causes and deploy solutions to overcome existing shortcomings and inadequacies; at the same time, promptly clarify violations by relevant organizations and individuals when especially serious traffic accidents occur continuously in the area.

The Ministry of Transport directs the Vietnam Road Administration to coordinate with relevant agencies to review and strengthen the organization of reasonable traffic on the Cam Lo - La Son - Hoa Lien expressway and the traffic infrastructure system on important expressways and national highways, especially expressways with only 02 lanes and expressways without emergency lanes. Clarify the responsibilities of organizations and individuals in not properly implementing the Prime Minister's direction in Official Dispatch No. 07/CD-TTg dated January 23, 2024 and Official Dispatch No. 14/CD-TTg dated February 18, 2024, leading to the above accident continuing to occur.

Earliest investment in 2-lane expressways

In Official Dispatch No. 27/CD-TTg dated March 28, 2024, Prime Minister Pham Minh Chinh requested the Minister of Transport to urgently report the results of research on investment plans and upgrades of expressways that have been invested in phases, including specific solutions for the earliest investment in expressways with a scale of 2 lanes, expressways lacking emergency lanes, lacking rest stops, etc.

Prime Minister requests to strengthen fire prevention and fighting work

Prime Minister Pham Minh Chinh signed Official Dispatch No. 21/CD-TTg dated March 12, 2024 on strengthening fire prevention and fighting work.

The Prime Minister requested the Minister of Public Security, Chairmen of People's Committees of provinces and centrally run cities, especially large cities such as Hanoi and Ho Chi Minh City, to continue to direct the serious, drastic, effective and substantive implementation of the directions of the Government and the Prime Minister, especially Directive No. 01/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation; improve the effectiveness of propaganda work, guidance on knowledge and skills on fire prevention, fighting, rescue, and fire and explosion safety conditions for people and establishments at high risk of fire and explosion in the area; focus on implementing plans to ensure fire and explosion safety at crowded places and festival areas.

Focus on strictly implementing rabies prevention and control work

Deputy Prime Minister Tran Luu Quang signed Official Dispatch No. 22/CD-TTg dated March 14, 2024 of the Prime Minister on focusing on strictly implementing the work of preventing and controlling rabies.

In particular, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to guide and request owners of dogs, cats and other animals at risk of causing diseases to commit to properly and fully implementing regulations on raising, confining, and managing, especially reporting, vaccinating, and preventing and controlling rabies; not letting dogs and cats roam freely; when bringing dogs and cats to public places, crowded places, residential areas, and apartments, they must manage and fully implement measures to ensure the safety of people around (especially dogs must be muzzled, have a leash and a leader) and ensure environmental hygiene.

Strictly implement rabies vaccination for dogs and cats, ensuring that at least 80% of the total dog and cat population in each locality is vaccinated against rabies in 2024 and the following years.

Directing People's Committees at all levels, relevant departments and branches, especially veterinary and health agencies, to promptly monitor, warn and apply measures to prevent and control rabies. Collect, synthesize and report complete and accurate information on dog-raising households, number of dogs, rabies vaccination in residential groups, residential areas, villages, communes and rabies situation to the Animal Disease Reporting System (VAHIS).

Directing to strengthen strict handling of cases of violations of legal regulations in raising and managing dogs and cats; investigating, prosecuting, and strictly handling cases of non-compliance with regulations in raising and managing dogs and cats, leading to serious consequences according to the provisions of law.

Prime Minister directs strengthening of tuberculosis prevention and control

In Official Dispatch No. 25/CD-TTg dated March 25, 2024 on strengthening the work of preventing and controlling tuberculosis, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to direct the strengthening of the capacity of the medical examination and treatment system (public and private), especially the grassroots health system in detecting, managing, treating and preventing tuberculosis, including linking with medical examination and treatment facilities. Strengthen and improve the capacity of the grassroots system of tuberculosis prevention and control in the area.

Closely monitor the local TB situation to promptly direct the detection and treatment of TB patients. Effectively implement TB prevention and control measures in the community.

The Minister of Health directs the professional and technical work of tuberculosis prevention and control for localities; reviews, develops and updates professional guidelines on detection, diagnosis, treatment, management and prevention of tuberculosis.
Prime Minister rectifies activities of American International Primary, Secondary and High Schools in Ho Chi Minh City

Prime Minister Pham Minh Chinh signed Official Dispatch No. 28/CD-TTg dated March 29, 2024 to rectify the operations of the American International Primary, Middle and High School in Ho Chi Minh City.

Accordingly, the Prime Minister requested the Chairman of the Ho Chi Minh City People's Committee to be responsible for directing relevant agencies of the City:

Urgently implement appropriate solutions to ensure students' learning rights, not to interrupt their learning; have solutions to stabilize the psychology of students and their parents, as well as ensure order, security, social safety and stability.

Urgently review and consider the responsibility of the investor of the American International School and handle the school's educational activities to ensure compliance with legal regulations and the legitimate rights and interests of students.

Strictly review and strengthen inspection and examination of schools in the area that are teaching integrated programs and schools with foreign elements to promptly detect and correct violations that may occur early, from afar, and at risk when they first appear.

The Ministry of Education and Training conducts reviews and inspections of foreign-invested schools nationwide that are teaching integrated programs, international programs, and programs in cooperation with foreign countries to promptly detect, correct, and handle violations, if any.

New regulations on temporary use of forests for construction of power grid projects for national and public interests

On March 6, 2024, the Government issued Decree 27/2024/ND-CP amending and supplementing a number of articles of Decree 156/2018/ND-CP dated November 16, 2018 of the Government detailing the implementation of a number of articles of the Forestry Law. In particular, Decree 27/2024/ND-CP supplements regulations on temporary forest use.

According to Decree 27/2024/ND-CP, temporary forest use is the use of forests to carry out temporary construction works serving the construction of power grid projects for socio-economic development for national and public interests in accordance with the provisions of the law on construction, electricity and other relevant laws, but without changing the purpose of forest use to another purpose for the area of temporarily used forest.

The Decree specifically stipulates the conditions, authority, order and procedures for approving the Temporary Forest Use Plan.
Procedures for awarding and posthumously awarding the "Glorious Youth Volunteer Medal"

The Government issued Decree 28/2024/ND-CP dated March 6, 2024 detailing the procedures for considering and posthumously awarding the "Glorious Youth Volunteer Medal" and the commendation and summary of resistance achievements.

The Decree clearly states that Youth Volunteers or relatives of Youth Volunteers must prepare a request file according to regulations, submit directly or by post 01 set of documents to the People's Committee of the commune where the Youth Volunteers are registered to reside (for those still alive) or the place of residence before joining the Youth Volunteers (for those who have sacrificed or passed away).

- Conditions for foreign motor vehicles to participate in traffic in Vietnam

The Government issued Decree No. 30/2024/ND-CP dated March 7, 2024 regulating the management of road motor vehicles registered abroad and brought into Vietnam by foreigners for tourism.

In particular, Decree No. 30/2024/ND-CP clearly stipulates the conditions for foreign motor vehicles and foreigners driving vehicles to participate in traffic in Vietnam.

Conditions for establishing industrial clusters

The Government issued Decree No. 32/2024/ND-CP dated March 15, 2024 on the management and development of industrial clusters. The Decree clearly stipulates the conditions for establishing and expanding industrial clusters.

The Decree stipulates that the establishment of industrial clusters must meet the following conditions:

Included in the List of industrial clusters in the province approved by competent authorities; has land fund in accordance with land use planning in the district;

There are enterprises, cooperatives, and organizations with legal status and capacity to invest in building technical infrastructure that propose to be investors in building technical infrastructure for industrial clusters;

In case the district-level area has established an industrial cluster, the average occupancy rate of the industrial clusters must reach over 50% or the total unleased industrial land fund of the industrial clusters must not exceed 100 hectares.

Creating positive changes in innovation of general education programs and textbooks

The Government issued Resolution 32/NQ-CP dated March 20, 2024 promulgating the Plan to implement Resolution No. 686/NQ-UBTVQH15 dated September 18, 2023 of the National Assembly Standing Committee on thematic supervision of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks.

The plan aims to unify direction for ministries, branches and localities in organizing the implementation of Resolution No. 686/NQ-UBTVQH15, creating positive changes in the innovation of general education programs and textbooks.

- Focus on solving difficulties and problems to meet the criteria for upgrading the Vietnamese stock market.

In Notice 122/TB-VPCP dated March 27, 2024, the Prime Minister directed the Ministry of Finance to preside over and coordinate with relevant agencies to urgently implement necessary measures to upgrade the stock market, especially focusing on resolving difficulties and obstacles to meet the upgrading criteria.

General inventory of public assets from January 1, 2025

Deputy Prime Minister Le Minh Khai signed Decision No. 213/QD-TTg dated March 1, 2024 approving the Project on general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State.

The general objective of the Project is to grasp the current status of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State in terms of quantity, value, structure, current usage status, etc. as a basis for perfecting policies and laws on management and use of public assets; serving the development of strategies and plans for socio-economic development; serving the work of reporting on the management and use of public assets, providing information to prepare state financial reports, reports on thrift practice, and anti-waste according to the provisions of law.

The goal is to complete the preparation work to serve the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State by December 31, 2024.

Complete the general inventory by March 31, 2025.

By July 1, 2025, complete the synthesis of inventory results, develop a summary report on public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State nationwide.

New regulations on the mechanism for adjusting average retail electricity prices

Deputy Prime Minister Le Minh Khai signed Decision No. 5/2024/QD-TTg dated March 26, 2024 regulating the mechanism for adjusting average retail electricity prices.

Accordingly, during the year, the average electricity price is considered for adjustment based on updated electricity generation costs, electricity purchase costs from power plants providing ancillary services according to basic input parameters in the electricity generation stage and other costs not included in the electricity price.

When the average electricity price decreases by 1% or more compared to the current average electricity price, the electricity price is allowed to be adjusted down accordingly.

When the average electricity price increases by 3% or more compared to the current average electricity price, the electricity price is allowed to be adjusted upward.

The minimum time for adjusting the average electricity price is 03 months from the most recent electricity price adjustment.
Forming a system of public innovation centers and innovation startup centers

Deputy Prime Minister Tran Luu Quang signed Decision No. 229/QD-TTg dated March 13, 2024 approving the Planning of the network of public science and technology organizations for the 2021-2030 period, with a vision to 2050.

Accordingly, a system of public innovation centers and innovation startup centers will be established in provinces and centrally run cities to promote innovation in localities.

By 2025, establish innovation and start-up centers in the three regions of the North, Central and South; strive for 40% of localities to establish public science and technology organizations with the function of innovation and start-up from the organizational consolidation of public science and technology organizations and public service units in the area.

By 2030, 100% of localities will establish public science and technology organizations with the function of innovation and start-up innovation by perfecting the organization of public science and technology organizations and public service units in the area. At the same time, research and establish modern science and technology integration centers with advanced levels, initially established in Hanoi and Ho Chi Minh City, gradually expanding to key socio-economic regions.
