Resolution 01/NQ-CP on key tasks and solutions for implementing the socio- economic development plan and state budget estimates for 2026.

The Government issued Resolution No. 01/NQ-CP on the main tasks and solutions for implementing the socio-economic development plan and the state budget estimate for 2026.
To achieve the socio-economic development goals for 2026, the Government has outlined the following 12 key tasks and solutions:
1. Focus on comprehensively improving institutions and laws, enhancing the effectiveness of law enforcement; accelerating the reduction and simplification of administrative procedures, and improving the investment and business environment.
2. Continue to prioritize promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring major balances, public debt, and budget deficits remain within prescribed limits; respond promptly and effectively to fluctuations in the global economy and trade; promote and renew traditional growth drivers (investment, consumption, exports), and strongly exploit new growth drivers.
3. Continue to improve regulations on the organization of the administrative apparatus; strengthen decentralization and delegation of power, and emphasize the responsibility of the head of the agency; further promote the prevention and fight against corruption, waste, negative practices, and vested interests; tighten administrative discipline and order associated with inspection, supervision, and control of power and resource allocation, and enhance the implementation capacity of the apparatus under conditions of strong decentralization and delegation of power.
4. Fundamentally transform the growth model based on productivity and innovation; place productivity enhancement, human resource quality, science and technology, and innovation at the center of the development strategy; restructure the economy towards a green, digital, and circular direction; promote industrialization and modernization, with science and technology, innovation, and digital transformation as the main driving forces; and enhance productivity, quality, efficiency, competitiveness, self-reliance, and resilience of the economy.
5. Focus investment on building modern and synchronized strategic infrastructure projects, creating a foundation for national competitiveness, especially key transportation projects, national arterial transport systems, railways, international airports, seaports, and energy; promote inter-regional projects, large-scale urban infrastructure, and digital transformation infrastructure; adjust planning to suit the new context.
6. Create breakthroughs in national science and technology development, innovation, and digital transformation; focus on developing high-quality human resources, especially in the fields of chips, semiconductors, and artificial intelligence; and raise the skill level of the entire society.
7. Focus on the comprehensive and synchronized development of cultural and social fields, improving people's living standards and ensuring social security.
8. Proactively adapt to climate change, prevent and mitigate natural disasters, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.
9. Strengthen regional linkages, effectively implement national, regional, and provincial planning; improve the quality of urbanization and urban economy.
10. Firmly consolidate national defense and security, firmly protect independence, sovereignty, unity and territorial integrity; continue to build and strengthen the all-people national defense posture and the people's security posture, linked with a solid foundation of public support; ensure security, order and social safety.
11. Implement foreign affairs and international integration in a synchronized, effective, and comprehensive manner; maintain a peaceful and stable environment, create favorable conditions, attract resources to serve development, and consolidate and enhance Vietnam's international prestige and position.
12. Be more proactive in information and communication work, creating motivation, inspiring, and encouraging innovation; improve the effectiveness of mass mobilization work.
No penalty will be imposed for late filing of tax returns when resubmission is required due to a change in the tax period.
The Government issued Decree No. 373/2025/ND-CP amending and supplementing a number of articles of Decree No. 126/2020/ND-CP dated October 19, 2020 of the Government detailing a number of articles of the Law on Tax Administration.
Decree No. 373/2025/ND-CP supplements Clause 3, Article 9 of Decree No. 126/2020/ND-CP, providing guidance on cases where taxpayers have filed tax returns quarterly but do not meet the conditions for quarterly tax filing.
Specifically, the Decree stipulates that taxpayers will not be subject to administrative penalties for late submission of tax returns for tax periods that need to be resubmitted due to a change in the tax period. The tax returns for the months already resubmitted are considered replacements for the quarterly tax returns that were previously submitted.
Previously, Decree 126/2020/ND-CP did not have specific regulations on waiving administrative penalties for tax declarations that were delayed and had to be resubmitted due to changes in the tax period. Decree 373/2025/ND-CP added this regulation to facilitate and reduce the risk of penalties due to incorrect tax periods.
Conditions for conducting railway transport business
According to Decree 16/2026/ND-CP, organizations participating in railway transport business must meet the following conditions:
1. Established in accordance with the law.
2. There is a specialized department for railway transport organization and railway transport safety.
3. The person in charge of the transportation organization department must have a university degree or higher in one of the following majors: transportation economics, transportation operations, or logistics, and have at least 3 years of experience working in a railway transportation enterprise.
4. The person in charge of railway traffic safety must have a university degree or higher in one of the following fields: transportation operations, transportation mechanics, information and signaling, or construction engineering, and have at least 3 years of experience working in a railway transport enterprise or railway infrastructure maintenance.

Ensuring sufficient electricity supply for production, business, and people's lives during peak periods.
Prime Minister Pham Minh Chinh signed Directive No. 01/CT-TTg on January 18, 2026, on tasks and solutions to ensure sufficient electricity supply for production, business, and people's lives during the peak period of 2026 and the period 2027-2030.
Accordingly, one of the short-term solutions to ensure electricity supply in 2026 is to address obstacles in the operation of the national power system and electricity market, planning, investment, and construction of power generation and transmission grid projects, ensuring the timely commissioning of power sources and transmission grids; implementing synchronized electricity saving solutions; and developing contingency plans to respond to and control potential extreme weather events…
What types of energy-consuming vehicles and equipment must be phased out?
The Government issued Decree No. 30/2026/ND-CP dated January 21, 2026, detailing a number of articles and measures to organize and guide the implementation of the Law on Economical and Efficient Use of Energy.
Specifically, the Decree stipulates that the vehicles and equipment included in the list of vehicles and equipment that must be phased out include:
a) Failure to meet safety standards for vehicles and equipment;
b) The energy efficiency of the vehicle or equipment is lower than the minimum energy efficiency level;
c) It is not in line with the socio-economic development situation of the country and the requirements of state management in each period.
Strengthening information and communication about the development and application of atomic energy for socio-economic development.
Deputy Prime Minister Nguyen Chi Dung signed Decision No. 119/QD-TTg approving the Project on Information and Communication on the Development and Application of Atomic Energy for Socio-Economic Development in the period up to 2035 (the Project).
The objective of the Project is to promote information and communication efforts to raise awareness and understanding of the benefits, effectiveness, and contributions of atomic energy, especially nuclear power, to the effective socio-economic development of the country. This will contribute to increasing support and consensus from all levels, sectors, and the people; promote a culture of safety and security; and successfully implement programs and projects for the development and application of atomic energy and nuclear power in the new era of the nation.
Conditions for granting groundwater exploration permits
The government issued Decree No. 23/2026/ND-CP amending and supplementing a number of articles of decrees in the field of water resources; in which, it added conditions for granting permits for groundwater exploration to Decree No. 54/2024/ND-CP.
According to regulations, organizations and individuals are granted permits for groundwater exploration when they have a plan for the construction of groundwater exploration items as outlined in the Groundwater Exploration Project Proposal, meeting the requirements for groundwater protection and conforming to regulations related to prohibited and restricted groundwater exploitation zones as stipulated in Article 31 of the Water Resources Law.
New regulations on the conditions for manufacturing plant protection products.
The Government issued Decree No. 33/2026/ND-CP dated January 21, 2026, amending and supplementing several articles of decrees in the field of crop cultivation and plant protection, aiming to revise the conditions, implementation procedures, and authority for granting, re-granting, and revoking certificates of eligibility for the production and trading of plant protection products to comply with the Investment Law and implement the plan to reduce business conditions according to Decision No. 1671/QD-TTg dated August 5, 2025, of the Prime Minister.
Specifically, Decree No. 33/2026/ND-CP amends and supplements Decree No. 66/2016/ND-CP dated July 1, 2016, which stipulates the conditions for investment and business in plant protection and quarantine.
Decree No. 33/2026/ND-CP stipulates that organizations producing plant protection products must ensure compliance with the conditions specified in Article 61 of the Law on Plant Protection and Quarantine and the following detailed conditions:
- Individuals directly managing and supervising production must have a university degree or higher in one of the following fields: chemistry, plant protection, biology, or agronomy; workers directly involved in the production of plant protection products must receive safety training in the field of chemistry;
- Factories and warehouses storing pesticides must be located within industrial clusters or industrial zones and comply with national technical standards on safety in the production, trading, use, storage, and transportation of hazardous chemicals;
- Equipment for producing active ingredients, technical grade drugs, finished drug products from technical grade drugs, and packaging plant protection products must meet the production process and technology requirements and safety requirements as stipulated in the national technical standard on safety in the production, trading, use, storage, and transportation of hazardous chemicals.

Additional conditions for trading veterinary drugs.
The government issued Decree No. 32/2026/ND-CP amending and supplementing a number of articles of decrees in the field of livestock and veterinary medicine.
Decree No. 32/2026/ND-CP supplements the conditions for trading veterinary drugs. Accordingly, organizations and individuals trading veterinary drugs must comply with the regulations in Article 92 of the Veterinary Law and meet the following conditions:
1. There are facilities to ensure the storage conditions stated on the product label are met; thermometers and hygrometers are available to monitor product storage conditions.
2. For establishments trading in vaccines and biological products, there must be a backup generator, equipment, and means of transport and distribution to ensure that the vaccines meet the storage conditions specified on the product label.
Conditions for the production of plant protection products
Decree No. 33/2026/ND-CP stipulates that organizations producing plant protection products must ensure compliance with the conditions specified in Article 61 of the Law on Plant Protection and Quarantine and the following detailed conditions:
- Individuals directly managing and supervising production must have a university degree or higher in one of the following fields: chemistry, plant protection, biology, or agronomy; workers directly involved in the production of plant protection products must receive safety training in the field of chemistry;

Enhancing the capacity and effectiveness of the forensic examination and mental health treatment system.
Deputy Prime Minister Le Thanh Long signed Decision No. 118/QD-TTg approving the Project “Strengthening the capacity of the forensic examination system, forensic psychiatry and compulsory mental health treatment in the period 2026-2030” (the Project).
The overall objective of the Project is to strengthen the capacity and effectiveness of the forensic examination, forensic psychiatry, and compulsory mental health treatment systems to meet the needs of forensic examination in the fields of forensic medicine and forensic psychiatry, as well as the needs of managing and treating individuals subject to compulsory mental health treatment, ensuring fairness, objectivity, and scientific rigor, contributing to social security and safety, and aligning with socio-economic conditions.
Administrative fines of up to 30 million VND will be imposed for using archival documents to defame or insult individuals.
The Government issued Decree No. 31/2026/ND-CP dated January 21, 2026, stipulating administrative penalties for violations in the field of archiving.
For violations of regulations concerning prohibited acts in the field of archiving, the Decree stipulates a fine of 20 to 30 million VND for any of the following violations:
a) Unauthorized access, copying, or sharing of archival documents or databases that do not warrant criminal prosecution;
b) Providing, transferring, or destroying archival documents illegally, or buying, selling, or appropriating archival documents that do not yet warrant criminal prosecution;
c) Falsifying the content or compromising the integrity of archival documents and the data containing those documents, but not to the extent of incurring criminal liability;
d) Damaging archival documents to the point where they cannot be recovered;
d) Losing archival documents;
e) Using archival materials for the purpose of fabricating, defaming, or insulting the dignity and honor of individuals, but not to the extent of incurring criminal liability.
From July 1st, the personal identification number will be used as the identification code for electronic records of officials, civil servants, and public employees.
According to Government Decree 27/2026/ND-CP dated January 19, 2026, effective from July 1, 2026, the personal identification number will be uniformly used as the identification code for electronic records of officials, civil servants, and public employees.
New regulations on urban classification
The Government issued Decree No. 35/2026/ND-CP dated January 22, 2026, detailing some provisions of the Resolution on urban classification.
According to Decree No. 35/2026/ND-CP, existing urban areas are those that have been recognized or classified as urban areas by competent authorities in accordance with the provisions of Resolution No. 111/2025/UBTVQH15.
An urban expansion area is an existing urban area and adjacent expansion areas whose boundaries are defined according to the urban master plan approved by the competent authority.
Green urban development involves planning and investing in urban construction to ensure the inclusion of green growth, green infrastructure, green spaces, and green buildings, in accordance with regulations and tailored to each region, area, and city in each specific period.
