Effectively implement special mechanisms in the recruitment, placement, utilization, and remuneration of cadres, civil servants, and public employees.
The Prime Minister has just signed Decision No. 282/QD-TTg promulgating the Plan for key state administrative reform for the period 2026-2030, which includes provisions on salary reform.
Specifically, the plan for key state administrative reform for the period 2026-2030 (attached to Decision No. 282/QD-TTg dated February 12, 2026 of the Prime Minister) includes content related to reforming the civil service system.
Accordingly, the Decision clearly states that the key tasks to be implemented in the 2026-2030 period are: Reviewing, amending, supplementing, and promulgating new legal regulations to organize the synchronous and effective implementation of the Law on Cadres and Civil Servants of 2025 and the Law on Public Employees of 2025.
Amend, supplement, and improve legal regulations to effectively implement special mechanisms in the recruitment, placement, utilization, and remuneration of cadres, civil servants, and public employees in accordance with Conclusion No. 205-KL/TW dated November 7, 2025, of the Politburo on some breakthrough solutions in the recruitment, placement, utilization, and remuneration of cadres.
Research and develop a national database of Vietnamese talent; establish a mechanism for regular, public, and transparent monitoring, evaluation, and screening.
Reforming the salary and bonus system and diversifying compensation policies.
Review, develop, and refine job descriptions that align with the functions and responsibilities of each agency, unit, and organization, serving as a basis for the recruitment, appointment, and utilization of officials, civil servants, and public employees.
Reform the salary and bonus system and diversify the incentive policies for officials, civil servants, and public employees.
Innovate the training programs, materials, and methods for officials, civil servants, and public employees, shifting from a content-based approach to a job-position-based approach and the competency framework of that job.
Strengthening administrative discipline, accountability, and preventing and combating corruption in public service.
Reform the salary and bonus system in 2026.
In the decision, the Prime Minister also assigned the Ministry of Interior to take the lead in coordinating with relevant ministries and agencies to develop reforms to the salary and bonus system and diversify incentive policies for officials, civil servants, and public employees in 2026.
This information is clearly stated in Appendix II attached to the decision.
Specifically, Section V of Appendix II outlines the task of reforming the civil service system as one of the key tasks of state administrative reform for the period 2026-2030 as follows:

Implement reforms to the salary and allowance system to align with the practical realities of restructuring the apparatus and streamlining personnel.
Regarding salary reform, in Appendix 5 on the summary of Party building work during the 13th Party Congress term and the direction, tasks, and solutions for Party building work during the 14th Party Congress term, the Party's 14th Congress documents also clearly state the task: "Research and perfect mechanisms and policies to create incentives for cadres to strive and contribute" (Summary of Conclusion No. 14-KL/TW dated September 22, 2021, of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good. Reform salary policies. Research and perfect regulations on the allowance for concurrent duties; social housing policies for cadres, civil servants, and public employees with housing difficulties; social insurance policies and preferential allowances for meritorious people in accordance with reality…).
At the same time, the Appendix also states: "Implement reforms to the salary and allowance system in accordance with the practical requirements of restructuring the apparatus and streamlining the workforce."
