On March 30, 2024, the Standing Committee of Thanh Hoa Provincial Party Committee issued Directive No. 22-CT/TU on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years 2024 - 2025. In recent years, the work of mobilizing and supporting the construction of houses for poor households, policy households, and households with housing difficulties in the province has been carried out by all levels, sectors, the Fatherland Front, organizations, and localities in the province, and has been supported and responded to by all classes of people, the business community, religious organizations, and philanthropists. Up to now, thousands of households in the province have been supported to build new houses and repair them to ensure safety and stability to "settle down and make a living", contributing to poverty reduction, gradually improving living standards, and promoting socio-economic development. However, the lives of a segment of the population in the province are still difficult, often affected by natural disasters, storms and floods; The number of poor households, near-poor households, policy households, and households with difficulties in need of housing support in the province is still high, while the resources of the State and the province are still limited, not enough to meet the funding needs to support housing construction for households in the whole province.
In order to mobilize the highest resources from society, along with the resources of the State to support the construction of houses for poor households, policy households, and households with housing difficulties in the province; The Standing Committee of the Provincial Party Committee launched the Campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province, with the goal of striving for at least 5,000 poor households, policy households, and households with housing difficulties to be supported in building and repairing houses by September 30, 2025, contributing practically to the celebration of the 20th Provincial Party Congress, term 2025 - 2030. To achieve the above goal, it is required that Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in the province perform well the following key tasks:
1. Focus on leading, directing, thoroughly grasping, seriously and effectively implementing the Directive of the Provincial Party Standing Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024 - 2025; consider this an important task, of great political and social significance and profound humanity, a regular task of Party committees, authorities, the entire political system and the whole society in 2024 and 2025; take the results of the Campaign as one of the contents of the assessment and classification of task completion and annual emulation classification of all levels, sectors, agencies, units and individuals.
Establish a steering committee at the provincial, district and commune levels with the Party Committee Secretary as the head of the committee, the Chairman of the People's Committee and the Chairman of the Fatherland Front Committee as the deputy heads; establish a mobilization committee at the village, hamlet and residential group levels to direct and implement the Campaign, ensuring unity, synchronization and effectiveness from the province to the grassroots level. The steering committees at all levels are responsible for directing the review, developing plans, implementing the mobilization and mobilizing resources to support the construction and repair of houses for poor households, policy households and households with housing difficulties in the area according to the plan.
2. Organize propaganda and dissemination to all levels, sectors, agencies, units, enterprises, cadres, party members and people of all walks of life to clearly understand the content, purpose and significance of the Campaign, creating high consensus in organizing and implementing it. Each locality, agency and unit shall step up propaganda and mobilize organizations, enterprises, philanthropists, cadres, party members, civil servants, public employees, union members, association members and people of all walks of life to promote the spirit of "mutual love and affection", join hands, contribute to help and create conditions for poor households, policy households and households with housing difficulties to soon have stable and safe housing. At the same time, arouse the will of self-reliance, self-improvement and proactively rise out of poverty of poor households, policy households and households with housing difficulties; Propaganda and mobilization of households and relatives to proactively prepare land, participate in contributing human resources, working days, and mobilize other legal funding sources to complete the construction and repair of houses. Timely detect and commend outstanding collectives and individuals, good models, effective methods, creating a strong spread in society.
The Provincial Party Committee's Propaganda Department directs and guides press agencies in the province to promote the dissemination of the content of the Campaign; increase the duration and improve the quality of news and articles reflecting the situation and results of the Campaign; widely disseminate good experiences and creative and effective ways of implementing the Campaign, in order to create a widespread influence at all levels, sectors and people.

3. Improve the effectiveness of the Campaign; manage publicly, transparently and legally the reception and use of support and sponsorship sources from agencies, units, organizations, enterprises, philanthropists, cadres, civil servants, public employees and all classes of people, ensuring the highest mobilization of all resources from society to complete the Campaign's goals in the shortest time. The mobilization method must be truly flexible and effective, depending on the customs and practices of each region, area, conditions of each locality, unit, community, family and clan to mobilize reasonably, on the basis of consensus, unity and promoting the spirit of volunteerism and self-awareness of each citizen.
The Steering Committee at that level is responsible for mobilizing, calling for and receiving support resources for the Vietnam Fatherland Front Committee at the same level, ensuring no duplication or overlap. The allocation and use of support resources must be timely, public, democratic, to the right subjects, in accordance with regulations, according to the following principles: Resources mobilized at the provincial level are prioritized to support mountainous districts with many poor and near-poor households in need of support to build houses; resources mobilized at the district and commune levels are mainly supported for those districts and communes, while at the same time, there is reasonable regulation from localities with favorable conditions, mobilizing many resources, and having few temporary and dilapidated houses to localities with difficulties in mobilizing resources, and having many houses in need of support; encouraging districts, towns and cities in the lowlands to support mountainous districts.
4. The Standing Committees of the District, Town and City Party Committees shall direct the organization of investigation, review and grasp the number of poor households, policy households and households with housing difficulties in the area that need support from the Campaign, ensuring the right subjects according to the guidance of the Provincial Steering Committee. Implement publicity and democracy in the evaluation and classification of subjects and have appropriate plans and implementation roadmaps, ensuring completion on schedule; prioritize support for poor households, near-poor households, households with housing difficulties under policies, ethnic minorities, mountainous areas, areas with frequent natural disasters, storms and floods... Periodically every 6 months and annually, summarize and evaluate the implementation results; promptly draw lessons, commend collectives and individuals with outstanding achievements; urge collectives and individuals who have not performed well and strictly handle violations and mistakes during the implementation process (if any).
5. The Provincial Vietnam Fatherland Front Committee presides over, coordinates and unifies with member organizations and relevant units on the assignment of specific responsibilities in implementing the contents of the Campaign. Directs the Provincial Vietnam Fatherland Front Committees at all levels to receive, manage and advise on the allocation and use of funding sources to support the Campaign to ensure timeliness, efficiency and compliance with regulations. Guides the Steering Committees of districts, towns and cities to conduct surveys and review the number of poor households, policy households, and households with housing difficulties that need support from the Campaign; synthesizes data from the whole province and reports to the Provincial Steering Committee. Promote the role of social supervision and criticism; grasp the thoughts, aspirations, reflections and recommendations of the people to advise the Provincial Steering Committee to supplement and adjust measures and solutions, striving to achieve the highest results.
6. The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to direct functional branches, People's Committees of districts, towns and cities according to their functions and tasks to effectively implement the work of mobilizing and supporting the construction of houses for poor households, policy households and households with housing difficulties in the province; continue to effectively implement programs, projects and plans to support housing for poor households, near-poor households, ethnic minorities and mountainous areas using support sources from the State budget; coordinate and effectively use State investment sources and socialized sources from the Campaign to support and improve housing for poor households, policy households and households with housing difficulties. Directing competent authorities to review, advise, propose to supplement and adjust relevant mechanisms and policies to support the construction and repair of houses for poor households, policy households, and households with housing difficulties in accordance with current regulations of law, in accordance with the actual situation of the province.
7. The Provincial Party Committee's Mass Mobilization Commission shall preside over and coordinate with the Standing Committee of the Provincial Vietnam Fatherland Front Committee and relevant agencies and units to monitor and urge the implementation of this Directive; periodically report to the Provincial Party Committee's Standing Committee on the implementation results.
This Directive is widely disseminated to Party cells, the Fatherland Front, socio-political organizations, social organizations, cadres, Party members and people throughout the province.
