One of the typical documents that should be mentioned is Directive No. 177-CT/TW dated April 29, 1970 of the Central Executive Committee of the Vietnam Workers' Party on the 80th anniversary of President Ho's birthday (May 19, 1970 ) . This document was issued during the period when the resistance war against the US for national salvation entered a fierce stage, the urgent requirement at that time was to consolidate and perfect the government system at all levels, especially the grassroots government, in order to best serve the resistance war and nation building. The Directive emphasized the consistent spirit in Ho Chi Minh's thought: the government must truly be of the people, elected by the people and operate for the benefit of the people. Cadres and civil servants, especially at the grassroots level, must be servants of the people, exemplary in ethics, dedicated in service, avoiding all manifestations of bureaucracy, command, and distance from the masses.
The Directive's content states: Continue to make our cadres, party members and people more fully imbued with the merits, career and morality of President Ho. Encourage everyone to strive to study and practice following the example of President Ho, strengthen solidarity and unity, enhance fighting will and revolutionary offensive spirit, overcome all difficulties and hardships; fulfill all tasks, practice ethics of diligence, integrity, impartiality, modesty and simplicity. Carry out well the campaign "to improve the quality of party members, keep our Party truly clean, worthy of being a leader, a truly loyal servant of the people". Mobilize our entire Party, people and army to move forward strongly, effectively implement President Ho's Testament and the "Five Oaths" of our entire Party, army and people at the memorial service for President Ho at Ba Dinh Square on September 9, 1969, strive to complete the immediate work well, best fulfill our obligations to the great front, promote economic and cultural work, care for the people's lives, materially and spiritually, strengthen the fighting strength of the Party and the Youth Union, and strengthen the close connection between the Party and the masses.
In addition, the Directive listed the main activities as follows: Organizing talks about the life and career of President Ho, reading biographies, memoirs and selected documents about him, highlighting his achievements in creatively applying Marxism-Leninism to outline the correct path for the Vietnamese revolution to achieve great victories and build our Party stronger and stronger; Organizing research on his selected works, such as the two volumes "For Independence, Freedom, for Socialism" and "Forever Following the Path of Great Lenin"; Organizing research on articles by our Party leaders about President Ho in the past and on this anniversary; Each sector, each locality, each unit and individual related to reviewing the implementation of the Testament and the "Five Oaths", having a plan to continue to strive specifically and practically. In rural areas, the review needs to be arranged appropriately with the production season.
With progressive thinking and close attention to reality, Directive 177-CT/TW requires localities to reorganize the administrative apparatus of communes and towns in a streamlined and clear direction in terms of functions and tasks; at the same time, promoting the role of Party cells, the Fatherland Front and mass organizations in supervising the activities of the government. The spirit of "taking the people as the root" permeates every content of the Directive, clearly demonstrating the inheritance and flexible application of Ho Chi Minh's thought in the organization of the state apparatus and public service activities.

In President Ho Chi Minh's hometown - Nghe An province, the implementation of Directive No. 177-CT/TW has made an important contribution to improving the quality of grassroots government operations, strengthening people's trust in the Party and the government. Through each period, the ideology of "government of the people, by the people, for the people" continues to be inherited, promoted and increasingly becomes a guiding principle in the process of building a socialist rule-of-law state.
The 2025 National Lotus Village Festival takes place on the occasion of the 135th anniversary of Uncle Ho's birthday, with the highlight being the opening art program with the theme "Monument in millions of hearts" associated with the inauguration of the monument "Uncle Ho visits his hometown" in Kim Lien, Nam Dan. This is one of the key political and cultural events, not just a traditional ceremonial festival. The Lotus Village Festival is also an opportunity for the entire Party, the entire people, and the entire army to express their respect and deep gratitude for the great contributions of President Ho Chi Minh; an opportunity for every Vietnamese person, especially the young generation, to approach and better absorb the eternal values in Ho Chi Minh's ideology, morality, and style - a solid ideological foundation for the revolutionary cause today and tomorrow.
In that vein, promoting the value of historical archives, including Directive No. 177-CT/TW, is a practical direction to continue spreading Ho Chi Minh's thought in the practice of building and perfecting a socialist rule-of-law state. This document is not only a milestone in the direction of the Party Central Committee at a historical moment, but also a valuable guideline on state governance thinking, a clear demonstration that our Party always thoroughly grasps and steadfastly follows the path of building a government closely connected with the people, always taking the interests of the people as the highest goal.
Currently, Directive No. 177-CT/TW dated April 29, 1970 is being preserved and kept at the Nghe An Provincial Historical Archives Center - the unit responsible for preserving precious documentary values associated with the historical and revolutionary journey of Uncle Ho's homeland. Introducing, exploiting and promoting the value of this document is a concrete and practical action to contribute to protecting, honoring and continuing the legacy of Ho Chi Minh's ideology in the current process of national renewal and development.
