Details of road closures and traffic diversions for the 14th National Congress of the Communist Party of Vietnam.

In order to ensure security, order, and traffic safety for the 14th National Congress of the Communist Party of Vietnam, which will take place from January 19th to 25th, 2026 at the National Convention Center, the Hanoi City Police Department has issued a plan for traffic diversion and organization on many key roads in the city.

According to the traffic management plan, from 5:30 AM to 11:30 AM on January 14, 2026; from 6:00 AM to 8:30 AM, 10:30 AM to 12:00 PM, 1:00 PM to 2:00 PM, and from 4:00 PM to 7:00 PM on the days from January 19, 2026 to January 25, 2026 - all regular and specialized trucks, and passenger cars with 16 seats or more (except for vehicles serving the Congress, vehicles with security badges, buses, sanitation vehicles, and emergency response vehicles) are temporarily prohibited from operating on the following roads:

Pham Hung (from Me Tri to Tran Duy Hung), Thang Long Boulevard (lane adjacent to the National Convention Center, section from Pham Hung to the right-hand service road of Thang Long Boulevard - Le Quang Dao), Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung, Khuat Duy Tien (from Le Van Luong to Pham Hung), Nguyen Chi Thanh, Lieu Giai (from Nguyen Chi Thanh to Phan Ke Binh), Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan (from Dien Bien Phu to Nguyen Du), Hang Long, Tran Binh Trong, Tran Hung Dao (from Quang Trung to Quan Su), Quan Su, Trang Thi.

During the same period, restrictions will also apply to regular trucks and specialized trucks, and passenger vehicles with 16 seats or more (except for vehicles serving the Congress, vehicles with security badges, buses, sanitation vehicles, and emergency response vehicles) on the following routes:

Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri, Thang Long Boulevard.

Specifically, on the elevated section of Ring Road 3 (from Thang Long Bridge to the intersection with National Highway 5A), from 06:00 to 21:00 on the days from January 19th to January 25th, 2026, traffic will be temporarily prohibited for all types of automobiles with a total permissible weight of 10 tons or more (except for vehicles serving the Congress, vehicles with security badges, vehicles of the task force, and priority vehicles on urgent duty).

During the period of temporary bans and restrictions on these vehicles, the Hanoi City Police will reroute and organize traffic flow for vehicles subject to the temporary bans and restrictions as follows:

Vehicles traveling from eastern provinces ( Hai Phong , Hung Yen, etc.) to western provinces (Phu Tho, Thai Nguyen, etc.) via the Hanoi-Hai Phong Expressway and National Highway 5 should turn right onto the Thanh Tri Bridge - Phu Dong Bridge access road to the Ninh Hiep interchange, then follow the new National Highway 3 route to the western provinces and vice versa.

Vehicles traveling from southern provinces (Ninh Binh, Thanh Hoa, etc.) to eastern provinces (Hung Yen, Hai Phong), western provinces (Thai Nguyen, Phu Tho, etc.), and northern provinces (Bac Ninh, Bac Giang, etc.) can take the Phap Van - Cau Gie expressway to the Do Muoi interchange, then turn right onto Do Muoi, the elevated Ring Road III - Thanh Tri Bridge, the Hanoi - Hai Phong expressway access road to the eastern provinces, or the Phu Dong Bridge to the Ninh Hiep interchange, following the new National Highway 3 to the western provinces, or go straight on the Hanoi - Bac Giang expressway to the northern provinces and vice versa.

Vehicles from southern provinces (Nghe An, Thanh Hoa, etc.) travel to northwestern provinces (Son La, Lai Chau, etc.) via the Ho Chi Minh Highway – National Highway 21A, and vice versa.

Vehicles from southern provinces (Ninh Binh, Thanh Hoa, etc.) traveling to western provinces (Thai Nguyen, Phu Tho, etc.) can take the Phap Van - Cau Gie expressway to Do Muoi - Ngoc Hoi or turn from National Highway 1A onto Phan Trong Tue - Cau Buou - Van Khe - Le Trong Tan - Hoang Tung - Thang Long Boulevard service road - Tay Mo - Mieu Nha - Xuan Phuong - Cau Dien - Ho Tung Mau - Pham Van Dong - Thang Long Bridge - Vo Van Kiet - National Highway 2 to the western provinces and vice versa.

Vehicles from Phu Tho province traveling to Hanoi city center via National Highway 32, the Hanoi-Hoa Binh Expressway, and the Cultural Village Road mainly follow the Cau Dien – Ho Tung Mau route or National Highway 21 – National Highway 6 – Quang Trung – Tran Phu – Nguyen Trai route to the city center and vice versa, limiting travel on Thang Long Boulevard.

To ensure security and safety for delegates attending the Congress, the Hanoi City Police Department requires all road users to voluntarily and strictly comply with the Law on Road Traffic Order and Safety; when encountering priority vehicles displaying priority signals while on duty, promptly divert to the nearest side roads or intersections, and follow the instructions of the authorities to yield the right of way to the priority vehicles.

The Hanoi City Police Department announces this information so that all road users are aware, comply, proactively choose appropriate routes and travel times, and support the police force in completing their duties.
