The government requested to pay 3 months of pension in lump sum to 4 provinces affected by floods.
The Government requested the Ministry of Finance to direct the Vietnam Social Security to make a lump sum payment of 3 months of pension and social insurance benefits to people in 4 provinces severely damaged by floods. This payment will be made in December. Specifically, beneficiaries in Dak Lak, Gia Lai, Khanh Hoa and Lam Dong will receive pension and social insurance benefits for December this year, January and February next year at the same time. The lump sum payment is to support people to overcome the consequences of floods and at the same time prepare to welcome the Lunar New Year 2026.
Localities are required to urgently issue or renew health insurance cards, and promptly resolve problems related to medical examination and treatment. The goal is to ensure that all people enjoy full benefits and access safe medical services.
The Government also requested the People's Committees of provinces and cities to continue to review and use all measures to provide relief with food, drinking water, medicine, and necessities to households at risk of hunger, absolutely not allowing people to lack food, clothing, or clean water; not allowing epidemics to arise after floods; evacuating and moving people out of deeply flooded and dangerous areas. Proactively publicize information on the need for goods that need support so that aid and support can be carried out practically and effectively.
The Ministry of Finance continues to issue national reserve goods to support localities, ensuring speed, timeliness and efficiency. Directing Vietnam Airlines Corporation, Vietnam National Shipping Lines, and Vietnam Railways Corporation to provide maximum support for transporting food and goods to localities and areas affected by natural disasters and storms and floods.
The Ministry of National Defense and the Ministry of Public Security directed local units and forces to support localities in receiving, transporting, and distributing food to people in isolated areas.
The People's Committees of Hanoi, Ho Chi Minh City, Hai Phong City and Quang Ninh Province directly support the provision of food, clothing, medicine and medical staff to Khanh Hoa, Gia Lai, Dak Lak and Lam Dong provinces according to the direction of the Politburo in Conclusion Notice No. 99-TB/TW dated November 21, 2025.
Localities are encouraged to base on their local budget reserve balance capacity to support provinces and cities within the scope of support of this Resolution to overcome the consequences of natural disasters as prescribed in Point c, Clause 2, Article 10 of the State Budget Law No. 83/2015/QH13.
