On November 25, Permanent Deputy Prime Minister Nguyen Hoa Binh spoke at the National Assembly's group meeting on investment policies for the National Target Program on health care, population and development for the 2026-2035 period; and investment policies for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period.
The Deputy Prime Minister pointed out that many correct policies have not been implemented or have been slow to be implemented. The reasons are that they have not been institutionalized and resources have not been allocated. Implementation has not been resolute and hot issues and bottlenecks have not been resolved.
This time, right after the Politburo issued two important resolutions on health and education, the Government was asked to simultaneously develop a national target program to report to the National Assembly. The purpose is to allocate resources, focus on major issues, major policies and major projects and programs.

In the field of education, the problems pointed out include heavy emphasis on formality, low quality and training not linked to practical needs. This leads to a very high rate of highly qualified people working in the wrong profession.
Regarding health, there is a very important change in direction. Previously, we focused on intensive treatment, treatment of incurable and difficult diseases. This time, in parallel with that, we are shifting towards disease prevention, care, and improvement of people's health and physical condition. This is closely linked to family health and primary health care. Regarding high-quality treatment, the resolution and program also aim to make Vietnam a world-class attraction for certain types of diseases, developing health care tourism, elderly care, and treatment.
Universities that do not meet standards will merge and dissolve themselves.
Further analyzing the national target program in education, Permanent Deputy Prime Minister Nguyen Hoa Binh said that one of the goals is to have universities ranked among the top in the world. The resolution also raises the issue of English being considered as a second language and focuses on training soft skills, overcoming the situation of "parrot learning". In addition, the reality of the race to establish universities must be resolved.
“The Politburo does not set out to build 100 or 200 universities. Instead, we should focus on rebuilding the criteria for universities that meet international standards,” Deputy Prime Minister Nguyen Hoa Binh emphasized, adding that universities that do not meet the standards will merge or dissolve themselves. The criteria will clearly stipulate the number of professors, PhDs and training fields.
According to the Permanent Deputy Prime Minister, the Resolution also advocates not allowing non-specialized universities to train in certain fields. For example, only medical schools are allowed to train doctors. Currently, Vietnam has more than 90 law faculties at non-specialized schools. In the future, non-specialized schools will not be allowed to train bachelors of law, but will only be allowed to teach law as a combined subject.
The resolution also aims to ensure that graduates have the quality that society desires and meet international standards. This is a step towards creating high-quality human resources, one of the three strategic breakthroughs that have been identified. The current university system is considered the weakest point and needs to be focused on overcoming.
