Besides efforts from all levels, support and consensus from affected people are considered the "key" to speeding up the site clearance for the North-South expressway through Ha Tinh .

The ground-floor house and 200 m2 plot of land of Mr. Bui Vinh Luu's family (born in 1981, Minh Huong village, Trung Loc commune, Can Loc district) need to be relocated and resettled because they are within the land clearance area of the North-South expressway project in the East phase 2021-2025.
At first, Mr. Luu's family was also concerned about being relocated and resettled. However, through many meetings and discussions with the staff of the Compensation, Support and Resettlement Council of the North-South Expressway Project in Can Loc District as well as the local authorities, his family members gradually understood and accepted the relocation of their house to a new place of residence, giving up land for the project.
The family of Mr. Bui Vinh Luu is one of the "pioneer" households in Trung Loc commune to move their houses and make way for the highway project.
The family of Mr. Bui Vinh Luu is one of the first 5 families in Trung Loc commune (Can Loc) to proactively move their belongings, dismantle their houses, and hand over the land to serve the project implementation. While waiting for the construction of the new house, the 4 family members temporarily live with their grandmother.
On the afternoon of June 22, Mr. Bui Vinh Luu and 22 households of Trung Loc commune received compensation for land acquisition and resettlement land in a 2-hectare resettlement area in Minh Huong village.
Mr. Bui Vinh Luu (red shirt) received the handover of a plot of land in the resettlement area from the Compensation, Support and Resettlement Council of the North-South Expressway project in Can Loc district on the afternoon of June 22.
“The North-South Expressway is a national key project, so not only me but also the local people always agree and support it even though we have to move to a new place. Luckily, the resettlement area where my family is about to build a new house is only about 300m from the old place, and it is conveniently located with convenient transportation,” said Mr. Bui Vinh Luu.
Also among the households in Trung Loc commune that had to relocate to make way for the North-South expressway project, Mr. Dang Van Hoai (born in 1979, Minh Huong village) said that having to leave his house and the land he had been attached to for so long was not easy.
However, because of the desire for the North-South Expressway project to continue construction without interruption, his family was ready to move their house and prepare the necessary conditions for building a house in the resettlement area.
Can Loc residents receive compensation for land acquisition and property acquisition on the North-South expressway project.
With 19.4km of the North-South Expressway passing through the area, Can Loc district needs to hand over 198.47 hectares of land of all kinds with 2,135 affected households. Of the 297 households affected in terms of residential land and assets on the land, 142 households must relocate and resettle and exhume 778 graves.
In the past time, mobilizing the entire political system to participate in the implementation of site clearance and the effectiveness of propaganda work, mobilizing people to agree and give up land to implement the project, up to now, Can Loc has completed the payment for agricultural land, graves and handed over the site to the investor, reaching over 90%.
Resettlement areas in Can Loc are being urgently constructed, creating conditions for people to build houses.
To facilitate households subject to resettlement, Can Loc district is accelerating the construction of 5 resettlement areas (2 areas in Kim Song Truong commune; 1 area in Quang Loc, Trung Loc, Son Loc communes). In addition to Trung Loc commune, households in Kim Song Truong and Quang Loc communes have also received land from the resettlement area, preparing to build new houses.
“In addition to the efforts of members of the land acquisition and clearance teams, the district focuses on propaganda work, mobilizing people to agree and support the project implementation policy. The locality also regularly organizes meetings and dialogues with households with concerns and problems to help them quickly understand and hand over land to implement the project,” said Vice Chairman of Can Loc District People's Committee Tran Manh Son.
The North-South Expressway project through Ha Tinh is being actively implemented by units.
In the past time, in the process of implementing the site clearance work for the North-South Expressway project, propaganda, mobilization, grasping the ideology and psychology and enhancing dialogue with people within the site clearance scope of the North-South Expressway project have been paid attention to by Party committees, authorities and mass organizations in localities in Ha Tinh.
Thanks to the close supervision of local authorities, people's ideological and compensation policy problems are gradually resolved through each meeting and dialogue.
Therefore, at this time, most of the people in Ha Tinh affected by the North-South expressway project, especially households whose houses and land are affected and must be relocated and resettled, have basically agreed and are ready to relocate and hand over the site.
Households in Ky Van commune "pioneered" in moving their houses and giving up land for the North-South expressway project.
“The district and commune have established propaganda and mobilization teams, calling on households within the area affected by the North-South Expressway project to agree with the land acquisition and clearance policies, receive compensation early, relocate assets and houses to hand over the site to the construction unit. The locality also called on units and organizations to support material and working days, helping families relocate assets to new residences,” informed Mr. Vo Ta Cuong - Vice Chairman of the People's Committee of Ky Anh district.
Chairman of the Provincial People's Committee Vo Trong Hai and Secretary of Ky Anh District Party Committee Ho Huy Thanh presented land use right certificates to households in Ky Van commune affected by the project and having to relocate to new residences.
With close direction from the Provincial Party Committee, Provincial People's Committee, efforts of authorities at all levels, mass organizations and support and consensus from affected people, it is hoped that Ha Tinh will soon complete site clearance work, hand over 100% of the North-South expressway project site to investors and contractors for construction on schedule.
