- One of the very important and groundbreaking innovative policies in the process of directing and implementing the content of the documents submitted to the 14th National Congress is to implement new policies and strategies early before the Congress, through practical testing and the experience summarized from 40 years of reform, and to incorporate them into the draft documents submitted to the 14th National Congress for consideration and decision.

This demonstrates the Party's thinking, vision, and timely responsiveness in grasping the development trends of the era, while also accurately reflecting the practical requirements of the country, inspiring aspirations for development, and creating high levels of trust and consensus throughout society.

New policies have become the main driving force and a crucial "lever" for promoting development in areas such as science, technology, innovation, and digital transformation; establishing a new growth model; developing the state-owned and private economies as the most important drivers; promoting the data economy and digital economy; accelerating digital transformation, green transformation, energy transformation, and the transformation of the structure and quality of human resources; building a national data ecosystem; and especially streamlining the organizational structure of the political system and establishing a two-tiered local government system…

It can be affirmed that this is an important preparatory step to usher the Vietnamese revolution into a new era of development: continuing to vigorously innovate thinking and methods, promoting strategic breakthroughs, creating a new development ecosystem, ensuring the viewpoint of using development for stability, and stability to promote rapid and sustainable national development; ensuring independence, self-reliance, self-strength, strategic autonomy, maintaining the socialist orientation and continuously improving the lives and happiness of the people.

Of the three strategic breakthroughs identified in the draft documents of the 14th Party Congress , in your opinion, which is the core, key content that needs to be prioritized for the coming period?

- The three strategic breakthroughs outlined in the draft documents are all very important and closely interconnected. Each content and solution is presented in the Action Program in a very specific and clear manner.

Firstly, there must be a strong institutional breakthrough to perfect the institutions for rapid and sustainable development, ensuring a transparent and fair legal environment that encourages innovation.

This is a key factor in unlocking, releasing, and effectively utilizing all resources; promoting decentralization and delegation of power in development management and governance between the central and local levels, fostering the autonomy and accountability of localities; and promoting breakthroughs in science, technology, innovation, and digital transformation to serve and create development.

Secondly, we must innovate and improve the quality of education and training, implement policies to attract and retain talented individuals, and continue to focus on developing high-quality human resources, especially in science and technology, to meet the requirements of digital transformation and the fourth industrial revolution.

Along with that, it is necessary to build a team of leaders and managers at all levels of the political system, especially strategic and grassroots-level officials who are truly exemplary, possess advanced thinking and management capabilities, and are suitable for the new organizational model and the requirements of the country's breakthrough development.

Thirdly, investing in synchronized and modern infrastructure, especially digital infrastructure and strategic transportation infrastructure, infrastructure serving digital transformation, green transformation, energy transformation, and adaptation to climate change, will be the condition for connecting and spreading the effectiveness of development.

Thus, it can be said that institutions are the "key to unlocking the path," human resources are the "endogenous resource," and infrastructure is the "foundation" for development. These three elements need to be implemented synchronously. In each stage, the order of priority can be considered to suit the requirements of construction and development.

Innovating the Party's thinking and leadership methods to enter a new era.

To ensure that the 14th Party Congress marks the beginning of a new period of development, aiming to realize the two centenary goals, what additions and adjustments have been made to the directions, tasks, and solutions for Party building and rectification, sir?

- The directions, tasks, and solutions for Party building and rectification have been supplemented and adjusted with many important contents, ensuring that the 14th Party Congress becomes a milestone marking the beginning of a new period of development, creating a solid foundation to successfully achieve the goal of becoming a developing country with modern industry and high middle income by 2030; and realizing the vision of becoming a developed country with high income by 2045.

The draft documents submitted to the 14th National Congress of the Party, especially the Political Report and the Action Program for implementing the Resolution of the 14th National Congress, have identified the need to strengthen building, rectification, and self-renewal so that our Party truly embodies morality and civilization.

In preparation for entering a new era of development, the Party must innovate its thinking and leadership methods to adapt to the rapid changes of the times.

A civilized party will lead the country to develop and catch up with the world, contributing to enhancing prestige and leadership capacity, and helping to strengthen the people's trust.
