Speaking at the conference, Lieutenant General Vu Trung Kien, Commander of the Border Guard Force (BGF), stated that in the last months of 2025 (from October 25, 2025), natural disasters have become more complex, with landslides, rockfalls, and floods causing severe damage to houses, property, and people's lives. Following the Government's directives and the guidance of the Ministry of National Defense , the BGF Command, the 5th Military Region Command, the People's Committee of the City, and the Military Commands of provinces and cities, the BGF Command promptly issued a plan to implement urgent measures to help localities overcome the consequences of floods and heavy rains, and launched the "Quang Trung Campaign" to rapidly rebuild and repair houses for households affected by natural disasters and floods with the utmost urgency and determination.

The units proactively inspected and reviewed plans, promptly adjusted and supplemented strategies, quickly organized reinforcement and bracing of barracks and warehouses to ensure unit safety, and coordinated with local authorities and functional forces to assist people in reinforcing houses and relocating people and property of households in vulnerable areas at high risk of natural disasters to safe locations.

Specifically, the Border Guard units of provinces and cities from Da Nang to Lam Dong, along with Border Guard Squadron 48 and Border Guard Training School 24, deployed 17,712 officers and soldiers with 1,988 vehicles and 3 service dogs to participate in responding to and mitigating the consequences of natural disasters. They recovered one body of a buried victim, safely rescued one person, assisted in relocating 5,800 households with 18,682 people to safe areas, participated in repairing and cleaning 60 schools, 8 medical facilities, and 921 houses immediately after the floods, participated in safely rescuing 8 drifting vehicles, and salvaged 40 sunken vehicles; they also welcomed 314 people into their units for shelter and provided them with food and accommodation for 1 to 3 days. In coordination with local authorities, functional forces organized support, received, and transported over 1,250 tons of goods and essential supplies, and distributed over 85,000 gift packages to households isolated and affected by floods.

The Border Guard Command organized visits and presented 288 gifts worth 684 million VND to Border Guard units and people in border areas, and promptly provided 4 tons of logistical supplies to the units. Border Guard units in provinces and cities actively mobilized organizations, businesses, and philanthropists to support the people and localities with a total of over 30 billion VND; they also adopted two children from the area whose parents and homes were buried by landslides; and they organized free medical examinations, treatment, and medication for 835 people in border areas.

In implementing the "Quang Trung Campaign," the Command Headquarters urged, guided, and directed agencies and units to thoroughly understand and implement the plan with the spirit of "No respite from the rain, no stopping the work," determined to ensure that affected households have housing before the Lunar New Year of the Year of the Horse 2026.

The Party Committees and Commands of the Border Guard Forces of provinces and cities from Da Nang to Lam Dong, and Border Guard Detachment 48, promptly established Steering Committees, assigned the Commanders and Detachment Commanders to directly oversee the planning and coordination with local authorities to conduct surveys, develop participation plans, and organize briefings for officers and soldiers on the directives of the Minister of National Defense with the spirit of: "Boldness, decisiveness, and speed," and "Where there are difficulties and dangers, there are the troops." They proactively organized and launched emulation movements in response to the "Quang Trung Campaign"; each house was part of the overall plan, using the model of: Clear people - clear tasks - clear responsibilities, and being "sincere and genuine" in deploying forces and means to support the transportation of materials and directly build and repair houses for the people.

From December 7, 2025 to January 8, 2026, Border Guard units from Da Nang to Lam Dong simultaneously deployed and established 25 construction and carpentry teams with 239 officers and soldiers, contributing 5,382 man-days to build and repair 35 houses. The units were determined to implement and complete the project on schedule. On January 10, 2026, the Commander of the Border Guard Command personally attended the ribbon-cutting ceremony for a house in Dak Lak province and presented the family with a gift of 2 million VND in cash, a television worth 7 million VND, and 20 additional gifts (total value of 50 million VND) to 20 disadvantaged families in Hoa Xuan commune, under the jurisdiction of the Vung Ro Border Guard Post.

Throughout the implementation of the "Quang Trung Campaign," Border Guard officers and soldiers consistently received encouragement and support from local Party committees and authorities. In particular, immediately after receiving the letter of encouragement from the Minister of National Defense, the Border Guard Command directed its units to ensure that all officers and soldiers performing duties in the field understood the directives and encouragement from the Minister. The Minister's guidance and encouragement in the letter served as a great source of motivation and inspiration, helping officers and soldiers to be even more determined, united, and cooperative, overcoming all difficulties to successfully complete their tasks, enabling the people to quickly stabilize their lives and celebrate the Lunar New Year of the Horse 2026 in a warm and happy atmosphere.
