The recent natural disasters and floods in the Central region have caused great damage. Accordingly, more than 1,635 houses had to be rebuilt; more than 39,461 houses had to be repaired; many medical and educational facilities had to be repaired and restored. In this situation, the leaders of the Party, State, Government and Prime Minister have resolutely directed timely remedies to ensure the fastest recovery of people's lives.

Reporting to the Prime Minister, Chairman of the City People's Committee Nguyen Khac Toan said: In Hue, floods have caused 5 houses to collapse completely and need to be rebuilt, 40 houses were damaged and need to be repaired. In addition, the number of households affected by landslides and at risk of landslides that need to be urgently evacuated is 89 households in Khe Tre commune.

Implementing the Prime Minister's telegram, the City People's Committee has issued a Plan to implement the "Quang Trung Campaign"; has directed the Department of Construction to complete the issuance of 3 house models suitable for local customs, traditions and culture so that people can proactively choose, ensuring the "3 hard" criteria (hard foundation, hard frame, hard roof).

Regarding the 5 collapsed houses that had to be rebuilt, construction has now started and the foundation is being built, expected to be completed before January 20, 2026. Of these, 2 households will build at the current house location, 3 households will be arranged to build at a new location (because all land, houses and assets were swept away by the flood), the new location is a resettlement area with completed technical infrastructure, better conditions than the old place of residence and has been agreed upon by the people.

Regarding 40 damaged houses that need to be repaired: 31/40 houses have been repaired (77.5%), 5 more houses are being repaired this week (90%); next week, the remaining 4 houses will continue to be repaired, and 100% of the houses will be completed by December 27, 2025.

Chairman of the City People's Committee Nguyen Khac Toan said that he will continue to mobilize the army, police, youth, women, veterans, agencies, organizations, businesses and the political system to focus on construction, ensuring that the project is built sustainably, economically, effectively and on schedule.

Along with that, direct the People's Committees of communes to resolve land and construction procedures for people; with the motto of working day and night, solving any problems immediately. Absolutely do not let administrative procedures slow down the progress of house construction for people. Continue to mobilize the support of businesses, philanthropists continue to join hands to contribute resources to support house construction for people.

The campaign must win resoundingly.

In addition to the participation of all levels and sectors, the Prime Minister praised the military and police forces for joining in the movement launched by the Government to quickly rebuild and repair houses for households affected by storms and floods.

The Prime Minister said that through the actual survey, it is necessary to implement the Quang Trung Campaign with speed, speed, and breakthrough to quickly rebuild houses for the people. He requested localities to continue to vigorously implement the Quang Trung Campaign according to the heart's command, completely repairing more than 39,000 houses, and building more than 1,600 new houses on schedule so that people can have a home to celebrate Tet. "The Quang Trung Campaign launched by the Prime Minister, although there is no gunfire, must win, a resounding victory, bringing joy and happiness to the people, especially those who no longer have a home, or whose houses were damaged after the recent historic storm and flood," said the Prime Minister.

In the coming time, localities will focus on reviewing and mobilizing more forces according to the motto "Whoever has something helps, whoever has merit contributes, whoever has property contributes, whoever has a lot helps a lot, whoever has little contributes a little, whoever is convenient where they can help there". The Prime Minister requested the Ministry of Agriculture and Environment to quickly report the situation; the Ministry of Finance to consider allocating financial resources because this is an unexpected and unpredictable matter.

He requested the Vietnam Fatherland Front, socio-political organizations, especially the Youth Union to launch a movement to support people in building and repairing houses, and for news agencies and newspapers to actively report, praise, encourage and disseminate good models in implementing the "Quang Trung Campaign".

The Prime Minister directed that the work needs to be done more quickly, more quickly; complete the construction of new houses for households that lost their homes before January 31, 2026, and complete the repair of damaged houses before December 31, 2025. If there are any problems or difficulties, they should be reported immediately to the Government and the Prime Minister for consideration and resolution.
