By 12 noon on October 31, floodwaters had receded in most localities, but some localities were still completely isolated due to landslides, including the communes of Tra Van, Tra Tan, Nam Tra My, Tra Leng, Tra Giap, Phuoc Chanh, Phuoc Nang, and A Vuong.

Faced with this extremely difficult reality, Major General Nguyen Huu Hop, Party Secretary and Director of Da Nang City Police, requested units and localities to continue to thoroughly grasp and seriously implement the "4 on-site" motto; advise the Party Committee and local authorities to mobilize the entire political system to participate in overcoming the consequences caused by heavy rain and floods; promptly support necessities and necessary materials to isolated, flooded and immovable places, and cases of severe damage;

Lieutenant Colonel Ngo Van Thin, Chief of A Vuong Commune Police, said that late on October 31, the unit received a phone call from Comrade Arat BLui, Chairman of Tay Giang Commune People's Committee, about coordinating support to transfer the patient to another hospital. The patient is Emem Bling iu, born in 2014, residing in Z'ruot village, Tay Giang commune, Da Nang, suffering from acute appendicitis, discovered in an unusual location. By 4:00 a.m. on November 1, the patient was safely taken to the Da Nang Maternity and Pediatrics Hospital for treatment.

Previously, the Thuong Duc flood-swept area had gone through the fourth day of deep flooding, isolation, and hardship. On the night of October 28, when the flood level peaked and strong currents appeared, the police force, regardless of danger, used specialized canoes and boats to cross the flood dozens of times to reach isolated areas to safely rescue dozens of isolated cases.

Emphasizing that now more than ever, people need the police force, Major General Nguyen Huu Hop requested that local, ward and commune police continue to make efforts to help people overcome difficulties, with the spirit of "When people need, when people are in trouble, there is the police".

After the flood recedes, Da Nang City Police must continue to stay close to the area to support people in overcoming the consequences and stabilizing their lives. Especially for areas currently isolated by floods, mobilize forces to ensure safety and focus on overcoming landslides, in order to reach people in isolated areas as soon as possible.
