The Government proposed additional special policies for high-speed railway construction.

(Dan Tri) - Recognizing that the North-South high-speed railway is a project of particularly large scale and complex technology, the Government has proposed specific policies related to site clearance to implement the project.

The Government's proposal on supplementing mechanisms and policies applicable to the North-South high-speed railway project was submitted to the National Assembly by Minister of Construction Tran Hong Minh on the afternoon of December 8.

Previously, the National Assembly approved the investment policy for the North-South high-speed railway project with a total length of 1,541km, passing through 15 provinces and centrally-run cities (before the merger).

The preliminary total investment of the project is over 1.7 quadrillion VND (about 67.34 billion USD), using State budget capital and other legal capital sources. The project is invested in the form of public investment.

By the end of June, the National Assembly approved the addition of public-private partnership (PPP) and business investment forms for the project, in addition to public investment, and assigned the Government to organize the selection of investments and investors according to regulations.

Considering this is a project of exceptionally large scale, with complex technology and techniques, the Government proposes specific policies related to site clearance to implement the project.

Accordingly, the Government proposed to separate the compensation, support, resettlement and relocation of power works with voltage of 110kV or higher of the project into independent projects, with funding allocated from the central and local budgets.

Localities and Vietnam Electricity Group are the competent authorities to organize, decide on investment, and implement compensation, support, and resettlement projects in the area and invest in items related to this content without having to establish an investment policy.

Minister of Construction Tran Hong Minh affirmed that this proposal aims to increase initiative and speed up project implementation progress.

The second policy proposed by the Government is that during the period when the National Assembly is not in session, the National Assembly authorizes the National Assembly Standing Committee to consider and decide on the addition and adjustment of specific and special mechanisms and policies for investment methods (if any) to promptly implement projects and report to the National Assembly at the nearest session.

Examining the above contents, the Economic and Financial Committee agreed on the necessity of adding mechanisms as proposed by the Government.

Chairman of the Economic and Financial Committee Phan Van Mai said that the National Assembly's permission to separate the land acquisition, compensation, support, and resettlement contents of an important national project into component projects has a precedent in Resolution 38 of the 14th National Assembly with the Long Thanh International Airport project.

“The Government's proposal to separate the work of compensation, support, resettlement and relocation of power works from 110kV and above of the North-South high-speed railway project into a separate project is well-founded,” according to the review agency's opinion.

However, the Economic and Financial Committee proposed to clarify the concept of "independent project" and clearly define the total investment, recovered land area, and completion time of independent projects.

Regarding the second policy, the examining agency cited Resolution No. 172 of the National Assembly on project investment policy, which stipulates that “During the period when the National Assembly is not in session, the National Assembly authorizes the National Assembly Standing Committee to consider and decide on supplementing and adjusting specific and special mechanisms and policies for the project”. Therefore, proposing the above policy is unnecessary.
