The Government will submit to the National Assembly amendments and supplements to a number of specific mechanisms and policies for the development of Ho Chi Minh City.

On November 14, the Government issued Resolution No. 368/NQ-CP on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Specifically, the Government resolved to approve: the content of the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; the content of the draft submission of the Government to the Standing Committee of the National Assembly and the National Assembly on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (after being completed, ensuring consistency with the content of the draft Resolution).

The Government assigned the Minister of Finance , authorized by the Prime Minister, to sign on behalf of the Government the Government's submission on the draft Resolution, submit it to the National Assembly Standing Committee, and the National Assembly to consider and decide on the application of simplified procedures in drafting and promulgating documents, add it to the session agenda and consider and approve it at the 10th session; and be responsible for reporting and explaining to the National Assembly Standing Committee, the National Assembly, and the National Assembly's agencies as prescribed.

The arrangement of the entire natural area and population size of Ho Chi Minh City, Ba Ria - Vung Tau province (formerly) and Binh Duong province (formerly) has created an economic entity with large scale and potential. In that context, many experts believe that the old mechanism is no longer strong enough to "carry" the requirements of the first megacity in Vietnam, so it is necessary to promptly supplement outstanding policies.
