The Government promotes progress of key national projects: Removing bottlenecks

Implementing the conclusion of the National Assembly Standing Committee on key national projects, the Prime Minister issued Official Dispatch No. 144/TTg-CN, requesting simultaneous acceleration.

In the dispatch sent to the Ministries of Construction, Finance, Public Security, Agriculture and Environment; People's Committees of the following provinces and cities: Lang Son, Phu Tho, Bac Ninh, Quang Ngai, Hoa Binh, Nghe An, Dong Thap, Hung Yen, Khanh Hoa, Ninh Thuan, Lam Dong, Quang Nam , Ho Chi Minh City, Tay Ninh, Dong Thap, Vinh Long, An Giang, Can Tho, Kien Giang, Deputy Prime Minister Tran Hong Ha requested relevant agencies and units to urgently implement a number of contents such as:

Regarding the progress of project implementation: The Ministries of Construction , Finance, Public Security, Agriculture and Environment, and People's Committees of provinces and cities resolutely direct investors and contractors to increase machinery, equipment, human resources, and materials; organize construction in "3 shifts, 4 shifts" at important national projects, ensuring completion according to schedule and requirements in the National Assembly's resolutions; strive to shorten implementation time and complete projects soon according to the Prime Minister's direction.

Strictly control the quality and progress of construction; be responsible to the Government and the Prime Minister for the quality, progress, synchronization and connection between investment projects in the construction of traffic works when put into operation, in order to promote design capacity and avoid waste.

Regarding difficulties and obstacles in financial mechanisms and state capital management for investment projects under the public-private partnership (PPP) method: The Ministry of Construction, the Ministry of Finance and the People's Committees of Hanoi and Dong Nai provinces and cities shall organize inspections, reviews, and promptly remove difficulties and obstacles in financial mechanisms and state capital management in investment projects under the PPP method; speed up the disbursement of allocated state capital, and ensure the effective use of project capital.

Regarding compensation, support, resettlement and relocation of technical infrastructure works: People's Committees of provinces and cities where the project passes through urgently direct relevant departments, branches, sectors and localities to focus on completely removing remaining difficulties and obstacles in compensation, support, resettlement and relocation of technical infrastructure works, in order to meet the construction progress and complete the project according to the National Assembly's resolution.

Ministries and branches, according to their assigned functions and tasks, proactively coordinate and direct relevant corporations, general companies and units to speed up the progress of handing over land for project construction.

Regarding difficulties and problems in the source of common construction materials for the construction of important national projects:

The competent authorities directed the project investors to urgently work with localities with material mines to have plans to increase capacity, open new mines, flexibly transfer material sources between projects, and ensure required progress.

The People's Committees of provinces and cities with material mines supplying important national projects shall review, increase capacity, and open new mines in accordance with Resolution No. 64/NQ-CP dated September 21, 2025 of the Government, on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals 2024, ensuring the supply of materials for projects; at the same time, comply with environmental laws, strengthen inspection, supervision, and strictly handle violations.

The Ministry of Agriculture and Environment urgently reviews and advises on amending regulations in the Law on Geology and Minerals and the Land Law, and guides localities to remove difficulties and ensure sources of construction materials for key projects.

Regarding smart traffic management systems, non-stop electronic toll collection and rest stops at highway projects:

To ensure effective and safe operation and exploitation of projects, the Ministry of Construction is accelerating the installation of intelligent traffic management systems (ITS), electronic toll collection (ETC) and construction of rest stops on expressways, ensuring completion and operation before 2026.

The People's Committees of provinces and cities shall study technical solutions and promptly deploy investment in the construction of intelligent traffic management systems (ITS), electronic toll collection systems (ETC) and rest stops in expressway projects under their management, ensuring synchronous completion and putting into operation with other main construction items of the project.
