
According to the Notice, the Government Standing Committee acknowledged that the Ministry of Finance had prepared fully and qualitatively the draft reports and documents for the meeting. The Ministry of Finance was requested to receive the opinions of the delegates, complete the draft reports, submissions and draft Resolutions for the regular Government meeting in November, ensuring clarity, brevity, full data updates and as a basis for developing appropriate management solutions.
Regarding the socio -economic situation in November and the first 11 months of 2025, the Government Standing Committee proposed to continue emphasizing outstanding results such as the Government and the Prime Minister issuing many directive documents; the macro-economy was maintained; inflation was controlled; budget revenue achieved positive results; exports maintained growth, especially agricultural exports; trade surplus reached over 20 billion USD; tourism recovered well; cultural and social life was improved.
In addition to the achievements, the Government Standing Committee requested a clear analysis of difficulties and challenges such as slowing global economic growth, the impact of geopolitical conflicts and US trade policies, the major impact of natural disasters in 2025 and some obstacles in implementing two-level local government. Thereby, ministries, branches and localities must learn lessons, especially the spirit of being proactive, flexible in policy responses, and not waiting or relying on superiors.
For the tasks of December and the coming time, the Government determined to firmly target GDP growth of 8% or more, continue to maintain macroeconomic stability, ensure major balances and improve people's lives. The State Bank was assigned to operate a flexible monetary policy, directing credit to the production and business sector. The Ministry of Finance effectively implemented a reasonable expansionary fiscal policy, boosted revenue from production and business activities, and continued to implement solutions to exempt, reduce and extend taxes, fees and charges to support businesses and people.
The announcement also clearly stated the tasks of many ministries and branches: The Ministry of Construction prepares for the inauguration and groundbreaking ceremony of a number of major projects on December 19, 2025, especially the Lao Cai - Hanoi - Hai Phong railway project; The Ministry of Industry and Trade and relevant agencies promptly resolve issues in the negotiation of nuclear power projects with Russia. The Ministry of Agriculture and Environment urgently implements measures to remove the "IUU yellow card", compiles statistics on damage caused by natural disasters to have support plans, and reviews regulations on reservoir management...
Ministries, sectors and localities are required to prepare well for the 11th National Patriotic Emulation Congress and the 14th National Party Congress; focus on implementing social security, rebuilding houses for people in storm and flood areas; speed up disbursement of public investment capital and progress of key projects; complete legal guidance documents and resolutions of the National Assembly ; review planning and promote three strategic breakthroughs.
Besides, State-owned corporations and groups must implement solutions to promote production and business, contributing to the 2025 growth target.
Deputy Prime Minister Nguyen Chi Dung directed the Ministry of Finance and relevant agencies to urgently complete the Politburo's Resolution on foreign-invested economic development, submit it to the Government Party Committee Standing Committee before December 10, 2025, and submit it to the Politburo before December 15, 2025.
For the draft Resolution 2026, ministries and branches are assigned to review targets and objectives and send comments to the Ministry of Finance before December 10, 2025 for synthesis.
The Government Office was assigned to fully receive opinions at the meeting, complete the Resolution of the regular Government meeting in November 2025, as a basis for asking for opinions from Government members in the coming time.
