Digital government - the key to modern development of Thanh Hoa province

In the Draft Documents submitted to the 14th National Congress of the Party, the development of science, technology, innovation and digital transformation (S&T) continues to be affirmed as the central driving force of the new growth model, the decisive factor in improving productivity, quality, efficiency and competitiveness of the economy. This is also the consistent and pervasive viewpoint of our Party and State in the process of industrialization and modernization of the country.

In that spirit, many localities have taken strong and creative steps in implementing the policy of developing science, technology, innovation and digital transformation. Thanh Hoa province is one of the bright spots when it clearly identified "digital government as the key to paving the way for sustainable, modern and integrated development".

Commenting on the draft documents of the 14th National Party Congress, Mr. Tran Duy Binh, Director of the Department of Science and Technology of Thanh Hoa province, said that the draft document identifying science, technology, innovation and digital transformation as the pillars of development has demonstrated a strategic vision and breakthrough in the context of the world entering the digital age.

The draft document clearly states the requirement that " science and technology development, innovation and digital transformation must truly become the central driving force in the process of industrialization and modernization of the country" . This is not only a requirement of the times but also the key to improving labor productivity, growth quality and competitiveness in the new development stage.

Considering digital transformation as a pillar along with science and technology opens up great opportunities to build a digital government, digital economy and digital society, contributing to promoting modern governance, serving people and businesses more effectively. Therefore, science, technology, innovation and digital transformation must be identified as a breakthrough and key driving force; taking people and businesses as the center; taking digital technology and scientific knowledge as the foundation; mobilizing all social resources to create a breakthrough to build Thanh Hoa into a new growth pole in the North of the country.

In recent times, Thanh Hoa has made steady progress in digital transformation. The province has operated a digital government with 100% of state agencies from the province to the commune performing management and operations in the network environment; providing over 80% of online public services; network infrastructure has been gradually modernized to meet the requirements of operating a two-level local government. The digital economy has developed with the contribution of the digital economy to the total economic scale of the province reaching 15.6% (in 2024); industries and fields have promoted digital transformation activities, e-commerce, and non-cash payments are increasingly popular. Digital society helps people's digital skills to improve, the rate of people with electronic payment accounts reaches over 75%; telecommunications networks and broadband Internet are covered in all residential areas.

Telecommunications and information technology infrastructure continues to be invested in and expanded with nearly 9,800 BTS stations, including 168 5G stations, covering 99.7% of villages and hamlets. Digital platforms, smart operation centers (IOC), population data systems, and smart urban management are synchronized, contributing to improving operational capacity and service quality for the people. The rate of electronic document signature reached 98%, and administrative procedure records were resolved on time at 99.51% - clear evidence of the effectiveness of digital government in practice.

In addition, the province has issued many breakthrough policies on science, technology, innovation and entrepreneurship such as Plan No. 266/KH-UBND on supporting science and technology enterprises; Plan No. 77/KH-UBND continues to set the goal of building the province's innovation ecosystem; Decision No. 358/QD-HDND on approving the development of a Resolution of the Provincial People's Council on Breakthrough policies to support the development of science, technology and innovation in Thanh Hoa province.

These policies have contributed to creating a favorable environment for businesses to innovate technology, promote research, application, transfer, and form local innovation networks associated with the practical needs of businesses and people.

According to Mr. Tran Duy Binh, in order for science, technology, innovation and digital transformation to truly become the "central driving force", there needs to be continued strong direction from Party committees and authorities at all levels, along with stronger mechanisms and policies in mobilizing social resources, developing data infrastructure, and especially training high-quality digital human resources. The provincial Department of Science and Technology will continue to play the role of "strategic advisor", connecting the government - businesses - institutes and schools to form a comprehensive innovation ecosystem.
