At the ceremony, Minister of Health Dao Hong Lan presented the decision to appoint 33 members of the National Medical Council for the 2025-2030 term. The selected members are people with vision, dedication, extensive experience in management and professional activities, and high prestige in the health sector and at their workplace.
Professor, Dr. Tran Van Thuan, Deputy Minister of Health , Chairman of the National Medical Council, said that according to the Law on Medical Examination and Treatment, the National Medical Council has the responsibility to independently assess the capacity to practice medical examination and treatment for eight positions, including: doctors, physicians, nurses, midwives, medical technicians, clinical nutritionists, outpatient emergency personnel, and clinical psychologists.
The organization of medical examination and treatment capacity assessment will be implemented from January 1, 2027.
In recent times, the National Medical Council has actively implemented institutional improvement activities and gradually consolidated the organization.
In Decision No. 05/2025/QD-TTg dated February 27, 2025 of the Prime Minister promulgating the Regulation on organization and operation of the National Medical Council, the organizational structure of the National Medical Council includes the Council's leadership, members of the National Medical Council, specialized committees (Committee on Developing a Toolkit for Assessing the Competency of Medical Examination and Treatment Practice, Committee for Organizing the Assessment of the Competency of Medical Examination and Treatment Practice, Legal Committee) and the Council Office.
The appointment of a member of the National Medical Council is a very important step in the organization's consolidation, demonstrating the commitment of the leaders of the Ministry of Health, management agencies, health sector training institutions, medical examination and treatment facilities, professional associations and medical experts to the National Medical Council and the process of independent assessment of medical examination and treatment practice capacity.
In order to effectively and timely implement the work, the Chairman of the National Medical Council requests that the Council members fully perform the tasks and powers issued under Decision No. 05/2025/QD-TTg dated February 27, 2025 of the Prime Minister; actively participate in professional activities and contribute ideas to develop the Toolkit for assessing the capacity to practice medical examination and treatment and the work of organizing the assessment of the capacity to practice medical examination and treatment.
On the other hand, proactively advise and propose solutions to innovate and improve institutions, improve the effectiveness of medical examination and treatment capacity assessment activities, especially in the context of international integration and rapid development of science and technology.
Speaking at the assignment of tasks to the members of the National Medical Council, Minister of Health Dao Hong Lan said that the road ahead still has many difficulties and challenges. The tasks of the National Medical Council are very new, not yet common in Vietnam, and the workload is very large.
However, in the trend of globalization and international integration, standardizing the capacity of doctors and medical titles is an urgent requirement to: recognize degrees and certificates among countries; create conditions for Vietnamese doctors and medical staff to practice abroad and vice versa.
The head of the health sector said that Vietnam currently does not have a national exam to issue medical practice certificates like many advanced countries. Therefore, the establishment of the National Medical Council aims to organize an exam to assess medical practice capacity according to international standards, creating an independent and objective inspection system.
Having an independent assessment body will force medical training institutions to improve teaching quality and output, avoiding the situation of "mass training". Thereby, only those with professional qualifications and professional ethics will be granted practice licenses.
The establishment of the National Medical Council will contribute to tighter control of compliance with ethical standards, professional standards and medical examination and treatment procedures. This is to protect the rights of patients and limit medical errors...
According to the Law on Medical Examination and Treatment, the National Medical Council will carry out the task of examining and evaluating the capacity to practice medical examination and treatment according to the roadmap: from January 1, 2027 for the title of doctor; from January 1, 2028 for the titles of physician, nurse, midwife; from January 1, 2029 for the titles of medical technician, clinical nutritionist, outpatient emergency worker and clinical psychologist.
Minister Dao Hong Lan said that in the context of the health system facing many changes: having to adapt to the transformation of two-level local government, the overload of central medical examination and treatment facilities, complicated epidemics, financial autonomy mechanism of public medical examination and treatment facilities... ensuring that the medical staff has adequate professional capacity, ethics, and professional skills is a key factor.
The head of the health sector proposed that the National Medical Council urgently develop a set of tools to assess medical examination and treatment practice capacity and a process to assess medical examination and treatment practice capacity based on science, applying high technology, ensuring objectivity, transparency, and conformity with Vietnam's practice and international development.
Strengthening coordination between medical training institutions, medical examination and treatment facilities, and medical professional associations to achieve the goal of improving training quality, ensuring that medical students nationwide meet competency standards upon graduation and can practice independently and safely.
Strengthen scientific research, learn from international experiences, strongly apply information technology, digital transformation and artificial intelligence in the assessment and management of medical examination and treatment practice capacity.
The National Medical Council advises the Government and the Ministry of Health to issue legal documents to improve the quality of assessment of medical examination and treatment capacity; plays an important role in improving the quality of medical human resources, making an important contribution to the cause of caring for and protecting people's health.
