According to this decision, data in the Vehicle Registration Database is eligible for exploitation and use in place of information on various types of documents for processing administrative procedures.

The replacement documents include: Certificate of technical safety and environmental protection inspection for motor vehicles; Certificate of registration for seagoing vessels; Certificate of technical safety and environmental protection for inland waterway vessels; Certificate of technical safety and environmental protection inspection for specialized motor vehicles.
Therefore, from now on, vehicle owners no longer need to submit copies or present the original inspection certificate/book. Instead, they can use the vehicle registration certificate integrated into the VNeID application when undergoing vehicle inspection or other related procedures. Through digital data lookup, the time required to process administrative procedures will be significantly shortened.
Vehicle inspection certificates are officially being abolished.
The Ministry of Construction has requested ministries, ministerial-level agencies, and People's Committees of provinces and cities to review and restructure administrative procedures within their respective sectors and fields of management. Accordingly, administrative procedures under the authority of provincial and commune-level People's Committees will utilize data from the Vehicle Registration Database to replace paper documents in the application process.
Previously, starting from March 1st, all vehicle inspection centers nationwide began issuing electronic certificates of technical safety and environmental protection inspection. If the vehicle owner requires a paper copy, the inspection center will print it directly from the management software (without using paper forms) and stamp it for confirmation before issuing it to the owner.
Furthermore, according to Decree 89/2026 recently issued by the Government , effective from January 1, 2027, cars will no longer be required to have inspection stickers affixed to the windshield. Vehicle management will be carried out entirely through electronic data, combined with AI camera systems and digital platforms.
