Prioritize propaganda and mobilization.
Lieutenant Colonel Nguyen Dinh Phong, Commander of the Lao Bao International Border Gate Border Guard Station, shared about his comrade: "As Deputy Political Officer and Secretary of the Youth Union, over the years, Major Le Thua Van, together with the Party Committee and the Station Command, has always successfully completed the assigned political tasks. This includes focusing on propaganda and mobilization of the people to participate in the movement 'All citizens participate in protecting national sovereignty, territorial integrity, and border security' according to Directive No. 01/CT-TTg of the Prime Minister; mobilizing people to protect sovereignty and border security; and effectively advising and proposing the construction of a people's border defense posture and consolidating the grassroots political system."
In his work on propaganda and mobilization, Major Le Thua Van advised the Party Committee and the Station Command to coordinate with local departments, agencies, and organizations to hold 489 propaganda sessions, attracting 512,000 participants.
The content of propaganda and legal education, mobilizing the people to strictly abide by the Party's guidelines and policies, the State's laws and regulations; the plans, policies and fundamental solutions for socio -economic development of the locality, makes an important contribution to poverty eradication and building a strong border area.

Major Le Thua Van stated: “I constantly innovate in both content and form, as well as methods, to improve the quality and effectiveness of propaganda. This includes organizing concentrated propaganda sessions at village cultural centers; directly going to each village, each house, and meeting each person; distributing leaflets and brochures; constructing billboards and posters; and organizing numerous training courses on knowledge and skills… thereby integrating propaganda topics on drug abuse, mine prevention and control, and national border laws. I proactively advised and directly coordinated the effective implementation of the Project “Strengthening the Dissemination and Education of Law for Cadres and People in Border and Island Areas.” As a result, 255 concentrated propaganda sessions were organized for 11,560 cadres, soldiers, and citizens; and 240 mobile propaganda campaigns were conducted through the public address system, reaching thousands of people.”
To effectively carry out the task of propaganda and mobilization, according to Major Le Thua Van, the Lao Bao International Border Gate Border Guard Station has mobilized the entire political system, focusing on promoting the role of village elders, hamlet leaders, and clan leaders...
Working alongside the people to develop socio-economic aspects.
By adhering to the principle of "actions speak louder than words," and focusing on the effectiveness and quality of work in propaganda and mobilization, especially in movements, programs, and projects aimed at helping people develop socio-economic conditions and alleviate poverty, the Border Guard Force has earned the trust and support of the people, particularly ethnic minorities.
Over the past period, Major Le Thua Van, together with his unit, has mobilized charitable organizations and individuals to build 15 new houses for the poor, worth 750 million VND; repaired 9 houses for poor households in Ka Tup village, worth 50 million VND and 65 days of labor; and provided 25 cows and 60 goats for the "Cattle breeding for the poor in border areas" and "Goat farming in pens" models for the local people, bringing high economic efficiency.
Thanks to his own efforts, the attention, guidance, and support from Party committees and commanders at all levels, and the assistance from comrades, the government, and the people, during the period 2015-2025, Major Le Thua Van consistently excelled in his assigned tasks, receiving more than 20 commendations and certificates of merit. Notably, in 2026, he won third prize at the Excellent Presenter Competition organized by the Border Guard Command.
Through the "Spring Border Guard - Warming the Hearts of the People" program, organized annually during the Lunar New Year, Major Le Thua Van, together with the Lao Bao International Border Gate Border Guard Station and local authorities, called for and provided support in the form of 40 pigs and 4,150 kg of sticky rice to ethnic minority people and sister villages in the Vietnam-Laos border area; distributed over 3,800 gifts to the people; presented gifts to students participating in the "Helping Children Go to School - Children Adopted by Border Guard Stations" program; donated 10 "Borderland Shelter" houses; and donated 5 tons of rice and 200 million VND to support disadvantaged families in Sepon district, Savannakhet province (Laos).
At the same time, gifts, clothing, and school supplies were donated to 16 children participating in the "Helping Children Go to School - Children Adopted by Border Guard Posts" program and the "Army Officers and Soldiers Helping Children Go to School" project, totaling over 56 million VND. The total value of social welfare programs initiated and mobilized by Major Le Thua Van and the Lao Bao International Border Gate Border Guard Post exceeded 2.7 billion VND.
