Monitoring data from the national environmental quality monitoring system and meteorological forecasts indicate that in the next week, the North, especially Hanoi , will experience unfavorable weather patterns (temperature inversion, windless, fog, etc.), reducing the ability to diffuse pollutants in the air. The risk of PM 2.5 fine dust concentrations accumulating is likely to increase, with the AQI index exceeding 150.
Faced with this situation, the Ministry of Agriculture and Environment has just issued a document requesting ministries and branches to deploy urgent measures to respond to the air pollution outbreak in the area. It is not an exaggeration to say “urgent response” because air pollution directly affects public health and economic and social activities; reduces the quality of life of everyone, especially those who are allergic to dust and smoke, and have respiratory diseases.
Air pollution has been a prominent issue in Hanoi and some northern provinces for a long time. Many solutions have been discussed, but in reality they have not been applied, and "as scheduled", Hanoi's sky is sometimes submerged in pollution. It is time to take drastic action. On November 26, with 100% of delegates present in agreement, the Hanoi People's Council passed a Resolution on low emission zones (LEZ) according to the Capital Law 2024. In LEZs, polluting vehicles will be restricted, with priority given to vehicles using clean energy.
To solve ONKK, not only one locality can do it, but also need synchronous, inter-provincial, inter-regional solutions. Returning to the document recently issued by the Ministry of Agriculture and Environment, it has clearly pointed out the contents, subjects, and specific responsibilities. That is, it is recommended that the Ministry of Industry and Trade direct corporations, groups, investors of thermal power plants, steel, chemicals, fertilizers, etc. to review and ensure that the exhaust gas treatment system is operated, operates effectively, and has high efficiency. Enterprises should research and apply methods to reduce emissions.
The Ministry of Construction directs construction and traffic works to implement environmental sanitation measures such as covering, washing vehicles, and spraying mist to suppress dust. The Ministry of Public Security directs to strengthen inspection and handling of vehicles carrying construction materials that are not covered, spilled, and vehicles that emit black smoke; and strengthen inspection and handling of illegal burning of solid waste and garbage.
Localities are requested to organize reasonable traffic flow in inner-city areas and urban gateways to limit congestion leading to local pollution and pollution accumulation. The Ministry of Agriculture and Environment is requested to continue monitoring and supervising through online data systems, using high-tech monitoring equipment such as remote sensing satellites and drones to detect early abnormal emission sources.
Although we know that the above measures may affect some people, to achieve the ultimate goal of protecting people's health and the atmosphere, these solutions are worth supporting and complying with.
During the days when Hanoi was preparing to respond to the ONKK wave, I remembered the famous song "Blue Hanoi Sky" by musician Van Ky with lyrics describing the clear, peaceful, and enchantingly beautiful Hanoi sky in the early 1980s: "Blue Hanoi sky / Hoan Kiem Lake is as blue as your green hair". Over time, Hanoi has become much richer and more modern, so the awareness of protecting the environment in general and the atmosphere in particular also needs to be raised accordingly, with the motto "Forever the blue sky of Hanoi / Thang Long Bridge reflects on the Red River".
