STEM Student Loans: Opportunity to reach your dream of knowledge

In the strong movement of the Industrial Revolution 4.0, high-quality human resources, especially in the fields of STEM (science, technology, engineering and mathematics), are opening the door to rapid and sustainable development for each country. Not out of that trend, Thai Nguyen is witnessing important changes when the credit support policy for STEM students is implemented.

Technological dreams from ordinary homes

The preferential credit program under Decision No. 29/2025/QD-TTg, effective from August 28, 2025, is being implemented in parallel with Decision 157/2007/QD-TTg, opening up great learning opportunities for students in difficult circumstances. The new point of the program is strong priority for STEM majors - the field considered the core driving force of the digital age.

We met Nguyen Tung Duong (born in 2007, in Nam Hoa commune) at the loan disbursement session of the Dong Hy Social Policy Bank Transaction Office. Duong has just been admitted to the Telecommunications Electronics Engineering major, the Semiconductor and Microchip Electronics Technology Faculty at the University of Industrial Engineering.

Duong shared: I have loved electronics since I was a child. Learning about chips and microcircuits has been my dream since grade 9. But this field requires a lot of practical equipment and is quite expensive. Today, receiving the preferential loan, I feel much more confident.

Not only Duong, other young faces at the disbursement ceremony all shone with joy before the new journey. Among them was Vu Duy Doanh (born in 2007), a new student majoring in Control and Automation Engineering Technology - Faculty of Electronics, University of Industrial Technology.

Doanh comes from Trai Cau commune and grew up in a farming family. The family's economy depends mainly on 10 hectares of forest and slash-and-burn crops.

Vu Duy Doanh's father - Vu Duy Huan - confided: Income from forestry is erratic. When my son was admitted to the technology industry, I was worried because studying this field requires investing in a lot of equipment. Thanks to preferential funding, he was able to enter school with confidence.

High-tech incubation capital

Thai Nguyen is aiming to become an industrial and technological center of the Northern Midlands and Mountains. With the presence of large corporations such as Samsung and an increasingly expanding high-tech business ecosystem, the demand for high-quality STEM human resources will continue to increase sharply in the coming years.

Supporting students to study STEM majors is not only a social security policy, but also a strategic step to proactively create local human resources to serve economic and technological development.

Ms. Doan Le Thuy, Director of the Dong Hy Social Policy Bank Transaction Office, said: The loan target is very broad: students, postgraduates, and researchers studying science, technology, engineering, and mathematics in the national education system. They can borrow the entire remaining tuition fee after deducting scholarships and other support; and can borrow up to 5 million VND/month to cover living expenses. Simple procedures, preferential interest rates, and flexible repayment periods.

After more than three months of implementing Decision 29, the Social Policy Bank Thai Nguyen Branch has disbursed over 4.3 billion VND to 60 students studying STEM majors. This is a positive signal, showing the great demand of the people.

Associate Professor Dr. Phung Trung Nghia, Principal of the University of Information Technology and Communications, commented: The demand for STEM human resources is increasing rapidly. Preferential funding helps students confidently choose difficult majors that require large investments. In the long term, this is a policy that has a direct impact on the quality of human resources in the province...
