In our system, the National Assembly and People's Councils are state power organs elected by the people, representing the will and sovereignty of the people. Therefore, the quality of elected bodies depends directly on the quality of each representative, who are chosen to represent the voters in deciding important issues of the country and localities.
A worthy representative must first and foremost possess strong political qualities, be loyal to the Fatherland and the people, have impeccable morals, and lead an exemplary life. More importantly, they must be truly close to the people, understand the people, and listen to the people. Without a close connection to the practical lives of the people, it is difficult to fully convey the voice of the voters in the parliament, and difficult to propose practical policies that meet the needs of social development.
Experience from previous terms shows that dynamic representatives who are closely connected to the grassroots, regularly interact with constituents, and proactively understand the people's thoughts and aspirations always leave a clear mark on parliamentary activities. They not only promptly reflect pressing social issues but also contribute many important policy initiatives, helping to improve the legal system, promote socio -economic development, and ensure social security for the people. Therefore, the selection of representatives means finding and proposing individuals who truly care about the people, are responsible to the community, and are capable of representing the common good of society.
The 2026-2031 term is identified as a crucial period in the process of achieving the country's two 100-year strategic goals: to become a developing country with modern industry and upper-middle income by 2030, and to become a developed country with high income by 2045.
In this context, the National Assembly and People's Councils at all levels must play an increasingly important role in policy making, institutional reform, and law enforcement oversight. This places increasingly high demands on the quality of representatives. Representatives must not only possess good political and moral qualities, but also have the capacity for critical thinking, analytical skills, and strategic vision to participate in the process of formulating national development policies.
As directed by General Secretary To Lam at the National Conference on the Implementation of the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term on November 15, 2025, the selection of personnel must prioritize quality, resolutely screening and eliminating those who are political opportunists, power-hungry, lack credibility, or do not possess sufficient qualities and capabilities. This is not only a requirement of personnel work but also an important condition for consolidating the people's trust in the state apparatus.
The country is entering a new phase of development with many intertwined opportunities and challenges. The Fourth Industrial Revolution, the explosion of science and technology, innovation, and digital transformation are profoundly changing the methods of national governance, economic development models, and social life. In particular, with national digital transformation identified as one of the strategic breakthroughs, delegates need to equip themselves with the ability to access and master technology, know how to exploit data, and use modern analytical tools in the policy research process. A thorough understanding of technological trends, the digital economy, artificial intelligence, e-commerce, and data governance will give delegates a more comprehensive perspective when participating in lawmaking and policy planning.
As Vietnam integrates more deeply into the international community and the world situation changes rapidly, representatives need to possess systemic thinking and a global perspective. The ability to analyze international trends and identify opportunities and challenges from the external environment will help elected bodies make timely decisions that are consistent with the long-term interests of the nation. Representatives with high adaptability, multidisciplinary knowledge, and a spirit of continuous learning will contribute to improving the quality of the National Assembly and People's Councils' activities.
