This is an important activity within the framework of the Campaign "Anti-Online Fraud 2025" deployed nationwide, taking place from October to December 2025. The discussion aims to raise people's awareness of the current proliferation of fraud on e-commerce platforms and social networks.

Speaking at the seminar "Identifying scams - Enjoy shopping with peace of mind", Mr. Vu Duy Hien - Deputy General Secretary and Chief of Office of the National Cyber ​​Security Association (NCA) commented that we are entering the peak time of the year-end shopping season - a time when millions of online transactions take place every day.

This is also the time when cybercriminals are most active, with scams that are not only sophisticated but also constantly changing: impersonating big brands, impersonating e-commerce platform employees, "shocking sales - virtual refunds" tricks, defrauding payments via e-wallets, and even using deepfakes to gain users' trust.  

According to Mr. Vu Duy Hien, these scams often start from very small actions: a click, a QR code, a seemingly familiar video call. And in just a few seconds of losing vigilance, people can have to pay the price with personal data, social network accounts, even all their finances .

That shows: identifying scams is not only the job of authorities, but also the responsibility of the entire digital ecosystem - from platforms, payment units, sellers, content creators, technology businesses to each user.

“As a social and professional organization in the field of cybersecurity, the National Cyber ​​Security Association (NCA) clearly identifies its responsibility to accompany the State, businesses and the community in protecting consumers in cyberspace ,”   Mr. Vu Duy Hien affirmed.

At the seminar, Dr. Phan The Thang -   The Deputy Head of the Consumer Protection Department of the National Competition Commission said that the digital age opens up many opportunities but also entails new risks.

In order to strengthen the protection of consumer rights in cyberspace and in the digital age in Vietnam, in recent times, the realization of the Law on Consumer Rights Protection 2023 has been implemented by the Consumer Protection Board - National Competition Commission with many specific activities, including supplementing and perfecting regulations on handling violations in the field of Consumer Rights Protection; Increasing the level of handling violations in cyberspace and e-commerce; Developing the Law on E-commerce, adding new regulations to monitor and manage business entities in cyberspace and new types of business in the digital environment; Developing a national strategic action plan and program for the five-year period 2026-2030 on consumer rights protection.

However, according to Dr. Phan The Thang, the implementation of the Law also requires synchronous coordination between management agencies, businesses and the consumer community to create a safe digital transaction ecosystem.

Protect users with “3-layer Shield”: Legal - Technology - Skills

That is the message from expert Vu Ngoc Son -   The Head of the Research, Consulting, Technology Development and International Cooperation Department of the National Cyber ​​Security Association made the following statement in his speech about solutions to protect users when participating in e-commerce transactions against new cyber security risks.  

According to Mr. Vu Ngoc Son, we are living in a paradox of the digital age: never before has shopping and payment been so convenient, but never before has people's assets been so easily stolen after just one moment of carelessness.

Online fraud is becoming increasingly sophisticated, from impersonating reputable stores, hijacking accounts, requiring deposits to delivering poor quality goods; criminals also use malicious links, fake messages and calls to steal personal data, causing the risk of losing money, exposing information and being exploited for illegal activities.

In addition, scammers take advantage of technology, especially Artificial Intelligence and Deepfake, to fake the faces and voices of loved ones to manipulate emotions, take advantage of the trust, greed or fear of victims.

To deal with these "invisible traps that cause tangible damage", according to Mr. Vu Ngoc Son, Vietnam needs to synchronously deploy the 3-layer Shield: a strong enough legal corridor, effective defense technology and universal digital skills for the people.

In terms of legal pillars, the Personal Data Protection Law 2025 strictly prohibits the theft, purchase, sale or illegal exchange of personal data, in order to prevent information leakage - a factor that allows criminals to approach people with "correct name, correct age" calls.

In the draft Law on Cyber ​​Security 2025, the content on Data Security continues to be identified as the focus, and the law strictly prohibits the use of technology to fake information, images, voices or counterfeit products and brands.  

In addition to the domestic legal framework, Vietnam has also actively promoted international cooperation to prevent cross-border crimes. The Hanoi Convention, the first international document on preventing and combating cybercrime opened for signature in Vietnam, aims to establish a global coordination mechanism in data sharing, collecting digital evidence and extraditing cybercriminals.

This increased cooperation contributes to expanding the “shield” protecting users beyond national borders. This is an important foundation for building a safe and healthy network environment.

On the technology front, banks and financial institutions have deployed multi-layer authentication measures such as passwords, OTPs, biometrics and behavioral analytics to detect unusual transactions.

The system of connecting criminal account warnings between banks with the Ministry of Public Security and the State Bank initially helps to promptly prevent suspicious transactions and recover assets for people. Along with that, users can proactively protect themselves with tools to detect malicious links and software such as nTrust released by the National Cyber ​​Security Association.

“Skill pillars ,   the most important factor ,   It requires efforts to raise public awareness through the “Digital Literacy for All” movement. Each citizen needs to equip themselves with knowledge as a “digital vaccine”, instead of waiting to be fooled before being alerted.

The “Cyber ​​Security Handbook” compiled by the National Cyber ​​Security Association is a reliable source of information to help users identify forms of fraud and how to avoid them. The younger generation, with their technological understanding, is also encouraged to guide their grandparents and parents to spread cyber safety skills in the community ,  Mr. Vu Ngoc Son said.

Along with that, he   Vu Ngoc Son also gave advice that people need to practice safety reflexes through the principle of "3 No's".   -   3 Fast”, including DO NOT trust absolutely (even when video calling), DO NOT install applications from strange links and DO NOT transfer money without verification; at the same time QUICKLY look up when receiving suspicious information, QUICKLY disconnect when threatened or manipulated and QUICKLY report to the authorities when an incident occurs.  

According to Mr. Vu Ngoc Son, safety does not come from luck but from understanding and initiative. When the legal corridor, defense technology and user skills are combined synchronously, the "3-layer shield" will be effective. When each citizen becomes a safe checkpoint, cyberspace will be cleaner, so that we can truly "shop with peace of mind" in the digital age.

Businesses and content creators join hands to protect consumers

In addition to the main presentation from the National Cyber ​​Security Association, the discussion session of the "Identifying scams - Enjoy shopping with peace of mind" will also have the participation of representatives from TikTok Shop Vietnam; MoMo; content creator Ngoc Bamboo... The discussion content revolves around the topic of anti-fraud in online shopping and the perspectives of relevant parties.

A MoMo representative will share the payment fraud cases that the unit has recorded, as well as measures to warn users when detecting unusual transactions. TikTok Shop will clarify how the platform implements buyer protection measures and coordinates with partners during the peak shopping season.

The discussion also discussed the level of intervention by units when users are at risk of being scammed. TikTok Shop, MoMo and content creators will share the response process, processing speed and support that users can receive when they detect signs of abnormality.

The units will also analyze the existing loopholes in the online shopping process that criminals can take advantage of, from the problem of users' lack of vigilance to sophisticated forms of impersonation...

At the seminar, the   expert   Proposals for cooperation between parties to build a safer online shopping space will also be made. TikTok Shop will have specific proposals related to cooperation between sellers, platforms and payment gateways. The E-commerce Association will present commitments and coordination directions in the coming time...
