On the afternoon of November 27, under the direction of the Department of Cyber ​​Security and High-Tech Crime Prevention (A05) - Ministry of Public Security , the National Cyber ​​Security Association coordinated with TikTok to organize a discussion "Identifying scams - Enjoy shopping with peace of mind".

This is an important activity within the framework of the "Anti-Online Fraud 2025" Campaign, which is being deployed nationwide from October to December.

The seminar "Identifying scams - Shopping with peace of mind" provides a comprehensive picture of the current situation of online fraud, while helping consumers, especially young people, improve their risk identification skills in the context of rapidly developing e-commerce and social networks today.

Beware of "shocking sales - virtual refunds" during the shopping season

Speaking at the seminar "Identifying scams - Enjoy shopping with peace of mind", Mr. Vu Duy Hien, Deputy Secretary General and Chief of Office of the National Cyber ​​Security Association (NCA), commented that we are entering the peak of the year-end shopping season - the time when millions of online transactions take place every day. This is also the time when cybercriminals are most active, with scams that are not only sophisticated but also constantly changing: impersonating big brands, impersonating e-commerce platform employees, "shocking sales - virtual refunds" tricks, defrauding payments via e-wallets, and using deepfakes to gain users' trust.

According to Mr. Vu Duy Hien, these scams often start from very small actions: a click, a QR code, a seemingly familiar video call. And in just a few seconds of losing vigilance, people can have to pay the price with personal data, social network accounts, even all their finances .

That shows: identifying scams is not only the job of authorities, but also the responsibility of the entire digital ecosystem - from platforms, payment units, sellers, content creators, technology businesses to each user.

“As a social and professional organization in the field of cybersecurity, the National Cyber ​​Security Association (NCA) clearly identifies its responsibility to accompany the State, businesses and the community in protecting consumers in cyberspace,” affirmed Mr. Vu Duy Hien.

At the seminar, Dr. Phan The Thang - Deputy Head of the Consumer Protection Department, National Competition Commission said that the digital age opens up many opportunities but also entails new risks. In order to strengthen the protection of consumer rights in cyberspace and in the digital age in Vietnam, in recent times, the realization of the Law on Consumer Protection 2023 has been implemented by the Consumer Protection Department - National Competition Commission with many specific activities, including supplementing and perfecting regulations on handling violations in the field of consumer rights protection; increasing the level of handling violations in cyberspace and in e-commerce. Developing the Law on E-commerce, adding new regulations to monitor and manage business entities in cyberspace and new types of business in the digital environment. Developing a national strategic action plan and program for the five-year period 2026-2030 on consumer rights protection.

However, according to Dr. Phan The Thang, law enforcement also requires synchronous coordination between management agencies, businesses and the consumer community to create a safe digital transaction ecosystem.

That is the message given by expert Vu Ngoc Son - Head of Research, Consulting, Technology Development and International Cooperation of the National Cyber ​​Security Association in his presentation on solutions to protect users when participating in e-commerce transactions against new cyber security risks.

According to Mr. Vu Ngoc Son, we are living in a paradox of the digital age: never before has shopping and payment been so convenient, but never before has people's assets been so quickly stolen after just one moment of carelessness. Online fraud is becoming more and more sophisticated, from impersonating reputable stores, hijacking accounts, requiring deposits to delivering poor quality goods; criminals also use malicious links, fake messages and calls to steal personal data, causing the risk of losing money, revealing information and being exploited for illegal activities.

In addition, scammers are taking advantage of technology, especially Artificial Intelligence and Deepfake, to fake the faces and voices of loved ones to manipulate emotions, exploit the trust, greed or fear of victims. To deal with these "invisible traps that cause tangible damage", according to Mr. Vu Ngoc Son, Vietnam needs to synchronously deploy a 3-layer shield: a strong enough legal corridor, effective defense technology and universal digital skills for the people.

In terms of legal pillars, the Personal Data Protection Law 2025 strictly prohibits the theft, purchase, sale or illegal exchange of personal data, in order to prevent information leakage - a factor that allows criminals to approach people with "correct name, correct age" calls.

In the draft Law on Cyber ​​Security 2025, the content on data security continues to be identified as the focus, at the same time the law strictly prohibits the use of technology to fake information, images, voices or counterfeit products and brands.

In addition to the domestic legal framework, Vietnam has also actively promoted international cooperation to prevent cross-border crimes. The Hanoi Convention, the first international document on preventing and combating cybercrime opened for signature in Vietnam, aims to establish a global coordination mechanism in data sharing, collecting digital evidence and extraditing cybercriminals. This enhanced cooperation contributes to expanding the “shield” to protect users beyond national borders. This is an important foundation for building a safe and healthy network environment.

In terms of technology, banks and financial institutions have deployed multi-layer authentication measures such as passwords, OTP, biometrics and behavioral analysis to detect unusual transactions. The system connecting criminal account warnings between banks with the Ministry of Public Security and the State Bank has initially helped promptly prevent suspicious transactions and recover assets for people. Along with that, users can proactively protect themselves with tools to detect malicious links and software such as nTrust issued by the National Cyber ​​Security Association.

“The skills pillar - the most important factor - requires efforts to raise public awareness through the “Digital Literacy for All” movement. Each citizen needs to equip themselves with knowledge as a “digital vaccine”, instead of waiting to be fooled before being alerted.

“The Cyber ​​Security Handbook” compiled by the National Cyber ​​Security Association is a reliable source of information to help users identify forms of fraud and how to avoid them. The younger generation, with their understanding of technology, is also encouraged to guide their grandparents and parents to spread cyber security skills in the community,” said Mr. Vu Ngoc Son.

Mr. Vu Ngoc Son also advised that people need to practice safety reflexes through the principle of "3 No - 3 Quick", including NO absolute trust (even when video calling), NO installing applications from strange links and NO transferring money without verification; at the same time QUICKLY look up when receiving suspicious information, QUICKLY disconnect when threatened or manipulated and QUICKLY report to the authorities when an incident occurs.

Businesses and content creators join hands to protect consumers

The discussion content revolved around the topic of anti-fraud in online shopping and the perspectives of relevant parties.

A MoMo representative shared the payment fraud cases the company has recorded, as well as measures to warn users when detecting unusual transactions. TikTok Shop clarified how the platform implements buyer protection measures and coordinates with partners during the peak shopping season.

The discussion also mentioned the level of intervention of units when users are at risk of being scammed. TikTok Shop, MoMo and content creators shared the response process, processing speed and support that users can receive when they detect signs of abnormalities. Experts analyzed the loopholes that still exist in the online shopping process that scammers take advantage of, from the problem of users being unwary to sophisticated forms of impersonation...

At the seminar, the parties also proposed directions for coordination to build a safer online shopping space.
