In recent years, the weather in the province has been erratic, with many extreme weather phenomena such as widespread heavy rain, thunderstorms, lightning strikes, typhoons, severe cold spells, and prolonged heatwaves.
In 2025 alone, the province experienced 13 widespread heavy rain events, 5 direct typhoons, numerous thunderstorms, severe cold spells, and intense heatwaves. These natural disasters caused significant damage to people, property, agricultural production, transportation infrastructure, dikes, and other public works, with total estimated losses of approximately 1,550 billion VND.
In light of this situation, the province has proactively implemented many practical and comprehensive solutions to improve the effectiveness of disaster prevention and control, following the motto "prevention is key, proactive response is timely, and recovery is prompt and effective".
One of the key tasks prioritized by the province is consolidating and streamlining the civil defense command system, including disaster prevention and control at all levels, towards a more efficient and effective system. Alongside this, localities have also established and strengthened disaster prevention and control rapid response forces at the commune level.
Currently, the province has 148 rapid response teams in 148 communes and wards, with a total force of over 9,600 people. Communes and wards proactively respond to floods and heavy rains, mobilizing supplies, equipment, and personnel; promptly handling incidents, especially preventing dike breaches and addressing culvert failures when river levels rise; evacuating residents from areas at risk of flooding and landslides; and preparing contingency plans for responding to floods and heavy rains.

The disaster prevention and control task force of Dao Xa commune actively participated in cleaning up, collecting tree branches, clearing vegetation, and removing obstructions; supporting the khắc phục hậu quả of typhoon No. 5 (August 2025), ensuring the safety of the people.
Comrade Nguyen Van Ky – Chairman of the People's Committee of Dao Xa commune and Head of the Civil Defense Command of Dao Xa commune, said: Given the increasingly complex nature of natural disasters, the People's Committee of the commune has proactively strengthened the Civil Defense Command; and at the same time, clearly assigned tasks to each official and civil servant directly involved in response work, ensuring readiness 24/7 when natural disasters occur.
The commune has also issued directives and instructions on strengthening disaster prevention and control, focusing on effectively responding to major storms in the area. In addition, the commune People's Committee regularly directs departments, units, and residential areas to proactively monitor and update weather developments and storms; and to enhance information dissemination to the people so they can proactively take preventive measures.
Regular inspections and reviews of drainage canals, culverts, flood-prone areas, and unsafe housing are carried out; sufficient personnel, equipment, and supplies are prepared according to the "four on-the-spot" principle to promptly handle any situations that may arise. The commune also proactively deploys personnel to critical and key areas to be ready to carry out rescue and relief tasks, contributing to improving response capabilities and minimizing damage caused by natural disasters in the area.
In addition, disaster forecasting and warning efforts continue to be strengthened in a more modern, realistic, and timely manner. Specialized agencies regularly monitor weather developments closely, providing meteorological and hydrological information quickly to local authorities and the public, helping to improve proactive prevention and minimize damage.
The province also pays special attention to raising community awareness and community-based disaster risk management. The implementation of the "Enhancing Community Awareness and Community-Based Disaster Risk Management by 2030" project has contributed to building a disaster prevention and control strategy at the grassroots level. Through propaganda activities, training, and drills, people's knowledge and skills in responding to disasters have gradually improved, creating a clear shift in their self-prevention and self-protection awareness.
In particular, the units managing and operating irrigation works have proactively implemented many solutions to ensure the safety of the works and effectively serve agricultural production. Phu Tho Irrigation Works Exploitation State-owned Company Limited currently manages over 2,000 irrigation works with thousands of kilometers of canals, reservoirs, and pumping stations.
Mr. Nguyen Minh Thuy, Director of the company, stated: Given the forecast of continued complex weather patterns in 2026, the company has proactively implemented comprehensive solutions to ensure the safety of irrigation works and support agricultural production. Since the end of 2025, the unit has conducted inspections and reviews of the entire system of structures, machinery, and equipment; intensified maintenance, repair, and dredging of canals and ditches; and developed operational plans suitable for various natural disaster scenarios.
At the same time, the company regularly monitors weather and hydrological developments to proactively regulate water resources, ensure the safety of the infrastructure, and meet irrigation and drainage needs for production. With a proactive and highly responsible spirit, the company's staff and workers are always ready to respond to any natural disaster situation, contributing to ensuring stable production and sustainable agricultural development in the province.
In addition, the province is strengthening inspections and strictly handling violations of laws on dykes and irrigation; preventing encroachment on riverbeds and illegal construction on riverbanks that hinder flood drainage. Local authorities are also proactively reviewing areas at risk of flooding and landslides, developing plans to ensure smooth traffic flow, and preparing forces to address incidents as quickly as possible.
Forecasts for 2026 indicate that natural disasters will continue to be unpredictable. Therefore, enhancing the capacity for disaster prevention, mitigation, and response is not only an immediate task but also a long-term requirement to ensure sustainable development.
With the involvement of the entire political system, close coordination among forces, and the consensus of the people, the province's disaster prevention and control work will continue to improve, gradually minimizing damage and protecting the lives and property of the people.
