Mobilize people
Son Hoa village, Tho Son commune has 220 households, of which 91% are ethnic minorities. People mainly cultivate agricultural land, life is still difficult. Most of the roads leading to the gardens are dirt roads, many places only have temporary bridges across streams. Typically, Soc Thap bridge connects the residential area and the garden area, on the other side of the stream there are more than 600 hectares of industrial crops. Every day, many households often go to work on the fields across the temporary wooden bridge.
Soc Thap Bridge was built from capital contributions from the people.
During the rainy season, the water from the stream rises and separates the two banks, making it more difficult for people to travel and transport agricultural products. Many times, the wooden bridge has been repaired and reinforced, but it is still not safe. Some people transporting agricultural products across the bridge slipped and fell into the stream, and had to work very hard to overcome the situation and bring the agricultural products home. In 2024, due to the impact of a storm, the temporary bridge was washed away. More than anyone, the households farming on the other side of the stream are looking forward to a new bridge. Mr. Dieu Nho in Son Hoa village said: “I grow 12 hectares of cashew on the other side of the stream and often cross this stream. During the rainy season, the stream water rises over the bridge by more than 1 meter, people have to wait for the water to recede before crossing the bridge, transporting agricultural products is very difficult. Two years ago, a tractor fell into the stream, people had a hard time recovering it. When it rains heavily, people have to push their vehicles on foot, many vehicles stall, many people slip and fall, spilling agricultural products into the stream.”
During meetings with voters, people have repeatedly proposed building Soc Thap bridge. Tho Son commune has 7 villages, of which more than 5 villages are in the planning area for exploration and exploitation of bauxite minerals. The entire area of Son Hoa village belongs to the mineral planning area, so it is impossible to invest in construction of the project with state capital. Mr. Bui Thanh Hai, Vice Chairman of Tho Son commune People's Committee, said: If there is no bridge, people cannot go to work on the fields. In order to overcome difficulties and serve the needs of local economic development, the Party Committee, the People's Committee of the commune and the Son Hoa village Party Cell met to agree on the policy of building Soc Thap bridge with mobilized social capital and received high consensus from the people.
In March 2024, Tho Son commune mobilized more than 90 households to contribute 250 million VND. This money was used to build 2 bridge piers, and at the same time, take advantage of the old iron bridge borrowed from another place to build a new bridge across the stream, to immediately solve the travel needs of the people. Mr. Dieu Yuch in Son Hoa village said: "My family cultivates 6 hectares of cashew on the other side of the stream, contributing nearly 5 million VND. The rainy season is coming, if there is no bridge, people will not be able to cross the stream. I hope the bridge will be completed soon before the rainy season".
In April 2025, Soc Thap Bridge was put into construction. In order to promote the spirit of democracy, the Son Hoa Village Executive Board established a community monitoring team to monitor the construction progress of the project. Mr. Dieu Gia Ru, Secretary of the Son Hoa Village Party Cell, said: “Soc Thap Bridge is a project that the people contributed to and benefited from. Therefore, the Village Party Cell agreed to establish a community monitoring team, using local labor to construct the bridge, to increase responsibility and ensure quality.”
Currently, the construction unit is urgently speeding up the progress to complete the project before the rainy season, serving the travel and agricultural product transportation needs of the people. Although the bridge has not been completed, the people of Son Hoa village are very excited, because in the future they will no longer have to worry about crossing the stream.
Investment outside the planning area
In 2022, Tho Son commune will reach the new rural area. However, the need to build civil works in the commune is still high. Since Decision No. 866/QD-TTg took effect, the commune has only prioritized the construction of works outside the mineral planning area.
People hope to soon deploy the construction of the drainage ditch project on the inter-commune road Tho Son - Dak Nhau.
The road connecting Tho Son and Dak Nhau communes was paved in 2022, the section through Tho Son commune is 8km long. Because the road has not been built with drainage ditches, when it rains heavily, water flows from above, causing erosion and landslides, filling up the road surface. Many houses in low-lying areas, lower than the asphalt road, are flooded. People have to use soil and rocks to build embankments, but still cannot stop the water.
At Tho Son Primary School in Son Tho village, many sections of the ditch are filled with soil and covered with grass, and some people throw garbage into the ditch, causing blockages in the flow. When it rains, the water cannot drain quickly enough and flows into the houses of households along the road. Local people are looking forward to the construction of a drainage system along the road soon. Ms. Tran Thi Thuy, a teacher at Tho Son Primary School, shared: “During heavy rains, water flows from the middle of the village to the front of the school gate, the ditch is filled with grass and garbage, blocking the flow. Water overflows onto the road, causing localized flooding around the school area. I hope that authorities at all levels will quickly build drainage ditches, contributing to beautifying the rural area.”
In response to voters' recommendations, in April 2025, the People's Committee of Bu Dang district approved the investment project to build a drainage ditch on the Tho Son - Dak Nhau route, the 2km section through Tho Son, with a total investment of nearly 3.8 billion VND.
In 2024, Tho Son commune was allocated 1 billion VND to invest in the construction of a number of works in Son Tho and Son Lap villages, such as: village gate, parking lot, concrete yard of the cultural house, drainage ditch. In response to the recommendations of voters of Son Tho village, the district established a team to survey the drainage ditch along the Tho Son - Dak Nhau road. Currently, the district has approved the investment decision for the drainage ditch construction project. The project is invested by the Bu Dang District Construction Investment Project Management Board. Hopefully, the project will be implemented early before the rainy season so that this area will no longer be flooded locally. |

Tho Son commune has a natural area of 7,762 hectares, of which the planned area for exploration and exploitation of bauxite minerals accounts for nearly 70%. Currently, the commune has not been handed over the boundaries and field markers of the mineral planning area. According to statistics, the whole commune has 102 works, including the commune administrative center, residential areas, schools, cultural houses, etc. overlapping the mineral planning land area. Therefore, the commune recommends that the competent authorities consider adjusting the planning to suit local realities, creating favorable conditions for people to stabilize their lives.
