With the motto "Proactive prevention - Timely response - Effective remediation", immediately after implementing the merger of administrative units, the mountainous communes of the province urgently reviewed and developed plans and scenarios to evacuate people in areas at high risk of flash floods, landslides and landslides, minimizing damage to people and property.

Forces support people of Thiet Ong commune who were flooded in storm No. 10 in 2025 to safety.

Thiet Ong commune was established on the basis of merging the entire area and population of the old Thiet Ke and Thiet Ong communes. It is a large commune with many villages living along the mountain slopes and streams, with potential risks of landslides when there is prolonged heavy rain. As soon as it came into operation, the commune completed the civil defense command, clearly assigned tasks to each member, ensuring unity in the direction and operation of natural disaster prevention, control and search and rescue. Based on the actual assessment, the commune has developed and approved a natural disaster response plan for 2025, specifically identifying areas at risk of landslides, flooding and flash floods; residential areas that must be evacuated when the weather is complicated; and at the same time fully prepared the conditions according to the "4 on-site" motto. Thanks to the synchronous implementation of solutions, during the recent storm No. 10, despite prolonged heavy rain and many areas being locally flooded, Thiet Ong commune proactively evacuated 33 households in flooded areas to safety.

Through screening, the whole commune currently has 8 households with 28 people in Luong village living in areas at high risk of landslides. These households are put on a special monitoring list and are in the priority evacuation group in case of emergency. In addition, in the commune there are many important traffic routes such as National Highway 217, National Highway 15A, provincial and inter-village roads, and spillways, which are often deeply flooded or eroded during heavy rains, causing traffic disruption and affecting rescue work. These are also the locations where the commune has organized warning signs, placed barriers and arranged forces to be on duty when there are storms.

According to the Chairman of the People's Committee of Thiet Ong Commune, Le Thi Tam: "Proactively preparing a plan to evacuate people is an urgent task. To ensure the safety of people's lives and property, the commune has proactively reviewed and developed a plan to evacuate people in areas at risk of landslides to safe temporary residences. At the same time, it has organized forces to support travel and perform rescue when necessary. The commune has also placed warning signs on roads and areas at high risk of landslides so that people know and limit travel. In the long term, the locality hopes that the provincial sectors will pay attention to investing in resettlement areas so that households living in landslide areas can move to a safe place, stabilize their lives and develop the economy ."

Through a review of the mountainous areas of the province, there are 2,167 households/9,184 people in areas at risk of flash floods and 6,603 households/28,237 people in 75 communes in areas at risk of landslides that need to be evacuated when natural disasters occur. This is a large number, requiring localities to be well prepared and proactively implement prevention solutions. To meet the requirements in the case of rapid and unexpected natural disasters, communes have developed plans to prevent flash floods and landslides for each village and hamlet. At the same time, they have prepared to reserve essential necessities to support people when they evacuate, including 1,390 tons of rice, more than 232,000 cartons of instant noodles, nearly 540,000 bottles of bottled water, 881 tons of salt, and more than 2 million liters of fuels such as diesel, gasoline and kerosene. This is a reserve to ensure that people in evacuation areas have enough food, water and necessities during the evacuation.

Along with that, the communes directed the functional forces to put up warning signs, erect barriers and arrange people to be on duty in areas at high risk of flash floods and landslides; check and guide people and vehicles when passing through culverts and streams during heavy rains. Local organizations regularly organize instruction on skills to prevent flash floods and landslides for people; recommend not to sleep in huts when it rains, not to cross streams when the water is high. For areas where landslides occurred during the storms in 2025, localities are speeding up the process of repairing and handling subsidence points, land cracks, and clearing soil and rocks that buried roads. At the same time, functional forces are required to be on duty 24/7 during storms, monitor geological developments, and not let people and vehicles enter dangerous areas.

In addition to response work, localities are speeding up the implementation of projects to arrange and stabilize residents in areas at high risk of flash floods, landslides, and landslides. In particular, the province's project to arrange residents in natural disaster areas for the period 2021-2025 is considered a key task. When completed, the project will contribute significantly to helping households in dangerous areas move to new, safer places, stabilize production, and sustainably reduce poverty.
