According to the National Center for Hydro-Meteorological Forecasting, due to the strengthening of cold air (6th wave) combined with low pressure circulation (weakened from storm No. 15) and high-altitude easterly wind disturbances, from the night of December 2 to 3, the area from Quang Tri to Da Nang , the eastern part of the provinces from Quang Ngai to Dak Lak and Khanh Hoa will have moderate to heavy rain with a flow rate of up to 180mm.

Before this forecast, on the afternoon of December 1, the National Civil Defense Steering Committee (National Steering Committee) sent a telegram to the People's Committees of 4 provinces from Quang Ngai to Khanh Hoa , and relevant ministries, requesting responses to this heavy rain.
