Proactively respond to severe cold weather, strong winds at sea, and other natural disasters during the Lunar New Year holiday.

In anticipation of cold weather from February 17th to 19th, 2026, in the Northern region and Thanh Hoa province, with the possibility of severe cold in mountainous areas; and strong northeasterly winds and high waves at sea, the Thanh Hoa Provincial Civil Defense Command has issued a document requesting relevant departments, localities, and units to urgently implement response measures to minimize damage caused by natural disasters.

According to the National Center for Hydro-Meteorological Forecasting, during the aforementioned period, temperatures will generally range from 16–19°C, with some mountainous areas experiencing temperatures below 15°C. From the morning of February 17th, the Gulf of Tonkin will experience northeasterly winds of force 5–6, gusting to force 7–8; the northern part of the East Sea will have winds of force 6–7, gusting to force 8–9; and some other sea areas will experience strong winds with high gusts.

To proactively respond to severe cold weather and strong winds at sea during the Lunar New Year holiday, the Provincial Civil Defense Command requests that units closely monitor weather developments, promptly implement prevention and control plans, and regularly report to the Provincial Disaster Prevention and Control Command Office when situations arise.

During periods of severe cold, localities should strengthen information dissemination and guidance to the public on health protection measures; emphasizing the avoidance of using charcoal stoves for heating in enclosed rooms to prevent risks of loss of life. Simultaneously, they should educate and guide livestock farmers on sheltering barns, stockpiling feed, keeping animals warm, and preventing disease outbreaks; and implement measures to ensure safe production of rice, vegetables, and other crops.

Regarding strong winds at sea, relevant departments and coastal localities should closely monitor warnings and forecasts; promptly inform captains, owners of vessels and boats operating at sea to proactively take preventive measures, adjust production plans, and ensure the safety of people and property; and maintain communication to handle any adverse situations that may arise.

The Provincial Civil Defense Command also requested the Provincial Meteorological and Hydrological Station to strengthen forecasting, warning, and timely information; Thanh Hoa Newspaper, Radio and Television, Thanh Hoa Coastal Information Station, and the grassroots information system to intensify propaganda on weather developments, natural disasters, and response skills so that people can proactively prevent and minimize damage. Units are to organize 24/7 duty shifts and regularly report as required.
