The Ho Chi Minh City People's Council will comment and pass resolutions with 54 contents, including 27 legal resolutions and 27 individual resolutions, focusing on groups of issues: public investment, investment in the public-private model.

Financial and budgetary mechanisms and policies; fees and charges; decentralization of revenue sources and expenditure tasks between city-level budgets and commune-level budgets.
