President To Lam and President Putin agree on a series of important issues

Speaking at the event,President To Lam affirmed that the talks took place in an open and sincere atmosphere. President To Lam affirmed that Vietnam persistently pursues a foreign policy of independence, self-reliance, multilateralization, diversification, and being a friend, reliable partner, and responsible member of the international community for peace , stability, cooperation, and development in the world.

Vietnam always remembers the support of the Soviet Union (formerly) and Russia, saying that Russia is one of the priorities in Vietnam's foreign policy, and wishes to develop with Russia the long-standing traditional friendship and good cooperation that generations of leaders and people of the two countries have worked hard to cultivate.

The President affirmed that the talks between him and President Vladimir Putin were very successful. The two sides had in-depth discussions on bilateral cooperation areas and areas of mutual interest for the goal of national development, peace, and development cooperation in the region and the world. In that spirit, the two sides agreed on major orientations and measures to further strengthen the comprehensive strategic partnership between Vietnam and the Russian Federation.

The two sides agreed to strengthen relations on the basis of mutual trust, equality and mutual benefit, non-interference in each other's internal affairs, based on the fundamental principles of the United Nations Charter and international law. Not to form alliances or agreements with third parties to take actions that harm each other's independence, sovereignty, territorial integrity and fundamental interests, not to oppose any third party, and to support and continue to contribute to peace in the region and the world.

In terms of politics and diplomacy, the two sides agreed to continue to promote political trust through increasing contacts and exchanges of delegations at all levels, especially at the highest level. Promote cooperation mechanisms through the channels of the Party, State, Government, National Assembly, ministries, branches and localities. Exchange between generations, especially the younger generation.

Economic cooperation continues to be a pillar of the comprehensive strategic partnership. The two sides agreed to effectively implement, promptly negotiate and improve the free trade agreement between Vietnam and the Eurasian Economic Union. Efforts will be made to remove difficulties and obstacles caused by the unfavorable impacts of the world economy in order to promote bilateral trade and investment. The two sides support continuing to improve the efficiency of key projects in the fields of energy and oil and gas, creating favorable conditions for businesses of the two countries to expand investment and operate in each other's territories, in accordance with the laws of the two countries and international law.

In addition, the two sides agreed to soon expand research cooperation in the fields of new energy, clean energy, green transformation, and sustainable development.

The two sides wish to promote defense and security cooperation, respond to non-traditional security challenges, on the basis of international law and practice, and contribute to peace and security in the region and the world.

The two sides agreed to strengthen cooperation in the fields of transportation, science, technology and innovation, education and training, vocational training and labor, contributing to creating new momentum for economic growth. Promote cooperation, culture, arts, people-to-people exchange, and education of the younger generation.

The two sides agreed to continue creating favorable conditions for Vietnamese citizens in Russia and Russian citizens in Vietnam to live, study and work stably, serving as a bridge of friendship between the two countries.

Regarding regional and international issues, both sides support the building of a democratic, fair and transparent international relations system based on international law and the United Nations Charter, including: Not using force or threatening to use force, resolving disputes by peaceful means, promoting a new, open, inclusive, transparent, open and non-discriminatory multilateral trading system based on the World Trade Organization. Supporting an equal and indivisible Asia-Pacific regional structure based on international law; Promoting economic integration including: APEC, G20, Eurasian economic cooperation, welcoming Russia's cooperation with the Mekong sub-region, contributing to peace, stability and common prosperity in the world.

Regarding the East Sea, the two sides support the assurance of security, safety, freedom of navigation and aviation, not using or threatening to use force, resolving disputes by peaceful means in accordance with the United Nations Charter and international law, especially UNCLOS 1982, supporting the full implementation of the DOC, and early negotiations towards a substantive and effective COC in accordance with international law.

"On this occasion, the two sides adopted a Joint Statement on deepening the comprehensive strategic partnership between the two countries," said President To Lam.

For his part, President Putin thanked General Secretary Nguyen Phu Trong, the leaders and people of Vietnam for warmly welcoming the high-ranking delegation of the Russian Federation on a state visit to Vietnam.

"I would like to emphasize that Russia values the comprehensive strategic partnership with Vietnam and this relationship will continue to develop consistently, in the spirit of equality, mutual respect and respect for each other's interests," said President Putin.

According to President Putin, Vietnam and Russia are connected by a common history. In 2025, the two countries will celebrate the 75th anniversary of establishing diplomatic relations. Previously, the Soviet Union provided much support to Vietnam to overcome difficulties, helping Vietnam build a series of economic, infrastructure, and educational projects. The two countries also recently celebrated the 30th anniversary of signing the Treaty on the Basic Principles of Friendship between Vietnam and the Russian Federation. This is a fundamental document, serving as the basis for building and developing relations between the two countries.

"President To Lam and I have adopted a Joint Statement, supporting the principles of the Russia-Vietnam Comprehensive Strategic Partnership. These are new directions for future cooperation between the two countries," Mr. Putin emphasized.

Appreciating the talks between the two sides taking place in a good and substantive atmosphere, President Putin said: The two countries discussed in detail the key development directions; mentioned important international and regional issues; focused on economic and trade cooperation.

President Putin said that after the Free Trade Agreement between Vietnam and the Eurasian Economic Union took effect and was implemented in 2016, it created favorable conditions for the two countries to access each other's markets, as well as investment between the two countries,...

President Putin emphasized that Vietnam and Russia have gradually exchanged and started using the domestic currencies of the two countries. Last year, the rate of transactions in Russian Rubles and Vietnamese VND was equivalent to 40% of bilateral trade, and in the first quarter of this year it reached 60%, in which bilateral transactions had a large contribution from the Vietnam - Russia Joint Venture Bank, which has been operating in the market for 20 years and provides services and consumption to Russian and Vietnamese organizations. Mr. Putin especially appreciated the energy cooperation between the two countries, especially the effectiveness of the Vietsovpetro joint venture over the past 40 years.

President Putin highly appreciated the activities of the Vietnam-Russia Tropical Center, cultural and tourism cooperation between the two countries, and said that last year the two countries opened a direct flight from Russia to Vietnam, and this year they will open a direct flight from Russia to Ho Chi Minh City.

Regarding a number of key international and regional issues, Mr. Putin emphasized that the stance of Russia and Vietnam is "close". The two countries consistently respect international law, sovereignty, do not interfere in each other's internal affairs, and are interested in building a sustainable Asia-Pacific region, based on the principle of non-use of force and peaceful resolution of disputes.
