National Assembly Chairman Tran Thanh Man said that this session the National Assembly is very interested in education and training, with three draft laws, one resolution and one national target program related to this field. "Education and training is identified as a top national policy, going hand in hand with science and technology," the National Assembly Chairman emphasized.
According to the National Assembly Chairman, education and training in the coming period will be affected by science and technology, artificial intelligence (AI) and the need for high-quality human resources. Even the National Assembly, if it does not apply AI and advances in science and technology, cannot complete such a huge amount of legislation.
In that context, education and training must not only stop at teaching well and learning well in the traditional way, but must carry out a revolution in thinking.
The "thinking revolution" suggested by the National Assembly Chairman includes: shifting from imparting knowledge to passing exams to developing capacity and problem-solving ability; promoting the central role of teachers, from knowledge transmitters to guides and orienters; from teaching in a space of four walls to anytime, anywhere; assessment is not only based on exam scores but must be based on products and implementation processes...
The National Assembly Chairman also noted the importance of moral education in schools. As the previous views were very correct about "school is school, class is class, teacher is teacher, student is student, first learn etiquette, then learn knowledge". We must find a way to have teachers with heart, vision, good morality, high responsibility; students take morality as the root.
Health insurance must be affordable and accessible to all.
Regarding the investment policy for the National Target Program on health care, population and development for the 2026 - 2035 period, the National Assembly Chairman suggested that it is necessary to encourage the spirit of "prevention is better than cure".
Accordingly, it is necessary to promote preventive medicine, including disease control, expanded vaccination, lifestyle education, environmental sanitation, etc. This is the core principle to reduce the burden of disease on the people.

The National Assembly Chairman also mentioned the goal that General Secretary To Lam mentioned, that by 2026, every citizen should strive to have a periodic health check-up at least once a year. To do this, the National Assembly Chairman said that it is necessary to strengthen and improve the capacity of the grassroots health system, helping people to trust and have medical examinations here.
The National Assembly Chairman also recalled the draft law on health insurance (amended) that was passed, which stipulates the health insurance coverage without distinction of administrative boundaries. People are very excited because they no longer have to transfer hospitals or lines. However, the implementation process is also very arduous, if the National Assembly is not determined and strong, it will be difficult.
Notably, the National Assembly Chairman stated that health policy must be built in a pyramid shape. The bottom of the pyramid is preventive medicine; the body of the pyramid is specialized medicine; and the top of the pyramid is sustainable policies and finance.
The health sector must also apply technology, digital transformation and have breakthrough policies on human resources in the sector. At the same time, health insurance policies must also be convenient and suitable for people to easily access, reducing the burden of hospital fees and related costs when sick.
Regarding the national target program, the National Assembly Chairman noted that there must be goals accompanied by appropriate solutions. Unfeasible goals must be cut in the context of implementing a two-level local government.
The National Assembly Chairman also requested that the program's content must have specific indicators for evaluation and monitoring. After the program is approved, it is necessary to promptly issue documents guiding its implementation, especially the allocation of capital.
