According to VNA special correspondent, at noon on September 9 (local time), Chairman of the State Duma of the Russian Federation VV Volodin chaired the welcoming ceremony and held talks with Chairman of the National Assembly Tran Thanh Man.
Chairman VV Volodin warmly welcomed Chairman of the National Assembly Tran Thanh Man on his first visit to the Russian Federation after being elected by the Vietnamese National Assembly to the position of Chairman of the National Assembly; expressing his belief that on the basis of this visit, high-level contacts between the two countries' National Assemblies will take place more frequently, creating a solid foundation and actively contributing to the development of the Russia-Vietnam Comprehensive Strategic Partnership.
Mr. Volodin said that this is also the first visit of a key leader of the Party and State of Vietnam to the Russian Federation since the Russian Federation successfully held the presidential election, completed the Government and the very successful visit of the Chairman of the State Duma of the Russian Federation to Vietnam in October 10 as well as the State visit of the President of the Russian Federation Vladimir Putin to Vietnam in June 2023. The Russian side has prepared the best conditions for this visit of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly.
National Assembly Chairman Tran Thanh Man expressed his delight at leading a high-ranking delegation of the Vietnamese National Assembly to an official visit to the Russian Federation in his first overseas trip as Chairman of the National Assembly; and sincerely thanked Chairman of the State Duma of the Russian Federation Volodin and Chairman of the Federation Council of the Russian Federation Matvienko for inviting the delegation to pay an official visit to Russia this time.

The National Assembly Chairman congratulated the Russian Federation on its comprehensive and important achievements and results in recent times, ensuring socio-political stability, economic development, and enhancing its position in the international arena; especially congratulating the Russian Federation on successfully organizing local elections on September 8.
On behalf of the leaders of the Party, State and people of Vietnam, National Assembly Chairman Tran Thanh Man once again thanked the leaders of the Russian Federation for expressing condolences on the passing of General Secretary Nguyen Phu Trong and sending a delegation led by Deputy Chairman of the State Duma of the Russian Federation Tolstoy Petr Olegovich to attend the State funeral.
The National Assembly Chairman also thanked the Russian Federation's leaders for congratulating President To Lam on his election as General Secretary of the Central Committee of the Communist Party of Vietnam; and five days later, General Secretary and President To Lam had an important phone call with Russian Federation President Putin (August 5, 8).
National Assembly Chairman Tran Thanh Man affirmed that the Party, State and people of Vietnam always attach importance to the friendly and loyal relationship and appreciate the valuable support and assistance that the people of the former Soviet Union and the Russian Federation today have given to Vietnam.
The National Assembly Chairman highly appreciated the achievements after 30 years of signing the Treaty on the basic principles of Vietnam-Russian Federation friendship (June 16, 6 - June 1994, 16), more than 6 years of establishing the Vietnam-Russian Federation Comprehensive Strategic Partnership, towards the 2024th anniversary of establishing diplomatic relations between the two countries (January 10, 75 - January 30, 1). The relationship between the two countries continues to be promoted through high-level delegation exchanges from both sides.
Regarding the situation in Vietnam, National Assembly Chairman Tran Thanh Man said that after nearly 40 years of Doi Moi, Vietnam has achieved great achievements, with stable socio-political situation, strong economic recovery, and positive and comprehensive results in all fields. Vietnam is currently actively preparing conditions for the organization of the 2026th Party Congress as well as the election of deputies to the 2031th National Assembly and People's Councils at all levels for the XNUMX-XNUMX term.
At the talks, the two sides discussed and agreed on measures to promote and expand cooperation commensurate with the tradition and comprehensive strategic partnership between Vietnam and the Russian Federation; and coordinated to organize practical activities to celebrate the 75th anniversary of the establishment of diplomatic relations in 2025.
As legislative bodies, the two leaders agreed to coordinate, supervise, urge, promote, and create legal conditions for the executive agencies of the two countries to coordinate and implement bilateral cooperation activities in various fields.
Regarding cooperation between localities of the two countries, National Assembly Chairman Tran Thanh Man said that there are currently 20 pairs of relations between localities of Vietnam and the Russian Federation. The National Assembly Chairman suggested that localities of the two countries continue to promote more regular and practical exchange activities.
Regarding the Vietnamese community in Russia, the National Assembly Chairman thanked the National Assembly and the Government of the Russian Federation for their attention to creating conditions and ensuring security for the Vietnamese community to live, work and study stably in Russia, integrate into the local community, and contribute to being a bridge of friendship and cooperation between the two peoples. The two sides need to further promote labor cooperation and people-to-people exchange between the two countries. The National Assembly Chairman said that the two sides need to soon agree and sign agreements to attract Vietnamese workers to work in Russia and create more favorable conditions for travel and exchange between citizens of the two countries.
The two leaders agreed that inter-parliamentary cooperation is a very important pillar in bilateral cooperation channels, which is being constantly strengthened and developed well. The two sides regularly consult, coordinate, and actively support each other at regional and international multilateral parliamentary forums. National Assembly Chairman Tran Thanh Man emphasized that Vietnam attaches importance to the role of the State Duma and highly appreciates Mr. Volodin's personal role as Chairman of the State Duma, which has made an important contribution to promoting bilateral relations, including cooperation between the two countries' parliaments.
Currently, the cooperation mechanism of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation is the first and highest cooperation mechanism of the National Assembly of Vietnam with a legislative body of another country. The two sides have successfully organized two meetings. Within the framework of this visit, the two sides will co-chair the third meeting, aiming to review, support, and remove obstacles to promote this cooperation to develop more strongly, commensurate with the Comprehensive Strategic Partnership in the new situation.
Chairman of the State Duma of the Federal Assembly of the Russian Federation VV Volodin suggested that the two sides should continue to research, expand and establish new cooperation mechanisms, contributing to strengthening and deepening the comprehensive strategic partnership between the Russian Federation and Vietnam.
National Assembly Chairman Tran Thanh Man said that the two sides need to continue to increase the exchange of high-level delegations of National Assembly leaders, cooperation activities between National Assembly agencies, Friendship Parliamentarians' Group, Young Parliamentarians' Group, Female Parliamentarians' Group, and National Assembly deputies of the two countries; increase exchanges and sharing of legislative experiences, update information on parliamentary activities of each country; strengthen coordination in monitoring and urging the implementation of cooperation agreements signed by the two governments; build and perfect a favorable legal corridor, supporting the governments, localities, businesses and people of the two countries.
