Before the spirit of President Ho Chi Minh, on behalf of the delegation reporting to Uncle Ho, Vice President of the National Assembly, President of the Emulation and Reward Council of the National Assembly Standing Committee, Head of the Organizing Committee of the Patriotic Emulation Congress of the National Assembly Standing Committee Nguyen Thi Thanh expressed her pride and infinite gratitude to President Ho Chi Minh.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the 15th term of the National Assembly took place in a context where the country was facing many difficulties and challenges, but the National Assembly always firmly affirmed its role as the highest state power body and the highest representative body of the people.
"In that context, the idea of "taking the people as the root" and the spirit of patriotic emulation are truly the guiding light for the cadres and party members of the National Assembly's agencies to unite, uphold the sense of responsibility, overcome all difficulties, turn pressure into motivation, turn challenges into opportunities, "match words with actions", and achieve many important results," the Vice Chairman of the National Assembly emphasized.
Accordingly, the National Assembly has devoted all its efforts to completing all political tasks for the benefit of the nation and people. With 19 National Assembly sessions, 51 regular meetings and 50 other meetings of the National Assembly Standing Committee, the 15th tenure is a National Assembly term with a multi-fold increase in workload, many unexpected issues arise, requiring quick handling to promptly institutionalize the Party's policies, issue many important and urgent decisions to promote socio-economic development, and care for people's lives.
Keeping in mind Uncle Ho's teaching "Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might", the National Assembly agencies and National Assembly deputies are always dedicated, ready to work overtime, struggling to find and research optimal solutions so that the National Assembly's decisions not only meet practical requirements but also achieve high consensus; so that the voices and aspirations of voters reach the parliament and each deputy truly becomes a trustworthy bridge between the People and the State.
The National Assembly has strongly innovated in performing legislative and supervisory functions, deciding on important national issues, and actively transforming digitally.
With great efforts, constantly innovating legislative thinking, considering institutional improvement as the "breakthrough of breakthroughs", the National Assembly has so far completed 99% of its legislative tasks. Notably, at the Ninth Session, the National Assembly passed the Resolution amending and supplementing a number of articles of the 2013 Constitution with absolute consensus, demonstrating the unity of the Party's will and the people's heart, affirming the pioneering role, innovation capacity and strategic thinking of the National Assembly in creating development institutions for the new era.
At the same time, deploy with high quality and efficiency 7 supreme supervision topics, 7 supervision topics of the National Assembly Standing Committee and 14 question and answer sessions focusing on issues of social concern, organize scientific, methodical and in-depth supervision, creating clear changes in state management in many fields.
In keeping with the times, the research and operation of the Digital National Assembly, the National Assembly App 2.0 and the AI Virtual Assistant have clearly changed the working method of the National Assembly, helping delegates have more modern means to access information, monitor the activities of state agencies, get closer to voters, and gradually build the image of a dynamic, modern and professional National Assembly.
Along with that, the National Assembly and its agencies have strongly radiated the spirit of patriotic emulation. The XV term marked the first time the National Assembly Standing Committee issued a separate emulation and reward mechanism for National Assembly deputies and agencies; which is the foundation to promote the emulation movement, promptly encourage direct workers, appreciate products, initiatives, and typical examples, turn patriotic emulation into a culture of dedication, creating a resonance strength from the spirit of solidarity, innovation, and creativity.
Joining hands with the whole country in practical emulation movements, over the years, many collectives and individuals have been honored and awarded Medals, Certificates of Merit, and Commemorative Medals "For the cause of the Vietnamese National Assembly".
To realize the goal of building a democratic, prosperous, civilized, happy country, steadily moving towards socialism, the Vice Chairman of the National Assembly stated that the road ahead requires the National Assembly to continue to innovate more strongly and decisively; the cadres of the National Assembly must be wholehearted, proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility.
"Amidst the red color of the national flag, Uncle Ho's call for patriotic emulation from the Viet Bac resistance base to this day remains an endless source of encouragement, reminding us of our responsibility to serve the people and our sacred duty to the Fatherland."
Emphasizing this, before the spirit of President Ho Chi Minh, on behalf of the Delegation, Vice President of the National Assembly Nguyen Thi Thanh affirmed: absolute loyalty to the Party, to the Fatherland and to the People; always put national and ethnic interests above all; strive to build a National Assembly that is "Democratic - Rule of Law - Professional - Modern - Effective - Efficient"; Continue to innovate emulation and reward work; make emulation a driving force for innovation and creativity, a sense of self-awareness and responsibility of each agency, unit and individual; constantly cultivate and practice revolutionary ethics; resolutely prevent and combat corruption, bureaucracy and waste; build a clean and strong National Assembly, a symbol of national unity, worthy of the trust of compatriots and voters nationwide.
The 1st National Assembly Standing Committee Patriotic Emulation Congress (2025 - 2030) has the following tasks: Summarizing and evaluating the results of organizing and implementing the patriotic emulation movement and commendation work in the period of 2020 - 2025; proposing directions and tasks for organizing and implementing the patriotic emulation movement and commendation work of the National Assembly Standing Committee in the period of 2025 - 2030; drawing lessons and experiences in organizing the patriotic emulation movement and commendation work, discovering, fostering and replicating advanced models to continue innovating emulation and commendation work to achieve high efficiency in the coming time. At the same time, praising achievements and honoring collectives, individuals, typical advanced and outstanding examples in the 5 years (2020 - 2025).
The Congress is also an opportunity for cadres and civil servants in the agencies of the National Assembly Council, the National Assembly Committees, the National Assembly Office, the Party Committees of the advisory and supporting agencies of the National Assembly Party Committee to continue to strive to compete, promote creativity and solidarity; create motivation to successfully complete political tasks in legislative work, supervision and decision-making on important issues of the country according to the Resolution of the 1st National Assembly Party Congress, term 2025 - 2030, contributing to the successful implementation of the country's socio-economic development tasks.
