Accordingly, directors of departments, branches, and chairmen of People's Committees of wards, communes, and special zones, together with heads of agencies, units, organizations, and unions, proactively organize to closely monitor forecast information and developments of storm No. 3; promptly direct and deploy disaster response work; proactively deploy work to ensure safety of people, vehicles, and property, especially for tourist destinations , aquaculture, fishing, and constructions at sea, islands, coastal areas, rivers, streams, hills, mountains, and mineral exploitation...

The City Military Command directed the Border Guard Command to promptly notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid; escape or not enter dangerous areas (pay special attention to vehicles operating in the waters of Hoang Sa and Bac Bo Gulf); call on ships to urgently come ashore or find safe shelter...

In addition, proactively develop plans to ensure the safety of vessels and have appropriate production plans, ensure the safety of people and property, maintain communication to promptly handle possible situations; continue to organize vessel counting...

At the same time, based on the developments of storm No. 3, proactively decide to ban fishing boats, transport ships, and tourist boats from going to sea.

The City Police coordinated with the Border Guard Command, the Department of Agriculture and Environment and coastal localities to guide fishermen to implement solutions and measures, and arrange permanent forces for fire prevention and fighting when anchoring boats to avoid storms at Tho Quang fishing port, Man Quang bay and other planned anchoring and sheltering points, to prevent fires and explosions; to ensure security, order and safety of State and people's assets.

Da Nang Maritime Port Authority inspects and reviews anchoring to ensure safety for cargo ships and transport ships when anchoring in Da Nang Bay.

The Department of Culture, Sports and Tourism, People's Committees of communes, wards, special zones and relevant agencies and units regularly update the situation and information on natural disasters so that authorities at all levels and people know and proactively respond.

Localities and units managing reservoirs regularly and closely monitor the water level of reservoirs, organize safety inspections of reservoirs in the area; prepare forces, means and equipment to promptly handle incidents, ensure safety of works, and protect the lives and property of people in the reservoir area and downstream of dams.

Departments, branches, sectors, People's Committees of communes, wards, special zones and related units closely monitor the developments of storm No. 3 to proactively handle possible situations...

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on July 20, the center of the storm was located at about 21.9 degrees north latitude, 113.4 degrees east longitude, in the northern area of the North East Sea, about 630km east of the coast of Quang Ninh - Hai Phong with the strongest wind near the center of the storm at level 12, gusting to level 15; the storm is moving west at a speed of 20-25km/hour.

Forecast at 1:00 p.m. on July 21, the center of the storm is at about 20.8 degrees north latitude, 108.9 degrees east longitude, in the eastern area of the northern Gulf of Tonkin with the strongest wind at level 11-12, gusting to level 15.

At 1:00 p.m. on July 22, the storm's center was at about 20.2 degrees north latitude, 106.6 degrees east longitude, on the coastal area from Quang Ninh to Thanh Hoa with the strongest wind at level 10-11, gusting to level 14.

Due to the influence of the storm, the northern area of the North East Sea has strong winds of level 8-10, the area near the storm center has winds of level 11-12, gusting to level 15; waves are 5-7m high, and the sea is very rough.

The northern Gulf of Tonkin (including Bach Long Vi, Co To, Cat Hai, Hon Dau islands) has strong winds of level 6-7, then increasing to level 8-9, near the storm center level 10-11, gusting to level 14, waves 3-5m high.

The sea area in the southern Gulf of Tonkin (including Hon Ngu Island) has strong winds of level 6-7, near the storm center of level 8-9, gusts of level 11, waves 2-4m high.

The coastal area of Hai Phong - Quang Ninh is at risk of flooding due to storm surge of 0.5-1m, total water level of 4-5m at noon and afternoon of July 22.

From the evening and night of July 21, coastal areas from Quang Ninh to Nghe An will have strong winds of level 7-9, near the storm center, level 10-11, gusting to level 14. Inland, winds will be level 6-7, gusting to level 8-9.

From July 21 to 23, provinces and cities in the Northeast, the Northern Delta, Thanh Hoa, and Nghe An will have heavy to very heavy rain with rainfall ranging from 200-350mm, with some places experiencing over 600mm. The Northern region and Ha Tinh will have moderate to heavy rain with rainfall ranging from 100-200mm, with some places experiencing over 300mm.

Warning of risk of rain intensity greater than 150mm in 3 hours.
