The Chairman of the Provincial People's Committee requested departments, branches, sectors and People's Committees of communes, wards and Phu Quy special zone to closely monitor the developments of storm No. 15, regularly update information and promptly notify people to proactively prevent. Localities must not be subjective or negligent; must proactively deploy measures to prevent, combat and minimize damage; develop appropriate production plans and maintain smooth communication to promptly handle possible situations.
The grassroots shock force needs to urgently inspect and review coastal residential areas, stream banks, low-lying areas and areas at risk of landslides and flooding, especially those that have experienced heavy rain and flash floods in the past days. Localities must review the safety of lakes, dams, and reservoir operation plans; at the same time, strengthen construction order management, strictly handle encroachment on flood escape corridors, and illegal construction of lakes and dams. Preparations for rescue forces and means must be fully implemented, ready to respond to emergencies; on-duty and reporting regimes must be strictly maintained.
The Provincial Civil Defense Command is assigned to closely monitor weather developments, be on duty 24/7, review high-risk areas, proactively evacuate people to safe places when necessary, and prepare forces and materials according to the "4 on-site" motto for effective rescue.
The Department of Agriculture and Environment is responsible for monitoring the development of natural disasters; urging units to carry out assigned tasks. The Provincial Border Guard must promptly inform vessels operating at sea of the location and direction of the storm, guide vessels to take shelter safely, maintain communication and prepare rescue forces. Coordinate with the Binh Thuan Maritime Port Authority and the Fishing Port Management Board in arranging vessels to enter and exit the port safely, not allowing vessels to leave the port when safety conditions are not met.
The Department of Construction needs to review the workforce, materials, and equipment for disaster prevention; ensure safety for construction works, urban technical infrastructure systems, especially drainage and works under construction; and coordinate to promptly handle incidents to ensure traffic safety in case of prolonged rain and floods.
Owners of irrigation and hydroelectric reservoirs in the province must regularly monitor rain and floods, regulate reservoir capacity according to regulations, ensure safety of works and downstream areas; strictly comply with reservoir operation procedures and emergency response plans; check and deploy plans to ensure dam safety in all situations.
The Chairman of the Provincial People's Committee requested agencies, units and localities to seriously implement, closely coordinate, ensure proactiveness in all situations, and be determined to minimize damage to people and property of the State and People.
