Chairman of the Provincial People's Committee Nguyen Van Son inspected the construction site of the Tuyen Quang - Ha Giang expressway in Ham Yen district.

Tuyen Quang - Ha Giang Expressway Project (section through Tuyen Quang province has a length of over 77 km. Currently, the road and bridge sections (of 6 construction packages), the construction units have simultaneously deployed construction with more than 90 construction teams. The total implementation value reached 28% of the contract value. The site clearance progress reached over 92%, with 5.3 km of uncleared land scattered across the entire route. At the same time, there are also problems arising from the lack of roadbed materials and the lack of stone materials supplied to the Project.

Otherwise, it will be impossible to complete the work of clearing 100% of the site to hand over to the construction contractor in March 2025, affecting the construction progress, making it difficult to urge and direct the construction and there is a risk that the project will be behind schedule.

At the meeting with localities, investors and contractors, delegates discussed the rapid completion of resettlement areas, creating conditions for people to resettle and stabilize their lives. Continue to mobilize households that have not agreed and propose solutions to resolve bottlenecks, the policy of adjusting land use planning of Tuyen Quang city and Yen Son district; consider and increase the exploitation capacity of some stone mines to contribute to speeding up the construction progress of the project.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Van Son emphasized that the Tuyen Quang - Ha Giang Expressway is the province's political determination to promote socio-economic development. This is a national key project that the National Assembly, the Government, and provincial leaders pay great attention to and regularly urge. The Provincial People's Committee has launched a competition to complete the Tuyen Quang - Ha Giang Expressway Project in response to the Government's peak competition "500 days and nights of competition to complete 3,000 km of expressway" to mobilize the strength of the entire political system, organizations, individuals, and people of all walks of life in the province to compete to complete the work related to the project.

To resolve difficulties in the construction of the Tuyen Quang - Ha Giang expressway project, the Chairman of the Provincial People's Committee requested the People's Committee of Ham Yen district to urgently clear the land for forestry companies; conduct dialogues to resolve difficulties in clearing the land for households, to complete the project before March 2025; actively speed up the construction progress of resettlement areas; urgently complete procedures to grant land use right certificates to households; ensure items and conditions for people to be able to build houses.

For Yen Son district, focus on resolving all problems related to site clearance and handing over 100% of the site to contractors in March. The Department of Agriculture and Environment needs to proactively guide districts to resolve difficulties in site clearance, construction of resettlement areas, and issuance of land use right certificates to people. The Department also needs to prepare propaganda materials for people who have not yet complied with the relocation; advise the province on how to resolve problems related to materials such as earth fill, waste dumping, and construction stone materials to remove difficulties for businesses.

He suggested that the Project Management Board of Traffic Works should regularly monitor and urge contractors to resolve problems; for items related to a project that can be assigned to a contractor, they should proactively advise the Provincial People's Committee to immediately implement it. The construction of the Tuyen Quang - Ha Giang Expressway must be carried out in the spirit of overcoming the sun and rain, working in three shifts and four shifts; focusing on human and material resources to ensure the construction progress is accelerated.
