Chairman of the Provincial People's Committee Pham Anh Tuan held a meeting to listen to reports on state-owned enterprise activities.

Comrade Pham Anh Tuan - Chairman of the Provincial People's Committee chaired the meeting. Attending were Comrade Nguyen Tuan Anh - Vice Chairman of the Provincial People's Committee; representatives of provincial departments and branches; leaders of state-owned enterprises, state-owned enterprises under the management of the Provincial People's Committee and representatives of state capital in enterprises.

According to the report of the Department of Finance, in the first 9 months of 2025, despite the difficult domestic and foreign economic context, especially the impact of the restructuring of the state administrative apparatus, enterprises with the Gia Lai Provincial People's Committee as the representative agency of ownership and state capital have made efforts to maintain stable production and business activities.

The leaders of the Department of Finance reported on the performance of state-owned enterprises and state-owned enterprises in the province in 2025.

Specifically, in the first 9 months of 2025, 18 enterprises with 100% state capital under the management of the province had a total investment capital of 4,386.16 billion VND. The enterprises have made efforts to maintain production and business, ensuring jobs and income for workers. Results for the first 9 months of 2025: Total revenue reached 1,126.40 billion VND, equal to 81.83% of the annual plan and 119.56% compared to the same period in 2024. Pre-tax profit reached 130.13 billion VND, equal to 107.33% of the annual plan and 165.93% compared to the same period in 2024. State budget payment reached 333.35 billion VND, equal to 89.27% of the annual plan and 103.90% compared to the same period in 2024. Estimated performance for the whole year of 2025: Total revenue reached 1,406.95 billion VND (102.21% of the plan, 111.68% compared to 2024). Pre-tax profit reached 120.57 billion VND (99.45% of the plan, 104.70% compared to 2024). State budget payment was 380.69 billion VND (101.95% of the plan, 105.24% compared to 2024).

Enterprises with 51% of charter capital held by the State, in the first 9 months of 2025, basically stably implemented the 2025 production and business plan. Revenue reached 482.41 billion VND, equal to 72.75% of the annual plan and increased by 13.15% over the same period in 2024; estimated implementation for the whole year of 2025 reached 664.60 billion VND, equal to 100.22% of the plan and increased by 7.62% compared to the implementation in 2024. Profit before tax reached 51.41 billion VND, equal to 76.16% of the annual plan and increased by 1.74% over the same period in 2024; Estimated for the whole year of 2025 is 67.54 billion VND, equal to 100.04% of the plan and an increase of 6.63% compared to 2024. Profit after tax is 41.02 billion VND, equal to 75.95% of the yearly plan and a decrease of 1.76% compared to the same period in 2024; estimated for the whole year of 2025 is 54.03 billion VND, equal to 100.04% of the plan and an increase of 7.02% compared to 2024. State budget contribution is 44.13 billion VND, equal to 82.89% of the yearly plan and an increase of 5.51% compared to the same period in 2024; estimated for the whole year of 2025 is 54.24 billion VND, equal to 101.89% of the plan and an increase of 8.89% compared to 2024.

Enterprises with less than 50% of charter capital held by the State, in the first 9 months of 2025, achieved total revenue of VND 1,499.78 billion, equal to 70.18% of the yearly plan; estimated to achieve the whole year of 2025 to reach VND 2,042.09 billion, equal to 95.56% of the plan and an increase of 1.21% compared to the implementation in 2024. Pre-tax profit reached VND 285.39 billion, equal to 80.67% of the yearly plan; estimated for the whole year of 2025 to reach VND 349.02 billion, equal to 98.66% of the plan and equal to 97.69% compared to 2024. Profit after tax reached VND 240.19 billion, equal to 82.23% of the yearly plan; Estimated implementation in 2025 is 288.29 billion VND, equal to 98.70% of the plan and 95.86% compared to 2024. State budget contribution is 122.54 billion VND, equal to 82.25% of the yearly plan; estimated for the whole year of 2025 is 139.79 billion VND, equal to 93.84% of the plan and 87.50% compared to 2024.

Regarding the 2026 plan, enterprises with 100% state capital are expected to achieve total revenue of VND 1,447.41 billion, pre-tax profit of VND 117.87 billion, and budget contribution of VND 383.49 billion. Average growth rate in the period 2026-2030: revenue growth of 11.33%, pre-tax profit of 19.24%, budget contribution of 8.16%.

For enterprises with 51% of charter capital held by the State, the 2026 plan is expected to achieve total revenue of VND 690.28 billion, pre-tax profit of VND 55.71 billion, budget contribution of VND 52.89 billion. Average growth rate in the period 2026-2030: revenue growth of 3.34%, pre-tax profit of 2%, budget contribution of 0.33%.

Enterprises with less than 50% of charter capital held by the State are expected to achieve a total revenue of VND 2,187.00 billion in 2026, pre-tax profit of VND 358.75 billion, and budget contribution of VND 156.13 billion. Average growth rate in the period 2026-2030: revenue growth of 15.54%, pre-tax profit of 17.70%.

At the meeting, representatives of enterprises reported on their operations, production and business results and pointed out some difficulties and problems arising after implementing the arrangement of administrative units and the 2-level local government model; at the same time, they recommended that the province consider and support in developing a project to arrange and reorganize enterprises with similar functions and fields to improve management and operational efficiency.

Concluding the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan requested state-owned enterprises to clearly identify growth potential, increase the application of science and technology, and promote digital transformation in production and business activities. In particular, business leaders need to innovate their working methods, change their leadership mindset in the spirit of "revolution", creativity, breakthroughs and apply modern technology to improve productivity and operational efficiency. In addition, businesses need to urgently develop enterprise restructuring projects, based on reviewing the projects, the province will have specific directions and instructions to ensure compliance with the actual situation, improve operational efficiency, and promote the role of state-owned enterprises in the new period.

The Chairman of the Provincial People's Committee emphasized that relevant departments and branches must take partial responsibility for the growth of enterprises in their respective sectors and fields. Departments and branches must work with enterprises in their respective sectors to discuss and plan for growth potential. At the same time, together with enterprises, develop a detailed and specific plan for the next 5-year development plan, thereby setting growth targets with basis, solutions and high feasibility.

The head of the provincial government requested the tax, customs, banking, and social insurance sectors to increase support and create favorable conditions for state-owned enterprises to operate and develop stably and sustainably.
