(gialai.gov.vn) – On the afternoon of November 14, at the headquarters of the Provincial Citizen Reception Committee, Chairman of the Provincial People's Committee Pham Anh Tuan chaired a regular citizen reception session to review and direct the resolution of complaints, denunciations, recommendations and reflections from citizens in the province. Attending the reception were comrade Huynh Thuy Van - Vice Chairman of the Provincial People's Council; leaders of relevant departments, branches, sectors and localities.

At the meeting, representatives of the households of Ms. Le Thi Danh, Le Thi Qua, Le Thi Du, Le Thi Thua and Mr. Ho Van Phung (residing in Tuy Phuoc commune), complained and requested to resolve the allocation of resettlement land corresponding to the area of ​​residential land recovered (500m² of residential land) due to the impact of site clearance for the Diem Van Urban and Eco-tourism Construction Project because according to the project's resettlement plan, the households of Mr. and Mrs. Le Thi Danh and Le Thi Thua were allocated 02 resettlement plots with a total area of ​​275m² (first plot 175m², second plot 100m² - corner plot).

After listening to the report on the results of the inspection and verification of the Inter-sectoral Working Group, the opinions of the specialized agencies and the presentation of the thoughts and aspirations of the households, Chairman of the Provincial People's Committee Pham Anh Tuan determined that the area of ​​500m² of residential land recovered from the households was land in rural areas. When the new urban area was formed, the value of this land increased significantly. Therefore, the conversion from rural residential land to urban residential land and the arrangement of 02 resettlement lots with a total area of ​​275m² was in accordance with regulations, ensuring the rights of the people. On that basis, the Chairman of the Provincial People's Committee agreed with the approved compensation and resettlement plan for the households.

In the case of Ms. Tran Thi Thanh Trang (daughter of Mr. Tran Van Tin, residing in Quy Nhon ward), she complained about Decision No. 1056/QD-UBND dated February 26, 2025 of the Chairman of the People's Committee of Quy Nhon city (old) resolving the first complaint about her request to hand over 01 residential land plot, collect land use fees according to the market land price due to the impact of the Land Acquisition and Site Clearance Project for the Urban Improvement Project of Residential Area 9A, Dong Da ward, Quy Nhon city (now in Quy Nhon ward), because her household has a house and land with an area of ​​39m² built by her parents and given to her (this house is independent, has a separate structure from her parents' main house, has electricity, water, and separate ancillary works).

Through verification, the competent authority determined that Ms. Trang's request to be allocated 01 residential land plot and collect land use fees at market price is not valid for consideration and settlement according to current regulations. However, considering the actual conditions of Mr. Tin's household and Ms. Trang's household living together in a cramped space with a large population, the Chairman of the Provincial People's Committee requested Ms. Trang to submit an application to buy social housing to the Department of Construction for consideration and to facilitate settlement according to regulations, contributing to stabilizing the family's life.

Regarding the case of Ms. Mai Thi Cho, Mr. Le Van Quoc (residing in Quy Nhon Dong ward) complained and requested to review the land compensation price because he thought the price was still low; requested to allocate resettlement land to his household due to the impact of land acquisition and clearance for the construction of the Suoi Ca Residential Area Technical Infrastructure Construction Project, Nhon Ly commune, Quy Nhon city (now in Quy Nhon Dong ward); at the same time, there was a reflection and comparison of the cases of Mr. Nguyen Chanh Manh's household and Mr. Nguyen Minh Toa's household, both affected by the above project, having vacant land recovered, having no house but having been considered for land allocation by the People's Committee of Quy Nhon city (Petition arising in 2022).

Through verification, the land of Mrs. Mai Thi Cho and Mr. Le Van Quoc's household is reclaimed land, so it does not meet the conditions for resettlement land allocation. Compensation has been implemented in accordance with the land origin, unit price and policy applied at the time of recovery, there is no basis for resolving the request to increase the compensation unit price of the households. At the same time, through review, the Suoi Ca Residential Area Technical Infrastructure Project, Nhon Ly Commune, does not have the case of Mr. Nguyen Chanh Manh and Mr. Nguyen Minh Toa's household having their land recovered as reflected and compared by Mrs. Cho and Mr. Quoc.

Considering the circumstances of Mrs. Mai Thi Cho and Mr. Le Van Quoc's household, Chairman of the Provincial People's Committee Pham Anh Tuan requested relevant agencies to consider and apply support for career conversion and job creation for their household to stabilize their lives.

Chairman of the Provincial People's Committee Pham Anh Tuan also affirmed that the provincial leaders always listen to and resolve each case of citizen complaints and petitions in a reasonable manner in accordance with the provisions of the law. He also requested that the cases and petitions that the province has resolved in accordance with the law must be strictly complied with in order to ensure social order and safety, creating a good environment for the province to develop.
