
On the afternoon of July 20, comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee inspected the work of preventing storm No. 3 at the ports: Chua Ve, Tan Vu, Nam Dinh Vu and Cat Bi International Airport, some areas in Hai An ward and Thai Tan commune. Accompanying him were comrades Bui Van Thang, member of the Standing Committee of the City Party Committee, Director of the Department of Agriculture and Environment, and Tran Van Quan, Vice Chairman of the City People's Committee.

After listening to the reports of the units, Chairman of the City People's Committee Le Ngoc Chau acknowledged the readiness and proactiveness in storm prevention work in the seaport area, ensuring compliance with the direction of the Central Government and the city.
However, he noted that this is a strong storm, with the greatest impact at the front of the waves and winds, so storm prevention work must be highly focused. The pre-storm period is extremely important, there is not much time left, units and businesses must focus on implementing measures to ensure the safety of people and property, especially at vulnerable locations, wharves, ports, port logistics areas, etc.
It is necessary to brace and lower the height of stacked containers and cranes, guide ships and watercraft to anchor in safe shelters, and ensure the safety of workers and laborers.
From the experience of preventing storm Yagi last year, the Chairman of the City People's Committee requested units to promote effective prevention measures, and at the same time learn from the limitations of the previous storm to best respond to this third storm.

At Cat Bi International Airport, the Chairman of the City People's Committee requested the unit to promptly deploy comprehensive response plans, ensure stable operation of the information and communication system, check and tie down works and stations according to the approved plan. Arrange technical forces to be on duty 24/7, ready to handle all incidents, develop response plans for bad weather situations, assign tasks clearly, and proactively and effectively handle emergency situations.

After listening to the report on storm prevention work No. 3 in Hai An ward, the Chairman of the City People's Committee requested the locality to closely monitor the storm's developments, strictly implement the direction of the Central and the City, coordinate regularly and closely with relevant units, ensure the implementation of the "four on-site" motto, focus on protecting vulnerable locations, construction works, and aquaculture huts. Prepare well the material facilities for storm prevention work, have plans to evacuate people if necessary, and ensure absolute safety for people and property.
The preparation for the organization of the Party Congress of Hai An Ward needs to have a backup plan in case of being affected by the storm to ensure the best conditions and successfully organize the Party Congress of the wards.
Inspecting the canal system, concentrated rice planting areas and Chu Dau pumping station in Thai Tan commune, Chairman of Hai Phong City People's Committee Le Ngoc Chau requested agencies, units and localities to focus highly and proactively take measures to respond to storm No. 3. In particular, it is necessary to prioritize protecting agricultural production from the impact of storm No. 3.

Emphasizing that the West Hai Phong area may be affected by heavy rains caused by storm No. 3, Chairman of Hai Phong City People's Committee Le Ngoc Chau requested the irrigation works exploitation unit to continue lowering the water level of the main canal, arrange sufficient human resources and machinery, and be ready to respond when heavy rains occur, minimizing the impact on newly planted rice and vegetables.

He requested that fish cage farmers closely monitor the storm and flood situation, proactively reinforce cages, and not stay in cages when not necessary to ensure safety...

Vice Chairman of the City People's Committee Nguyen Minh Hung inspected the landslide-prone area at the foot of Thien Van mountain, Kien An ward.
This area currently has about 120 households. With the risk of storm No. 3 causing major impacts, the locality needs to quickly have a plan to evacuate households living nearby before the storm makes landfall in Hai Phong. The epidermis on Thien Van hill needs to be cleared to facilitate storm prevention work.

At Mat Rong fishing port, Nam Trieu ward, Vice Chairman of the City People's Committee Nguyen Minh Hung reminded the locality and requested businesses to seriously implement storm prevention solutions; reinforce and securely tie goods; ensure safety for anchored ships and boats.
