Ho Chi Minh City People's Committee has just issued Decision No. 2991/QD-UBND on the establishment of the Steering Committee for the implementation of the Ho Chi Minh City Ring Road 4 construction investment project (Ring Road 4 Steering Committee).
Accordingly, the Steering Committee of Ring Road 4 has 15 members. Of which, Ho Chi Minh City has 7 members including: Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc (as Head of the Committee), 2 Vice Chairmen of the People's Committee, Mr. Bui Xuan Cuong (Permanent Deputy Head of the Committee) and Mr. Hoang Nguyen Dinh (Deputy Head of the Committee in charge of directing the compensation, support and resettlement of the Project)...
On the Dong Nai side, there is Mr. Ho Van Ha, Vice Chairman of the Provincial People's Committee as Deputy Head of the Committee and 3 other members: Director of the Department of Construction and 2 Deputy Directors of the Department of Finance and the Department of Agriculture and Environment (NN-MT).
Tay Ninh province has 4 members including Mr. Nguyen Minh Lam, Vice Chairman of the Provincial People's Committee as Deputy Head of the Committee and 3 other members including: Director of the Department of Construction and 2 Deputy Directors of: Department of Finance and Department of Agriculture and Environment.
According to the above decision, the Department of Construction of Ho Chi Minh City is the standing agency of the Steering Committee of Ring Road 4.
The Steering Committee for Belt Road 4 has the following functions, tasks and powers: Directing the implementation of the project in accordance with Resolution No. 220/2025/QH15 of the National Assembly, Resolution No. 297/NQ-CP of the Government and current legal regulations.
At the same time, the Steering Committee for Beltway 4 must promptly resolve any problems arising in the process of organizing and implementing the Project; in cases beyond its authority, it must promptly report to the National Assembly, the Government, and the Prime Minister for consideration and decision.
In addition, the Steering Committee of Ring Road 4 also directed the implementation of the Project Coordination Regulations between ministries, branches, Ho Chi Minh City People's Committee, Dong Nai and Tay Ninh Provincial People's Committees and related units.
In addition, the Steering Committee for Beltway 4 is also allowed to invite organizations and experts to advise, give comments and feedback on related issues during the implementation process; and assess mechanisms, policies, organizations and measures for project implementation.
The above Decision also stipulates the principles and working regime of the Steering Committee of Ring Road 4. Specifically: Working under a part-time regime, the specific tasks of each member are assigned by the Head of the Committee; the Head and Permanent Deputy Head of the Committee are allowed to use the seal of the Ho Chi Minh City People's Committee to perform their duties and manage the activities of the Steering Committee; other members use the seal of the agency or unit in charge to perform their assigned tasks.
Ho Chi Minh City Department of Construction uses its current apparatus and personnel to assist and carry out tasks assigned by the Steering Committee of Ring Road 4.
The operating expenses of the Steering Committee for Ring Road 4 are implemented in accordance with current laws.
Previously, the 15th National Assembly passed Resolution No. 220/2025/QH15 on investment policy for the above Project. The investment project is about 159.31km, divided into 10 component projects.
The project uses about 1,421 hectares of land. Of which, the area of land acquisition, compensation, support, and resettlement is about 1,416 hectares (rice land is about 456 hectares and other types of land according to land regulations is about 960 hectares).
The total preliminary investment of the project is about 120,413 billion VND (central budget capital is about 29,688 billion VND; local budget capital is about 40,093 billion VND; capital mobilized by investors is about 50,632 billion VND).
The project will be implemented from 2025, completed and put into operation and exploitation in 2029...
