Commune Chairman was mobilized and appointed teachers

(Dan Tri) - The Chairman of Thanh Hoa province has issued regulations on decentralization of authority to recruit, use, and manage teachers, managers, civil servants, and workers in educational institutions in the area.

According to the new regulations, the Department of Education and Training (DET) is assigned to preside over and coordinate with the Department of Home Affairs and the People's Committees at the commune level to carry out the recruitment and admission of civil servants to public educational institutions under the management of each unit.

The Director of the Department of Education and Training has the authority to mobilize, second, receive or transfer teachers, managers, civil servants and employees between public educational institutions under his/her management; coordinate with the People's Committee at the commune level in mobilizing and seconding personnel between units under the two management levels.

For the People's Committee at the commune level, the Chairman of the People's Committee of the commune or ward is authorized to carry out the mobilization, secondment, reception and transfer of work for teachers, managers, civil servants and workers between public educational institutions under their management.

The Chairman of the People's Committee at the commune level also has the authority to decide on the appointment and change of professional titles and job positions, as well as implement salary, allowance, reward, termination, retirement and other policies for teachers and employees in public educational institutions under their management.

The Director of the Department of Education and Training has the authority to decide on the appointment and change of professional titles; change of job positions; implementation of salary, allowance, bonus regimes; termination, retirement regimes and other policies for teachers, managers, civil servants and employees in public educational institutions under his/her management authority.

The Chairman of the People's Committee of Thanh Hoa province assigned the Department of Education and Training to preside over and coordinate with the Department of Home Affairs to advise the Provincial People's Committee on organizing training and professional development for teachers, managers and education officials; at the same time, guide the People's Committees at the commune level to implement training and development contents in accordance with the provisions of law and the direction of the province.
