Focus on planning work to ensure long-term livelihoods for people

DBP - Continuing the working program in Dien Bien province, on the morning of October 28, Deputy Minister of Agriculture and Environment Vo Van Hung and the working delegation worked with the leaders of the Provincial People's Committee. At the meeting, the Department of Agriculture and Environment reported on the results of implementing the resettlement of residents in urgent natural disaster areas, adjusting Project 666 and implementing the National Target Program on new rural construction and sustainable poverty reduction for the period 2021 - 2025 in Dien Bien province.

In 2024, with the attention of the Government and central ministries and branches, Dien Bien province was allocated 200 billion VND from the central budget reserve fund to overcome the consequences of storm No. 3 and floods (according to Decision No. 1660/QD-TTg of the Prime Minister). The Provincial People's Committee has allocated detailed capital for 18 projects, including 3 projects to stabilize the population for 74 households in Phin Ho commune (former Nam Po district) and Muong Pon (former Dien Bien district) with a total investment of more than 22 billion VND. To date, all 3 projects have been completed; 13 other projects are under construction, 2 irrigation projects are having their economic and technical reports appraised. Dien Bien province has disbursed 41.8 billion VND, reaching 20.9% of the plan.

In 2025, due to the impact of heavy rains and floods, Dien Bien has arranged stable housing for 244 households in 7 residential areas in the communes of Xa Dung, Tia Dinh, Muong Luan, Na Son... using the central reserve fund and support from localities and enterprises. Currently, households have basically stabilized their housing; resettlement areas are completing essential infrastructure such as electricity and domestic water.

In the province, there are still about 790 households directly affected by natural disasters that need to be relocated and resettled soon. The People's Committee of Dien Bien province proposed that the Government and the Ministry of Agriculture and Environment soon allocate about 775 billion VND to implement urgent resettlement projects in the communes of Na Son, Muong Luan, Thanh Nua, Quang Lam, Muong Lan, Muong Phang, Muong Cha, Nua Ngam, Muong Toong, and Sang Nhe.

Implementing the project to stabilize the population and develop the socio-economic situation of the Son La hydropower resettlement area, up to now, 100% of households have been settled, and their lives have gradually improved. The total capital allocated by the Central Government for the period 2021 - 2025 is 791.6 billion VND. Dien Bien province proposed to soon allocate an additional 165 billion VND to upgrade the road connecting the resettlement area of ​​Tua Chua - Sang Nhe - Ta Huoi Trang, ensuring traffic, production and people's lives.

In the coming time, the People's Committee of Dien Bien province requires investors to develop detailed plans, speed up construction progress and disburse 100% of the allocated capital. At the same time, closely coordinate with ministries and branches to remove difficulties, soon complete projects to relocate people in disaster areas, contributing to stabilizing life and sustainable development in rural and mountainous areas.

Deputy Minister of Agriculture and Environment Vo Van Hung acknowledged and highly appreciated the efforts and determination of Dien Bien province in concentrating resources to overcome the consequences of natural disasters and stabilize the population. In particular, the province has focused on allocating land funds for commodity economic development, creating conditions for people to participate in the agricultural production chain, contributing to increasing income.

Deputy Minister Vo Van Hung suggested that Dien Bien province continue to promote the spirit of solidarity and responsibility, focus on directing the acceleration of implementation progress and capital disbursement of assigned projects; not let people wait too long; focus on planning work, selecting reasonable resettlement locations, ensuring long-term livelihoods for people. Continue to support people in producing key crop varieties, support emission reduction programs. Poverty reduction programs and national target programs need to be focused on by the province. Select urgent items affected by natural disasters to focus resources to help people soon stabilize their lives and develop the economy. The Ministry of Agriculture and Environment will continue to coordinate and support Dien Bien province in the process of implementing population relocation projects, developing sustainable agriculture, contributing to improving the lives of people in mountainous and border areas.
