Preparing for the inauguration and groundbreaking ceremony of key traffic projects on December 19

On the morning of December 9, Prime Minister Pham Minh Chinh chaired the 22nd online meeting of the State Steering Committee for important national projects and works, key to the transport sector.

According to the Ministry of Construction , at the 21st meeting, the Prime Minister assigned 28 tasks to ministries, branches and localities; focusing on removing difficulties and obstacles for expressway projects in the list of 3,000km to be completed by 2025, speeding up investment preparation procedures to start construction and inaugurate the projects on December 19, 2025. Up to now, the units have completed 11 tasks on time; are actively implementing 16 tasks and there is 1 task related to site clearance (GPMB) that has not met the required progress.

Regarding the implementation of expressway projects scheduled to be completed in 2025, it is expected that 3,803km will be completed by the end of 2025. By August 19, 2,620km had been completed and put into operation; and by December 19, 3,513km is expected to be completed and technically opened to traffic. In addition, from 2021 to 2025, the Ministry of Construction has completed 59 national highway projects with a total length of 1,586.5km; 38 route projects with a total length of 1,546km; 21 bridge projects with a total length of 40.5km. In 2025 alone, 21 projects with a total length of over 456km were completed.

The coastal road is planned in the road network planning with a total length of 2,813km. To date, localities have put 1,450km into operation; 591km is under construction (about 251km will be completed on December 19, 2025). Thus, by the end of 2025, the whole country will have 1,701km of coastal road. In the period of 2026-2030, it is expected to continue investing and completing about 405km of coastal road.

In Dak Lak province, key national transport projects in the province have recorded many positive results. Specifically, for Component Project 2 (DATP 2), under the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1, the cumulative construction output has been 4,892.52 billion VND, reaching about 58.2% of the workload. DATP 3 has completed 3,535.76 billion VND, reaching 82.35% of the total contract value. Currently, the unit is reviewing and completing documents to prepare for the inauguration on December 19, 2025.

Concluding the working session, Prime Minister Pham Minh Chinh acknowledged and commended the proactive and active participation of ministries, branches, localities, investors, contractors, especially the team of officers, engineers and workers at the construction site who have made efforts to overcome difficulties and challenges caused by natural disasters, storms and floods to ensure the progress and quality of the projects.

With only 10 days left until December 19, while many projects and works still have a large volume to complete, the Prime Minister requested units to focus on implementing the remaining work contents with a more rapid and bold spirit to complete the set goals. Units need to continue to promote the achieved results; ensure the progress, quality, safety, and environmental sanitation of the projects; fully and thoroughly resolve the regime and policies, ensuring the legitimate and legal rights and interests of the people.

The Prime Minister requested units and localities to strengthen inspection and supervision to prevent corruption, negativity and waste; strictly handle ineffective groups and individuals as well as reward and encourage those who do well, especially engineers and workers who have persevered at the construction site in the past time.

Regarding key tasks and solutions in the coming time, the Prime Minister remains determined to complete the goal of putting into operation at least 3,000km of expressways and about 1,700km of coastal roads to promote economic growth, expand development space, and reduce costs and travel time for people and businesses.

Regarding preparations for the groundbreaking and inauguration ceremonies of key projects on December 19, the Prime Minister requested ministries, branches and localities to urgently develop scenarios and review procedures for projects to ensure the conditions for inauguration and commencement according to regulations.

For transitional projects to be completed in 2026, the Prime Minister requested the Ministry of Construction and localities to direct investors to mobilize human resources, machinery, equipment, and organize construction to ensure completion progress. Ministries and branches must proactively carry out tasks, promptly support and guide localities to resolve implementation problems, and not let them affect project progress.
