CT12B apartment building in Hanoi: Fees increase, services suspended.

After more than 12 years of use, the CT12B apartment building in the Kim Van - Kim Lu urban area (Dinh Cong ward, Hanoi) is deteriorating, posing a clear safety risk, with elevators experiencing prolonged malfunctions; while service fees continue to rise.

According to residents, since the end of March 2026, elevator PL01, one of the seven elevators in the CT12B apartment building, has been out of service due to a cable malfunction and has yet to be repaired. And since April 28th, elevator PL05 has also stopped working.

In a densely populated building, the fact that two elevators were out of service, with one being down for an extended period, directly impacted the quality of life. Many residents reported long wait times, overcrowding during peak hours, and even having to climb the stairs.

Besides the malfunctioning elevators, many other essential items such as lighting systems, emergency exits, peeling and crumbling walls, causing damage to residents' property, have not been promptly repaired or rectified by the Management Board.

Ms. Tran Thi Lan, a resident of the CT12B apartment building, expressed her frustration: On September 29, 2025, a large section of the wall above the building suddenly collapsed, and the falling plaster completely damaged two air conditioner units in her family's apartment, posing a direct threat to the safety of residents.

"Currently, service fees are increasing while quality is declining, many items are deteriorating for a long time, especially the peeling walls in the second-floor hallway which has damaged residents' property," Ms. Lan shared.

Immediately after the incident, Ms. Lan's family reported it to the Management Board, the Floor Manager, and the Management Committee to coordinate the handling of the matter, requesting that a report be drawn up to determine responsibility and remedy the consequences. However, seven months have passed since the incident, and Ms. Lan's family has repeatedly submitted petitions to the Management Board of CT12B apartment building and the People's Committee of Dinh Cong Ward, but has not received any official written response as required by law.

"Recently, my family's life has been severely disrupted; during hot days, we have no air conditioning to use, while the peeling and crumbling walls pose a safety risk," Ms. Lan said angrily.

Despite the apartment building's dilapidated condition, the service fee is being adjusted upwards to 4,000 VND/m²/month, equivalent to approximately 240,000 VND per apartment, significantly higher than the previous rate of 160,000 VND per apartment. What's more, this fee increase is not accompanied by an improvement in service quality; in fact, some essential services are being separated, creating additional financial burdens for residents.

Most recently, the Management Board issued a notice to collect 3 million VND per apartment under the pretext of "major repairs" and "maintenance fees," requiring payment before April 30, 2026. According to residents, before imposing this fee, the Management Board did not publicly disclose mandatory details such as the list of repairs, total cost, allocation plan, and mechanism for monitoring the use of funds. Despite not having the residents' consent, the Management Board still applied the mandatory fee… Only after the press intervened did the Management Board admit its mistake and stop collecting the money.

However, other issues remain unresolved. In light of this, on April 26, 2026, residents of the apartment building submitted a collective petition to relevant authorities, including the Hanoi Department of Construction, the Construction Inspectorate, the People's Committee of Dinh Cong Ward, and the Economic , Infrastructure and Urban Planning Department of Dinh Cong Ward… via official documents and on iHanoi, requesting an investigation and a halt to the collection of fees that are not in accordance with regulations at the apartment building.

The petition outlines six points: The Management Board arbitrarily separates elevator maintenance costs from regular operating and management fees, causing operational disruptions and seriously affecting the safety and lives of residents; arbitrarily increases service fees while reducing the list of services offered – violating the owners' decision-making rights; arbitrarily imposes a fee of 3 million VND per apartment – ​​showing signs of overcharging and illegal collection; lack of transparency in financial management, especially regarding revenue from common areas (advertising rentals and partnerships with third parties); signs of violations of management responsibilities and infringement of residents' democratic rights; and signs of abuse of power, obstruction of oversight, and infringement of residents' democratic rights.

The petition also requests that the competent authorities promptly intervene to resolve the aforementioned issues. This includes an urgent inspection of the entire building's elevator system for a comprehensive assessment, determining the cause of the malfunction, the level of safety, and appropriate repair plans; a comprehensive audit of the building's management board and operating unit for the period from 2023 to the present; organizing an extraordinary residents' meeting; and demanding a halt to all related fees…
